Ir Yamim is Netanya's showpiece: sea-view towers, a nature reserve on the doorstep and the highest prices in the city. It delivers the lifestyle it promises. The questions are about price, occupancy and a coastline that is still being fought over.
Where it is
Ir Yamim sits on the southern stretch of Netanya's coast, west of Route 2. To its east is the newer Agamim neighbourhood. To its south and east lies Ramat Poleg, the older villa district.
The beach is a walk away, as is the Poleg area with its stream mouth and protected dunes. The Ir Yamim mall, on Beni Berman Street, is the local commercial centre.
For trains, the nearest station is Netanya Sapir, in the Poleg industrial zone. It is a short drive, across Route 2, rather than a walk for most residents.
How Ir Yamim came about
The land along the southern coast was contested for years. Planning here goes back to the late 1990s. The neighbourhood as built stems from a 2003 compromise, reached through court mediation, between development interests and those seeking to protect the coast.
That compromise is why Ir Yamim looks the way it does. Density was concentrated in towers, and open land nearby was left for nature. It also explains why every new proposal on the beach still draws legal challenge.
The result, twenty years on, is a complete neighbourhood rather than a building site. Streets named after Israeli songwriters, such as Ehud Manor, Uzi Hitman and Nathan Yonatan, are lined with towers of fifteen floors and more.
What it is actually like today
Day to day, Ir Yamim is calm, clean and well kept. Towers typically have lobbies, underground parking and often pools and gyms. Many flats have balconies facing the sea.
The mall covers most errands, from supermarkets to cafés. There is a synagogue, Tefilat Yamim, on Beni Berman Street, which runs an English-language website. Families will find kindergartens and schools in the neighbourhood and in Agamim next door.
Nature is the real draw. The purple iris reserve, the Winter Lake park and the Poleg beach are all close. In late winter, the irises bring visitors from across the country.
The flip side is that Ir Yamim can feel like a dormitory. It has little street life beyond the mall. Evenings are quiet, and some would say too quiet.
The big issues: part-time owners and a contested coast
Ir Yamim has long attracted buyers from abroad. French buyers made Netanya their coastal city of choice, and financial press in 2024 reported that American buyers were now catching up. That report said about 70% of foreign buyers in Netanya choose new-build flats.
This matters for residents. Foreign and second-home owners are part of the neighbourhood's appeal and its price support. They also mean some flats sit empty for much of the year.
We could not find a reliable count of vacant or part-time flats in Ir Yamim. Before buying, visit on a weekday evening out of season and look at the lit windows. Ask the building's management company how many owners live there full time.
The coast brings its own questions. A hotel plan on the Poleg beach, next to the neighbourhood, was challenged in court in 2022. The petitioners included the Society for the Protection of Nature in Israel and Adam Teva V'Din. They argued the permit was issued without a full plan or environmental review; the municipality said the works were lawful.
We could not confirm the current status of that dispute. Buyers who value an open beach view should check what is planned on the shore side.
Then there is the cliff. Israel's coastal sandstone cliffs are eroding along the whole stretch from Hadera to Ashkelon. A State Comptroller report in July 2024 found that most cliff sections still lacked marine defences, and named southern Netanya among the problem areas.
Ir Yamim's towers are set back from the edge. Even so, beach access paths and the promenade can be affected by closures. Ask the municipality about the cliff protection works planned for this stretch.
Who lives here
Ir Yamim draws buyers who can afford Netanya's top prices and want a new flat near the sea. That includes Israeli families moving up from older neighbourhoods and professionals commuting to Herzliya or Tel Aviv.
It also includes a significant French-speaking population and a growing number of North American buyers. Some are olim; others are investors or holiday-home owners. English is widely heard, but this is not a tight-knit Anglo community in the way parts of Kiryat HaSharon are.
Retirees are well represented. Lift-served towers with concierge-style lobbies suit people downsizing from houses.
Prices and what you get
Ir Yamim is Netanya's most expensive large neighbourhood, at almost double the city median.

The year-by-year picture is worth noting. The median ₪/m² was ₪34,056 in 2023, rose to ₪38,388 in 2024 and ₪37,982 in 2025. It is ₪35,537 so far in 2026, on only 39 deals.
Recent registered deals show the range:
- August 2026: 5 rooms, 136 m², 10th floor, Nathan Yonatan Street: ₪5,000,000.
- July 2026: 5 rooms, 144 m², 2nd floor, Uzi Hitman Street: ₪4,587,000.
- July 2026: 5 rooms, 150 m², 13th floor, Nathan Yonatan Street: ₪7,850,000.
- June 2026: 5 rooms, 169 m², 13th floor, Nathan Yonatan Street: ₪8,400,000.
The spread is the story. A low-floor five-room flat with a partial view trades near ₪4.5m. The same size high up with a direct sea view can cost nearly double. Press reports in 2026 put a typical five-room sale near ₪4.2m, with front-line towers reaching about ₪50,000/m².
For ₪5m you get a new-ish five-room flat of 130–145 m², with parking, storage and a mamad. You are paying a premium for the building, the view and the address.
The honest risk is that the premium can compress. Prices per square metre have eased since 2024, and deal volume is down. Buy for the long term, and be wary of paying top price for a view that could change.
Purchase tax at the ₪5,000,000 median. A single home costs about ₪145,538. An oleh under Regulation 12A pays about ₪15,106. A foreign resident or a buyer of an additional home pays ₪400,000.
Buying here: what to check before you sign
The view, protected or not.Get the local outline plans (taba) for the plots between your flat and the sea. Check the status of the Poleg beach hotel plan and any pending petitions.
Off-plan protections.Much stock is still sold new. Any payment above 7% of the price must be secured under s.2 of the Sale (Apartments) (Assurance of Investments) Law 5735-1974, usually by a bank guarantee. Insist the guarantee is delivered before each payment.
Delay compensation and indexation.For contracts signed from 7 July 2022, delay compensation runs on the post-Amendment 9 ladder under s.5A of the Sale (Apartments) Law 5733-1973. The first 20% of the price is unlinked, and at most 50% of each later payment can be index-linked. Check the contract does not exceed these limits.
Building running costs.Pools, gyms, lifts and lobby staff are expensive. Ask for the last two years of management company accounts and the current monthly charge. High service charges can make resale harder.
Occupancy and rental rules.If you plan to let the flat, ask whether the building restricts short-term lets. If you plan to live in it, ask how many owners are resident.
Finance for overseas buyers.Directive 329 caps loan-to-value at 75% for a single dwelling, 70% for a replacement home and 50% for an additional home. The 50% often quoted to non-residents is bank policy, not law, so shop around. The Bank of Israel rate is 3.5% and prime is 5%.
Tax status timing.An oleh's purchase-tax relief under Regulation 12A applies from one year before to seven years after aliyah. On a ₪5m flat the saving is large, so plan the timing of completion around it.
Who it suits
Works well for
- Buyers who want a new tower flat, a pool and the sea within walking distance.
Harder to recommend for
- Buyers on a budget; Agamim next door offers new stock for around a third less.
- Families wanting a close-knit Anglo religious community within walking distance.
- Anyone who wants lively street life, shops and cafés beyond a mall.
- Rail commuters who want to walk to the station.
The verdict
Ir Yamim gives you what the brochure shows. The towers are well built, the setting is genuinely beautiful and the neighbourhood is mature. It is one of the most comfortable places to live on this coast.
You pay for that, and the premium is not guaranteed. Prices have eased since 2024, some flats sit empty for months and the beach is still contested. The difference between a good and an overpriced purchase here is floor, view and building costs.
