The Honest Guide from the Tel Aviv Property Index
Avnei Chen, still widely called Kaizer, is a newer western neighbourhood that prices almost exactly at the Modi'in median. It offers modern flats, garden units and a mixed, family-focused population. This guide sets out what it does well, where it falls short and how its location on the city's western side shapes daily life.
Where it is
Modi'in sits roughly halfway between Tel Aviv and Jerusalem. Avnei Chen lies on the western side of the city, and local comparisons often pair it with Moreshet as "west Modi'in".
The old name comes from its planner, the architect Dani Kaizer. In 2014 the municipality renamed the city's architect-based districts, and Kaizer became Avnei Chen, meaning "precious stones".
The street names follow that theme. They are named after precious stones and materials from the Tabernacle: Tarshish, Yahalom, Odem, Techelet and Shani among them. If a listing gives one of these streets, you are in Avnei Chen.
Neighbouring districts matter for pricing. Moreshet lies close by, and HaNachalim, including the section locally named after the city's master planner, Moshe Safdie, is another common comparison. Agents sometimes stretch the Avnei Chen name to the edges, so check the street against the municipal map.
A newer neighbourhood, built for families
Avnei Chen began to be populated around 2003. That makes it younger than northern Buchman and older than Moreshet, which gives it a useful middle position.
It was planned as a mix of low-rise and multi-family buildings. The housing today includes standard flats, garden flats and duplexes in a broad range of sizes. There are fewer very large luxury units than in Moriah, and more mid-sized family homes.
Its community reputation is good. Israeli press coverage over the years has described it as a quality, community-oriented neighbourhood, and local rivalry with HaNachalim has long been a theme. Both are now mature and landscaped.
What it is actually like today
Avnei Chen feels settled but not old. Buildings are generally in reasonable condition, a protected room (mamad) is standard in stock of this age, and parking is easier than in older Israeli cities.
It is religiously mixed. You will find national-religious, traditional and secular households on the same streets. That suits many Anglo families who want some community without an all-religious or all-secular environment.
Anglo presence is real but less concentrated than in Buchman and Moriah. English speakers are spread through the area rather than clustered around a single shul. Some families find that helps integration; others miss the intensity of the Buchman scene.
Local services cover daily needs. Larger shopping, the Azrieli mall and most leisure are in the city centre. As in all of Modi'in, a car makes life much easier.
Schools are a key reason families choose the area. Modi'in offers state (mamlachti), state-religious (mamlachti dati) and other streams, and ESRA's guide describes the city's schools as well set up for olim children. Allocation is by address, so confirm the placement for your street before signing.
Green space is a quiet strength. The neighbourhood's parks and walking routes are well used, and the city's wider park network is within easy reach.
The train question
Avnei Chen's western position is part of its appeal. Modi'in has two rail stations: Pa'atei Modi'in on the western approach and Modi'in Centre in the city centre. Both lie on the line to Tel Aviv.
Modi'in Centre also has direct trains to Jerusalem Yitzhak Navon on current timetables. ESRA's 2026 community guide puts both Tel Aviv and Jerusalem at about 30 minutes by train.
The honest caveat is last-mile access. Few Avnei Chen homes are likely to be a comfortable walk from either station. In 2025, TheMarker criticised Pa'atei Modi'in for the long bridge over an expressway between the platforms and the buses. Time the door-to-platform journey yourself before relying on it.
By road, the west side gives quicker access to Route 431 towards Rishon LeZion and the coast, and to Route 1. Route 443 remains the fastest road to Jerusalem, running partly beyond the Green Line.
The competition from Moreshet and the new districts
The biggest issue for Avnei Chen buyers is next door. Moreshet, the newest neighbourhood in the city, is still filling and attracts many young families and olim. It offers brand-new flats in large numbers.
That supply has hit prices. In May 2026, Bizportal reported that thousands of "Mechir LaMishtaken" units across the city had entered the resale market once their sale restrictions lapsed. It said some second-hand flats in Moreshet had been re-priced down by 10–15%, with longer sale times across the city.
Avnei Chen has held up better so far. Its median of ₪3,100,000 sits almost exactly on the city median, but its ₪32,778/m² is about 10% higher. Buyers are paying for an established neighbourhood with smaller, well-configured units.
More supply is on the way. On 1 July 2026 the Central District planning committee deposited the HaMa'ayanot plan for about 3,575 homes, including two 25-storey towers. It will take years to build, but it adds to the pipeline.
The value question is therefore about unit size. Avnei Chen's median flat is smaller than Moriah's, so the headline price looks modest while the rate per metre is high. HaNevi'im, the former Shimshoni district, sells at about ₪29,300/m².
A buyer who wants space for the money should compare both. A buyer who wants a newer building in a mixed community may find Avnei Chen's rate justified.
Urban renewal is not a factor here. The buildings date from the 2000s, and pinui-binui targets much older stock. TAMA 38 has also expired in most of the country.
Who lives here
Avnei Chen is family territory. Many residents moved in as young couples and now have school-age children. Newer arrivals are often upsizers from smaller flats elsewhere in Modi'in.
The Anglo population includes both recent olim and long-settled families. Nefesh B'Nefesh treats Modi'in as a core destination, and Anglo-founded communities such as Kehillat Ahavat Yisrael exist in the city. Ask where each community's members live before choosing a street.
Rentals appear regularly, which helps olim who want to rent first. Expect more competition in the summer before the school year starts.
Prices and what you get
Avnei Chen is the most liquid of the neighbourhoods in this series, with nearly 200 registered deals.

Around ₪2.6m to ₪3m buys a compact three- or four-room flat of about 80 m². A 100 m² four-room flat is closer to ₪3.5m. Five-room flats and duplexes of 130 m² and more reach ₪4.2m to ₪4.8m.
At the median, purchase tax is about ₪50,500 for a single-home buyer. An oleh within the Reg 12A window pays about ₪5,600. A foreign resident or additional-home buyer pays about ₪248,000.
The honest risk is price pressure from brand-new stock nearby. If Moreshet resales keep falling, Avnei Chen sellers will face tougher comparisons. Buy at a price that makes sense even if the market stays flat for some years.
Buying here: what to check before you sign
Registration and title.Much of Modi'in is on Israel Land Authority leasehold. Pull the Tabu extract, or the housing-company record if the building is not yet fully registered. Check for mortgages, liens and warning notes.
Garden and roof rights.Garden flats and duplexes often come with attached rights to a garden or roof. Confirm these are recorded in the registration or the condominium bylaws, not just promised by the seller.
Unauthorised works.Pergolas, enclosed balconies and extensions into gardens are common in garden units. Check the permit file at the municipal engineering department. A lender's valuer may exclude unpermitted space.
Purchase tax.Olim should confirm they fall within the Reg 12A window, from one year before to seven years after aliyah. Up to ₪6,055,070 the oleh rate above the zero band is 0.5%.
Mortgage limits.Directive 329 caps lending at 75% for a single dwelling, 70% for a replacement and 50% for an additional home. Non-residents are often offered 50%, which is bank policy rather than law. The Bank of Israel rate is 3.5%, with prime at 5%.
Buying off-plan nearby instead.If you compare Avnei Chen with new flats in Moreshet or elsewhere, check the developer's security. Payments above 7% must be secured under s.2 of the Sale (Apartments) (Assurance of Investments) Law 5735-1974. Delay compensation for post-7.7.2022 contracts follows s.5A of the Sale (Apartments) Law 5733-1973.
The commute, tested.Do the station run at rush hour, on the bus or by car. The difference between a five- and twenty-minute last mile matters every day.

The verdict
Avnei Chen is one of the most balanced choices in Modi'in. It is newer than northern Buchman, cheaper than Moriah and far more established than Moreshet. Its mixed population and active market make it a safe, practical buy.
It is not without risk. New supply nearby and further planned quarters may cap price growth for years. The train is closer in theory than in daily practice.
For families who want a good, modern home at a fair Modi'in price, Avnei Chen is a sensible default rather than a gamble.
