The Honest Guide from the Tel Aviv Property Index

Nofei Yam is a relatively new, low-rise neighbourhood in Tel Aviv's north-west, a short walk from the beach and right beside the Sde Dov build-out. It is quiet, green and family-sized, but its roads are awkward, its bus links are poor, and its prices have risen fast as new towers arrive.

Where it is

Nofei Yam sits in the north-west of Tel Aviv. Levi Eshkol Street and Einstein Street are its two main bordering roads. To the west is the former Sde Dov airport, now being turned into a large new district, and beyond it the sea.

Tochnit Lamed and Shikun Lamed are close neighbours. Ramat Aviv and Tel Aviv University are a short drive or cycle away. The neighbourhood is also known locally as HaGush HaGadol, the Large Block.

Decades on paper, then a neighbourhood

Nofei Yam had one of the longest gestations of any Tel Aviv neighbourhood. The land had many co-owners, and legal disputes held it up for decades. Courts appointed administrators in the 1970s, and planning, litigation and land arrangements took decades more.

When building finally came, the airport next door shaped it. Height limits around Sde Dov kept buildings low. The result is a neighbourhood of about 2,000 homes, mostly in low-rise apartment buildings, with some villas.

Most of Nofei Yam is now built. A few plots remain, and the height limits that once held it down have been lifted with the airport's closure. Reported projects include two developments on Einstein Street, each pairing a 30-storey tower with a lower building and around 180 flats. A further neighbourhood, Nofei Yam North, has been planned to the north and could add thousands more homes.

What it is actually like today

Daily life in Nofei Yam is quiet and family-oriented. The buildings are modern by Tel Aviv standards, many with lifts, mamads and parking. Streets are calm, and there are several small and medium gardens.

The beach is a short walk away. Park HaYarkon, the Tel Aviv Port and Ramat Aviv are a cycle ride. Bike paths link the neighbourhood to the city network.

Local amenities are modest. There is a primary school and kindergartens, two small shopping centres and a country club. A high school has been planned. For most other needs, residents drive to Ramat Aviv or further into the city.

Transport is the main complaint. Internal streets connect only to Levi Eshkol, which concentrates traffic at a handful of exits. No buses run inside the neighbourhood; several lines stop on Levi Eshkol. The Green Line light rail is planned to run alongside, with operations expected toward the end of the decade. Until then, most households depend on cars.

The other issue is the neighbourhood next door. Sde Dov is a major building site and will be for years. Expect construction traffic, cranes on the skyline and, eventually, thousands of new neighbours. The last towers inside Nofei Yam will add their own disruption.

Living beside Sde Dov

The Sde Dov build-out cuts both ways for Nofei Yam.

On the plus side, it should bring a coastal park, new shops, hotels, offices, schools and the light rail. That would fix many of Nofei Yam's current gaps. It also adds a new, higher price benchmark next door.

On the minus side, the airport's low skyline is going. Views to the sea from many Nofei Yam homes may be blocked as towers rise. Roads that already struggle will carry far more traffic. And years of construction will precede any of the benefits.

For a buyer, the question is timing. A home bought today carries the costs of the build-out now and the benefits only later.

Who lives here

Nofei Yam is mainly families and professionals. Many residents moved here from older northern neighbourhoods for newer buildings, more space and parking. The population is relatively settled, with fewer students and short-term renters than central Tel Aviv.

We found no organised Anglo community here. English-speaking buyers drawn to Ramat Aviv and the north often look here too, for the newer stock and the beach.

Prices and what you get

Nofei Yam's median price is above the city's, and its price per metre is close to it. But the averages hide a sharp rise.

Registered sales, Jan 2023 – Aug 2026 (Nofei Yam from Feb 2023; Sde Dov Dec 2025 – Aug 2026; Ramat Aviv to Jul 2026).

The median per metre rose from about ₪45,500 in 2023 to about ₪50,400 in 2024, ₪62,600 in 2025 and ₪67,900 in 2026 to date. That is a rise of about half in three years.

Part of that is the market. Much of it is likely to be mix: new tower flats on the last plots, sold at new-build prices, now dominate recent sales. Older flats have not necessarily risen by the same amount. Ask for comparables in the same type of building.

Recent registered deals, none with a street listed, show the current level. A four-room, 98 m² flat sold in July 2026 for ₪6,655,000, around ₪67,900 per m². A five-room, 138 m² flat sold the same month for ₪10,550,000, around ₪76,400 per m². A two-room, 54 m² flat sold in August 2026 for ₪3,500,000.

At the median of about ₪5.25 million, expect a three- or four-room flat of roughly 90–95 m², often with a lift, mamad and parking. Recent sales suggest that budget now buys less than the three-year median implies.

Purchase tax at the ₪5,250,000 median works out as follows. A buyer of a single home pays about ₪158,000. An oleh within the Reg 12A window pays about ₪16,360. A foreign resident or buyer of an additional home pays ₪420,000.

As a rental, Nofei Yam suits families wanting space near the beach. At Tel Aviv's gross yield of about 1.9%, the median flat implies rent of roughly ₪8,300 a month. Net of vacancy, maintenance, building-management fees and tax, the real return is lower. Thousands of new rental units in Sde Dov will also compete for the same tenants.

The honest risk is buying at the top of a sharp rise, just before a large new supply arrives next door.

Buying here: what to check before you sign

Comparable sales by building type.Separate new-tower sales from older low-rise sales. Do not pay new-build prices for an older flat because the median has risen.

Views and neighbouring plots.Check the approved plans for Sde Dov and the remaining Nofei Yam plots. A sea view today may face a tower in a few years.

Land title.Given the area's history of co-ownership and court-supervised arrangements, check that the flat is properly registered in the Tabu or the condominium register. If registration is still pending, find out why and how long it will take.

Off-plan protection in new towers.Payments above 7% must be secured under s.2 of the Sale (Apartments) (Assurance of Investments) Law 5735-1974. Delay compensation runs under s.5A of the Sale (Apartments) Law 5733-1973, on the post-Amendment 9 ladder for contracts from 7 July 2022. The first 20% is unlinked, and at most half of each later payment can be index-linked.

Parking and storage.Confirm parking and storerooms are registered to the flat, not just allocated by the building committee.

Traffic and access.Visit at morning rush hour. Exits onto Levi Eshkol are the practical test of whether the location works for you.

Financing and tax.Under Directive 329, banks lend up to 75% for a single dwelling, 70% for a replacement and 50% for an additional home. Non-resident limits are bank policy, not law. Confirm oleh status under Reg 12A before signing.

Who it suits

Works well for

  • Families who want a modern flat with a lift, mamad and parking near the beach

Harder to recommend for

  • Buyers without a car, at least until the light rail opens
  • Anyone buying mainly for a sea view that could be built out
  • Investors relying on rents holding up as new supply arrives
  • Buyers who cannot tolerate years of construction next door

The verdict

Nofei Yam is one of north Tel Aviv's most pleasant family neighbourhoods. It offers newer buildings, quiet streets and the beach on the doorstep.

But its prices have jumped, its roads are tight and the biggest construction project in the city is moving in next door. The benefits of Sde Dov will come, but after the costs.

Buy for the long term, and pay for the building in front of you, not the median.
