Ness Ziona is a small, prosperous, quietly green town in the heart of Israel's science corridor, with good schools and a village feel. What the reputation leaves out is how little stock changes hands, how expensive it has become for its size, and how much building is about to arrive.

Where it is

Ness Ziona lies on the coastal plain, about 10 km inland from the Mediterranean. Rishon LeZion borders it to the north and west, and Rehovot to the south-east. Tel Aviv is roughly 20 km north.

The town is small, covering about 15.6 km². It sits along Route 42 and close to Route 4 and Route 431. Buses serve the area, but most residents drive.

The Kiryat Weizmann Science Park straddles the Ness Ziona–Rehovot border. The Israel Institute for Biological Research is also based in the town. Many residents work within a few kilometres of home.

A moshava that became a science town

Ness Ziona was founded in 1883 as an agricultural settlement. It took its present name in 1891. A flag designed there that year, blue and white with a Star of David, is often cited as a forerunner of Israel's national flag.

For most of the twentieth century it remained a quiet farming town. Its planners historically kept building heights low, which preserved a semi-rural feel. That character is the reason many families chose it.

From the 1990s, the science park brought biotech and tech employers. The town's population and incomes rose with them. Today it is one of the more affluent municipalities in the Centre district.

What it is actually like today

Ness Ziona feels more like a well-kept suburb than a city. Streets are green and mostly low-rise, with parks and a compact old centre. Weizmann Street is the main commercial road.

Lev HaMoshava, the historic centre, has older homes and a village atmosphere. Merkaz Mizrahi (East Centre) and Merkaz Ma'aravi (West Centre) are older, more affordable residential areas. Ramat Ben Zvi trades at a relatively high price per metre for smaller flats.

Argaman, Hadrei Semel and Villa Dori sit at the upper end, with larger family homes and newer stock. Savyonei is one of the busier markets in the town. Neve Nir, Givat Nof and Yad Eliezer trade in small numbers.

Daily life is calm and family-centred. There is little nightlife, and residents often drive to Rishon, Rehovot or Tel Aviv for more. Traffic on Route 42 and the town's entrances is a common complaint at peak hours.

Expansion: the umbrella agreement

Ness Ziona built very little new housing for years. In December 2024 it signed a state umbrella agreement, reported by Calcalist, covering around 5,767 units across seven neighbourhoods. The deal comes with about ₪500 million for infrastructure.

The agreement reportedly requires at least 2,000 units a year to be marketed. That compares with 324 units marketed over the previous decade. The largest block, in the north-east, accounts for about 2,778 units.

Other sites include Kfar Aharon, Ben Ezer, the northern entrance and a new industrial zone. Infrastructure funding covers a public transport corridor on Margolin Street and Route 101. There is also a stormwater retention lake in the north.

Not all planning is local. The national housing committee has also advanced a new neighbourhood in the town's north-west despite municipal objections, according to press reports. The dispute illustrates how contested growth has become here.

For buyers, this changes the picture. Supply that was scarce will expand markedly over the next decade. That tends to temper price growth, but it also brings new schools, roads and modern flats.

Security and the science park

On 22 June 2025, an Iranian missile struck a residential neighbourhood in Ness Ziona. Seven people were lightly to moderately injured, and several private homes were heavily damaged. Police credited residents' prompt use of shelters for the low casualty count.

Buyers should focus on the practical questions. Check the mamad, the building's damage history and any repair works.

The science park remains the town's economic anchor. Biotech, pharma and tech firms employ many residents, which cuts commuting. The Rehovot–Ness Ziona corridor is one of Israel's most established innovation clusters.

Who lives here

Ness Ziona is affluent, educated and largely secular or traditional. Families dominate, and schools are a key reason people move. The town has a strong reputation for community life and safety.

The Anglo presence is small and dispersed. English-speakers here tend to be tech and science professionals who blend into Israeli life. Religious Anglo families often look to Rehovot's established community instead, which is only minutes away.

Synagogues exist across the town, but religious infrastructure is thinner than in Rehovot. Families seeking a religious school or English-language community should compare the two towns side by side.

Prices and what you get

Ness Ziona is priced well above Rehovot and closer to Ramat Gan per metre. The registered median is ₪3,000,000 at ₪31,720/m², but across only 691 deals, so neighbourhood figures are thin.

Registered sales, Jan 2023 – Jun 2026

Recent deals cluster at the family end of the market. A 5-room, 106 m² flat on HaShayetet sold for ₪3,925,000 in June 2026. A 4-room, 87 m² flat on Keshet sold for ₪2,745,000 in May.

At the top, a 5-room, 120 m² flat on Rafael Eitan registered at ₪4,310,000. A 4-room, 92 m² flat on HaImahot sold for ₪3,000,000, right at the city median.

At the median, you typically buy a 4-room flat of 90 to 100 m². Newer buildings add a mamad and parking. Detached and semi-detached homes sit well above the median and rarely come up.

On purchase tax at the median, a first-home buyer pays about ₪45,538. An oleh under Reg 12A pays about ₪5,106. A foreign resident or additional-home buyer pays ₪240,000.

The honest risk is supply. CBS figures for April–May 2026 show the Centre district down 3.2% year on year. With thousands of new units planned under the umbrella agreement, today's scarcity premium may narrow.

Buying here: what to check before you sign

The planning map around you.Check whether your street borders one of the umbrella agreement neighbourhoods or the contested north-western plan. Ask the local committee for approved and deposited plans nearby. A green view today may be a building site tomorrow.

Off-plan protections.New neighbourhoods will be sold largely off-plan. Every payment above 7% must be secured under s.2 of the Sale (Apartments) (Assurance of Investments) Law 5735-1974. Confirm the delivery date and s.5A delay compensation under the post-Amendment 9 regime for contracts from 7 July 2022.

Indexation clause.The first 20% of the price must be unlinked. Of each later payment, at most 50% may be linked to the construction input index. Check the draft contract before paying any deposit.

Land status and registration.In older areas, check whether the plot is Tabu-registered or still leased from the Israel Land Authority. Look for warning notes, mortgages and unregistered extensions. Private houses often carry permit issues on later additions.

War damage and shelter.Ask whether the property was affected in June 2025. Claims run through the Property Tax and Compensation Fund Law 5721-1961. Have an engineer confirm repairs, and check mamad access.

Renewal potential.TAMA 38 has expired for new projects. Upside in older blocks now depends on pinui-binui or the Shaked Alternative under Planning and Building Law amendments 136 and 139. Do not pay a premium for renewal rights that are not yet in a plan.

Tax track and finance.Settle your purchase tax status before signing. Directive 329 caps LTV at 75% for a single dwelling and 50% for an additional home. Non-residents are often offered 50%, which is bank policy rather than law.

Works well for

Harder to recommend for

  • Buyers who need a wide choice of homes at any one time
  • Families seeking an established Anglo or religious community on the doorstep
  • Daily Tel Aviv commuters without flexibility on timing
  • Investors expecting scarcity to keep pushing prices up

The verdict

Ness Ziona is one of the most pleasant towns in central Israel for family life. It combines greenery, good schools and a local job base. Few places this close to Tel Aviv feel so calm.

The drawbacks are price, thin supply and change. Homes rarely come up, and the town is about to expand markedly. Buyers should weigh today's village feel against tomorrow's planned growth.

Buy for the life it offers now, not for scarcity that is ending.
