Bavli registers at about ₪52,500 per square metre (median of 99 registered resales, 12 months to Sep 2026), which is number 16 of the thirty-nine neighbourhoods in this series. At that rate a 70 sqm three-room costs about ₪3.67m and a 100 sqm four-room about ₪5.25m. A three-room asks about ₪8,250 a month and a four-room about ₪10,500, against Tel Aviv averages of ₪10,123 and ₪13,824.
Bavli in six numbers
Bavli suits families and downsizers who want a quiet, green area by Park HaYarkon and can spend about ₪3.5m-5m on an older 3-3.5 room flat, or about ₪6m-8m+ for a new tower unit. Older stock currently trades around ₪52.5k/sqm and prices have softened, which gives buyers room to negotiate. Check noise exposure, safe-room provision and each building's renewal status.
The area is a calm base for families near Park HaYarkon. Rents in the older blocks run about ₪7.5k-9k for 3 rooms and ₪9k-12k for 4 rooms, while the towers cost well above that. It suits people who work in north or central Tel Aviv or Ramat Gan and have a car, but less so anyone who wants cafes, nightlife or a light-rail stop at the door.
What Bavli is
Bavli started in 1957 as a workers' public-housing project. From the mid-1960s contractors added 4-storey blocks of mostly 2-4 room flats with lifts and parking, plus some 8- and 15-storey buildings. City Square puts the average building year at 1980. There are no Bauhaus or White City conservation streets here. Since the 2010s, luxury towers of 40+ floors have gone up on the park edge, starting with Park Bavli; the first phase was two 44-storey towers with about 700 units, by the Tshuva/Plaza group. Residents are mostly secular and affluent. Madlan gives a socio-economic index of 9/10 and City Square reports about 50% academics and 2.3 people per household. Madlan residents rate the area highly for parks, safety and car access, but low for shopping and leisure. It feels like a quiet, green, family suburb inside the city, right next to Park HaYarkon.
Boundaries and parts
Namir Road (Derech Namir) to the west, the Yarkon stream and Park HaYarkon to the north, the Ayalon highway to the east. nad-lan.co.il gives the southern edge as 'Derech HaHalakha'. We could not confirm this against a municipal map. Sde Dov is on the coast, away from Bavli, and is not relevant to this area.

Getting around
No light-rail station sits inside Bavli. The Red Line's nearest interchange is Arlozorov / Tel Aviv Savidor Center, south-west of the neighbourhood. The Purple Line will run along Arlozorov and is now expected in 2028 (Wikipedia). We could not confirm a Green Line station within walking distance. Israel Railways stations at Savidor Center and Tel Aviv University are across or near the Ayalon; walking distance not verified. Namir Road is a main bus corridor, about 20 minutes to Dizengoff Center (hon.co.il, 2019). Access to the Ayalon highway and Namir is quick by car, and residents rate car access 4.7/5 on Madlan.
Schools, parks and families
Bavli state primary school (grades 1-6) is at Onkelos 8 and has 872 pupils, averaging 31 per class (allschool.co.il). Madlan lists 6 municipal kindergartens at Bavli 4. Park HaYarkon, with its cycle and running paths, is on the doorstep, and residents rate parks and safety at 5.0/5 and 4.8/5 on Madlan. The Lev Bavli renewal project will add two kindergarten classrooms and a public shelter. We did not confirm which middle and high school the area is zoned to; check with the municipality's registration office. We found no English-language school in the neighbourhood.
English speakers
We found no evidence of an organised English-speaking community, Anglo synagogue or olim network in Bavli itself. Nefesh B'Nefesh and Secret Tel Aviv list olim-friendly synagogues elsewhere in central and north Tel Aviv. The area's quiet, family, high-income profile does draw some English-speaking families, but that is anecdotal and not sourced.

What is for sale, and what is being built
Asking prices are what sellers hope for. Set them against section two, not in place of it. Our own rough midpoint. We took the six current Madlan for-sale listings whose floor area parsed reliably (fetched 25 Sep 2026). Their asking prices ran from about ₪44.7k to ₪56.9k/sqm, with a median of about ₪54.5k. Treat this as indicative only. Madlan showed 93-233 flats for sale, depending on the page. Bizportal (Sep 2026) counted 88 flats for sale and noted price cuts, e.g. Yerushalmi 19 cut from ₪4.6m to ₪4.35m and Pa'amoni Yosef 1 cut from ₪6.5m to ₪5.8m.

A "from" price is the cheapest unit, on the lowest floor, in the smallest configuration. Ask every developer for the price list by floor and the schedule of areas in writing, and ask what the price is on the ordinary payment schedule rather than a deferred one.

At Bavli's rate a 70 sqm three-room is about ₪3.67m and a 100 sqm four-room about ₪5.25m. On the four-room an oleh pays ₪16,356 in purchase tax; an Israeli resident buying a sole home pays ₪158,038; a non-resident or anyone buying a second home pays ₪420,000.

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Bavli's four-room price it is worth ₪141,682 against the resident rate and ₪403,644 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.
Renting in Bavli
These are average monthly rents. The article does not say whether they come from asking or signed rents; treat them as asking-level. In older buildings, Bizportal (2 Sep 2026) gives 3 rooms at ₪7.5k-9k and 4 rooms at ₪9k-12k. In new towers it gives 3 rooms at ₪12k-16k and premium 4 rooms at ₪18k-23k. Madlan's neighbourhood average asking rent is ₪9,000, and its live 3-room listings in Sep 2026 ran from ₪6,600 to ₪15,000. Scoutr (Apr 2026) gives 3 rooms at ₪8.5k-11k. Gross yield is about 2% (Bizportal).

Rent against buying
At 2.7% gross — before the building committee, maintenance, empty months, management and tax — Bavli is bought to live in or to hold, not for income. Net is typically a full point lower.
For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.
The buildings, and what is happening to them
Bavli is one of north Tel Aviv's most active renewal areas, because its 1950s-70s low-rise blocks sit beside high land values. The flagship project is Lev Bavli, a pinui-binui on Bavli, Tosefta, HaKnesset HaGdola and Yerushalmi streets. It demolishes 123 flats and builds about 300. It has a permit, construction has started, and occupancy is expected in 2030. Original owners get flats about 44 sqm larger (104-124 sqm) plus a ~12 sqm balcony, parking and storage, an uplift of up to about ₪3m per flat. City Square lists 18 TAMA 38 projects in the neighbourhood: 10 awaiting permits, 5 with permits and 3 completed. Active developers include Hagag, Krieger Yesodot and Eco City. Tel Aviv municipality also has an approved building plan for the Yerushalmi-Tosefta blocks. Towers in the Park Bavli masterplan (TA/1770/A) are still being added. Bavli has no White City / Bauhaus conservation restrictions.
Specific to Bavli
Years of construction
Several big projects are under way at once: Lev Bavli (9 buildings, to about 2030), the 46-storey Masterpiece tower, the 44-storey Bereshit tower, the Nissim 5 tower (delivery 2028) and the Bavli 5 tower plots still to come. Before signing, check which cranes and demolition sites are within sight or earshot of the flat.
Ayalon and Namir noise
The neighbourhood is bounded by the Ayalon highway and railway on the east and busy Namir Road on the west. Flats facing either road get traffic noise and pollution, and those on Namir also sit on a main bus corridor. Flats in the inner streets are far quieter.
No safe room in older blocks
Much of the stock dates from the 1957 public housing and 1960s-70s contractor blocks, built before safe rooms (mamad) were required. Unless a building has had TAMA 38 or been rebuilt, expect a shared stairwell or a building shelter, not a private safe room. The Lev Bavli plan adds a public shelter, a sign that shelter space is short.
Older prices falling, new-build discounts
Second-hand prices fell about 7.5% over the past year (Bizportal, 2026), and asking prices are being cut. Hagag offered about 30% off list price on 50 Masterpiece Bavli units in February 2026, at about ₪48-50k/sqm against a ₪72k list. That can undercut buyers who paid full price. Compare the price with recent registered deals, not asking prices.
Tower running costs
Park Bavli and the newer towers come with pools, spas, gyms and lounges, so building-management (vaad bayit) fees are much higher than in the 4-storey blocks. Ask for the actual monthly fee and service contract before you buy or rent.
Buying into a renewal block
A flat in a building that has signed for, or is negotiating, a TAMA 38 or pinui-binui deal comes with obligations to the developer and the timetable. Temporary relocation, rent-support terms and slow schedules can follow. Check the building's renewal status and signed agreements with a lawyer. Renters in such blocks may face a lease that is not renewed once demolition nears.
Few shops and little nightlife
Madlan residents rate shopping and services 2.6/5 and leisure 2.8/5. There is little street retail and most errands mean a drive. Buyers expecting a central Tel Aviv lifestyle may find it too quiet.
When buying anywhere in Tel Aviv
The register, not the listing
Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.
Built area against the permit
Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.
Parking and storage "with the apartment"
Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.
Mortgage before contract
A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.
Off-plan: guarantees and linkage
Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.
Your own lawyer, a licensed broker
The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.
When renting anywhere in Tel Aviv
Check who owns it
Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.
The security is capped
The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.
Who pays the broker
Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.
Repairs and notice
Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.
Mamad, lift, parking, air conditioning
In much of Tel Aviv's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.
Oleh arnona discount
Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

- Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
- Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
- Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
- Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
- For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. No official nadlan.gov.il or CBS neighbourhood median was retrieved directly. The headline median comes from Bizportal's analysis of registered deals and is backed up by Madlan's average. No 4-room or 5-room median sale price, and no median sqm by room count, was found. No consistent multi-year ₪/sqm series. The trend mixes Mako's Q1 4-room figures with Bizportal's 12-month averages, so read it as indicative. The only figures found before 2024 were ranges (₪48k-53k/sqm in early 2021), so no earlier data point is included. The typical asking ₪/sqm is our own rough median of six Madlan listings. Madlan's page rendering garbled many listing sizes.
