The Honest Guide · Jerusalem

Har Adar. הר אדר

The Honest Guide from the Tel Aviv Property Index

Har Adar is a small, gated hilltop town of private houses north-west of Jerusalem, next to Abu Ghosh and Mevaseret Zion. It is affluent, quiet and green, with big homes for less per metre than Mevaseret. Most of it lies beyond the 1949 Green Line, which affects title, some lenders and how the international community sees it. It suits car-owning families who want a house near Jerusalem; it is a hard sell for flat buyers, non-drivers and anyone uneasy about the location.

01

Where it is

Har Adar sits on a hilltop on Road 425, close to Abu Ghosh and roughly 13–15 km north-west of central Jerusalem. Mevaseret Zion is the nearest large town, and Jerusalem's western entrance is a short drive away.

Most of the town lies beyond the 1949 Green Line, in the West Bank, and inside the separation barrier. It was originally built next to the line. It is run as a local council in the Judea and Samaria Area, covering 994 dunams.

There is no rail. Bus 187 runs to central Jerusalem, but most families need a car, and many need two.

02

From Radar Hill to garden town

The hill was known as Radar Hill after a British wartime installation on the summit, which Jewish forces took for a radar but which was a radio relay station. It was handed to the Jordanian Arab Legion in May 1948. The Palmach's Harel Brigade attacked it repeatedly, holding it for four days from 22 May before losing it again.

Jordan held the area from the 1949 armistice and annexed it in 1950. The Harel Brigade captured it in the Six-Day War of 1967, and a monument to its fallen stands at the top of the town.

Har Adar was founded in the 1980s; sources give both 1982 and 1986. Land for it was expropriated from the neighbouring Palestinian villages of Biddu, Beit Surik and Qatanna. Israel regards it as a community within its jurisdiction; the international community considers West Bank settlements illegal under international law, which Israel disputes.

03

What it is actually like today

Har Adar is almost entirely private houses in a gated community, with gardens and long views over the Jerusalem hills. It is one of the wealthier local councils in Israel, rated 9 out of 10 on the socio-economic scale, and it feels it: quiet streets, little traffic and few shops.

Schools are local up to elementary level. The town has its own state elementary school and six public kindergartens; middle and high school pupils usually go to Mevaseret Zion or Jerusalem, which adds a daily journey.

Security is part of daily life. The town is fenced and borders the barrier, with a checkpoint at the rear gate. In September 2017 a Palestinian gunman killed a Border Police officer and two security guards at that gate.

The population was 4,339 in 2024 and is overwhelmingly Jewish. Politically it leans centre-left: 68% voted for centre-left parties in the 2022 election.

04

Renewal: a finished town

There is no urban renewal here, because there is no old apartment stock to renew. The town is built out as private houses, so supply comes from resales, and in small numbers.

That makes the market thin. We found only a handful of house sales a year: two in 2024, six in 2025 and four in the first four months of 2026. Prices can move a long way on one or two deals.

05

Who lives here

Buyers are mostly Israeli families wanting a house and garden within reach of Jerusalem, often trading up from a flat in the city or in Mevaseret Zion. It is an owner-occupier town; rental stock is small.

We found no Anglo community, Nefesh B'Nefesh page or English-speaking group in Har Adar. English speakers who want an established community nearby tend to look at Mevaseret Zion or Jerusalem itself.

Our median is ₪22,273/sqm on just five house sales from October 2024 to April 2026, too few to be representative. The 70 sqm three-room figure of about ₪1.56m is notional, because flats barely exist here. What buyers actually pay is house money: typical five-room houses around ₪4.83m, six-room about ₪4.70m and seven-room about ₪4.90m. Asking prices on five listings had a median of ₪22.3k/sqm.

By year, house prices per metre ran ₪19,559 in 2024, ₪21,992 in 2025 and ₪22,531 in early 2026, on samples too small for a trend. Recent deals include Nof Harim 91, a seven-room of 220 sqm, at ₪4.9m in April 2026; Mevo HaCharuv 5, a five-room of 218 sqm, at ₪5.23m; and HaAlon 11, a five-room of 200 sqm, at ₪4.83m. A five-room at Mevo HaRimon 4 registered at ₪9.5m, an outlier worth checking.

Per metre, Har Adar sits about ₪7,300 below Mevaseret Zion and close to Tzur Hadassah and Givat Ze'ev, but you are buying a house, not a flat. Rents are thin: small two-room units ask about ₪3,875, a five-room house ₪8,500, and a 220 sqm six-room ₪12,900. There is no reliable three-room rent, so no yield figure.

Purchase tax on a notional ₪1.56m three-room is nil for an oleh and a resident buying a sole home, and about ₪124,729 for a non-resident or additional-home buyer. On a ₪2.23m four-room it is ₪1,243, ₪8,699 and ₪178,184. On a ₪4.8m house the bill is far higher, so run your own figures.

Buying here: what to check before you sign

  • Have a lawyer read the title. Land is usually not ordinary registered freehold. Check the rights certificate, the lease terms and who the rights are held from.
  • Confirm the mortgage early. Ask your bank, before you sign, whether it will lend on Har Adar and on what terms. Some banks and insurers treat the location differently.
  • Check overseas implications. If you hold another citizenship, or bank or insure abroad, ask your advisers whether the location affects you.
  • Value the house, not the median. Five sales is not a market. Use house-for-house comparables and an independent valuation.
  • Check permits on extensions. Compare the house with the approved plans. Added rooms and basements are common and must be permitted.
  • Plan the school run. Middle and high school are usually in Mevaseret Zion or Jerusalem. Work out who drives, and when.
  • Test the commute. Drive to work at rush hour from the gate. Bus 187 is the only public transport into the city.

08

Who it suits

Works well for

  • Families wanting a large house and garden near Jerusalem

  • Those who value quiet, security and a small community
  • Two-car households working in western Jerusalem

Harder to recommend for

  • Flat buyers and first-time buyers on a small budget
  • Anyone who does not drive
  • Anglo olim wanting an English-speaking community on the doorstep
  • Buyers uneasy about the post-1967 location or its effect on title and lending
  • Investors wanting rental yield or liquidity

09

The verdict

Har Adar offers what is rare near Jerusalem: a calm, well-off town of houses with gardens and views, priced per metre below Mevaseret Zion. For a car-owning family that wants space, it is a strong option.

The honest issues are the location and the paperwork. Most of the town lies beyond the Green Line, so title, lending and some overseas advisers need checking before you commit. The market is tiny, there is no rail and no Anglo community, and teenagers travel to school. Buy here with a good lawyer and your eyes open.
