The Honest Guide from the Tel Aviv Property Index

Agamim is Netanya's newer neighbourhood of towers, parks and young families, next to Ir Yamim but at a much lower price. It offers new-build living near the sea and the nature reserves. The catch is that parts of it are still being built, and services are still catching up.

Where it is

Agamim sits in the south of Netanya, west of Route 2. Ir Yamim and the coast lie to its west, and Ramat Poleg to the south.

The name means "lakes". It refers to the seasonal winter ponds nearby, now protected within the Winter Lake park and neighbouring reserves.

The Netanya Sapir railway station is in the Poleg industrial zone, across Route 2. It is a short drive or bus ride rather than a walk for most residents.

How Agamim came about

Agamim has been built in phases since the 2000s. Early press coverage described thousands of homes occupied within a few years of the first phase.

The neighbourhood is divided into sub-areas, known locally as Agam 1, Agam 2 and Agam 3. The first phases are complete and lived in. Agam 3 is the newest, with much of it still under construction in recent years.

The municipality planned Agam 3 with major public buildings. In 2021 it approved a new school building there, with a state school and a state-religious school. A cultural centre of about 950 seats was also reported as under construction there.

What it is actually like today

The established parts of Agamim feel modern and well planned. Towers of six to seventeen storeys stand around green spaces, with cycle paths and updated utilities.

Most buildings are recent, with lifts, underground parking and mamads. Many have pools and gyms. Commercial centres, kindergartens and schools serve the neighbourhood, and Ir Yamim's mall is close.

The nature on the doorstep is a genuine asset. The Winter Lake park, the purple iris reserve and the dunes towards the sea are all near. In late winter the irises flower, and the ponds fill after rain.

The downside is construction. In the newer phases, cranes, dust and trucks are part of life. Some residents will live next to building sites for years.

The big issue: infrastructure catching up

New neighbourhoods in Israel are usually occupied before their services are complete. Agamim is no exception.

Schools are the clearest example. In 2021 the municipality approved expanding the Davidi primary school in the earlier phases to 24 classrooms, citing population growth. It also approved the new building for Agam 3, starting with 18 classrooms across two schools, with room to expand.

That is a sign of planning, but also of pressure. Families should ask which school their address is zoned for, and whether it has space now.

Transport is the second issue. A 2026 market report said access to the neighbourhood was improving gradually as development continued. Access to Route 2 is through the Poleg interchange, which needed major repairs in 2022–23.

For public transport, Netanya has talked about light-rail links to the metro network. A 2023 local report described two planned corridors through eastern and central Netanya, at an early planning stage and with no date. We could not confirm any rapid-transit route serving Agamim itself.

The coast, the reserves and what comes next

Agamim's setting depends on protected land nearby. The reserves and the Winter Lake park are part of the reason people choose it.

The nearby Poleg beach has been the subject of dispute. A hotel plan there was challenged in court in 2022 by environmental groups, including the Society for the Protection of Nature in Israel. We could not confirm the current outcome.

The coastal cliffs are also a long-term concern. A State Comptroller report in July 2024 found that most cliff sections still lacked marine defences, and listed southern Netanya among the problem areas. Agamim's homes are set back from the cliff, but the beaches and paths you use may be affected.

Who lives here

Agamim is mainly young families and couples buying their first or second home. Many are Israelis moving up from older neighbourhoods such as Kiryat Nordau or the city centre.

It appeals to those who want Ir Yamim's location and new-build standard, without Ir Yamim's prices. Some French-speaking and English-speaking families live here too, though neither group dominates.

There is no single Anglo community hub in Agamim. Anglo families here tend to connect through shuls and schools across south Netanya.

Prices and what you get

Agamim's price per square metre is close to the city average, and about a third below Ir Yamim next door.

The yearly median ₪/m² has been flat: ₪25,418 in 2023, ₪24,878 in 2024, ₪25,000 in 2025 and ₪24,560 so far in 2026. A July 2026 market report quoted a range of about ₪22,000–25,000/m², with prices down 1–3% over the year but up 28% over five years.

Recent registered deals include:

  • August 2026: 5 rooms, 120 m², 8th floor, HaAgamim Street: ₪3,150,000.
  • August 2026: 4 rooms, 108 m², 5th floor, Ben Zvi Street: ₪2,650,000.
  • July 2026: 5 rooms, 125 m², 4th floor, Nahal Besor Street: ₪2,700,000.
  • May 2026: 5 rooms, 131 m², 6th floor, HaAgamim Street: ₪3,100,000.

For about ₪3m you get a new or nearly new five-room flat of 120–130 m², with parking, a mamad and often a pool. In Ir Yamim, the same money buys a smaller or lower flat.

The median is higher than Kiryat HaSharon's because the flats are larger and newer, not because space costs more. Per square metre, the two are almost level.

The honest risk is supply. More towers are still coming in Agam 3, which may keep a lid on resale prices. And the gap with Ir Yamim may narrow, or may not.

Purchase tax at the ₪3,077,500 median. A single home costs about ₪49,413. An oleh under Regulation 12A pays about ₪5,494. A foreign resident or a buyer of an additional home pays ₪246,200.

Buying here: what to check before you sign

What will be built next door.Get the approved plans for surrounding plots. A view over open land in Agam 3 may become a view of another tower.

Bank guarantees on off-plan purchases.Any payment above 7% of the price must be secured under s.2 of the Sale (Apartments) (Assurance of Investments) Law 5735-1974. Do not pay without receiving the guarantee or other statutory security.

Delay compensation.For contracts from 7 July 2022, compensation for late handover follows the post-Amendment 9 ladder in s.5A of the Sale (Apartments) Law 5733-1973. Check the contract's delivery date and any grace period against the statute.

Index linkage.The first 20% of the price must be unlinked. At most 50% of each later payment may be linked to the construction input index. Model your total cost under realistic index assumptions.

School zoning.Confirm with the municipality which school serves your address and whether it has places. In a growing area, the answer can change year to year.

Building charges.Pools and gyms raise monthly service charges. Ask the developer or management company for the expected charge, and check what the developer covers until handover.

Finance.Directive 329 caps loan-to-value at 75% for a single dwelling, 70% for a replacement and 50% for an additional home. The Bank of Israel rate is 3.5% and prime is 5%. Off-plan buyers should fix how and when the mortgage will be drawn.

Who it suits

Works well for

  • Young families who want a new flat, a mamad and a pool at a fair price.

Harder to recommend for

  • Anyone who dislikes living near building sites.
  • Families wanting an established Anglo community on their street.
  • Rail commuters who want to walk to the station.
  • Investors expecting rapid growth while new supply keeps coming.

The verdict

Agamim is one of the better-value new neighbourhoods on this stretch of coast. You get modern towers, green space and the sea nearby, at about a third less per square metre than Ir Yamim.

The trade-offs are the normal ones for a young neighbourhood. Schools and roads are still catching up, cranes are still up, and prices have been flat. Choose your phase and your plot carefully.

Agamim is Ir Yamim's location at Netanya's average price, if you can live with a few more years of building.
