At that rate a 70 sqm three-room costs about ₪1.94m and a 100 sqm four-room about ₪2.77m. A three-room asks about ₪5,250 a month and a four-room about ₪6,450, against Jerusalem averages of ₪6,603 and ₪8,595.

At about ₪27,700/sqm (2025 median, 339 deals), Pisgat Ze'ev is one of the cheapest established Jewish neighbourhoods in Jerusalem to buy a 4–5 room family flat, and the Red Line runs right through it. Prices have been flat to slightly down in 2026, so buyers can negotiate. Long-term upside depends on whether the new pinui-binui schemes are delivered.

Asking rents of about ₪5,250 for 3 rooms and ₪6,450 for 4 rooms (Realta medians) are well below Jerusalem city averages. That makes Pisgat Ze'ev good value for families who can commute by light rail. Renting first makes sense for olim unsure which quarter, or whether the edge-of-city location, suits them.

01The area

What Pisgat Ze'ev is

Pisgat Ze'ev is one of Jerusalem's largest residential neighbourhoods. It was built from the 1980s onwards on a ridge in the north-east of the city and is named after Ze'ev Jabotinsky. Most homes are 1980s–90s blocks of 3–5 room flats, with some terraced and semi-detached homes on the edges. It is mixed: secular, traditional and national-religious, with a growing Haredi presence in parts. Dirobot recorded 1,144 sales on 102 streets between January 2023 and August 2026 at a median of about ₪27,000/sqm, which makes it one of the more affordable established Jewish neighbourhoods in the city.

Boundaries and parts

Large hilltop suburb in north-east Jerusalem, beyond the 1967 line. Neve Yaakov lies to the north, Ramat Shlomo and French Hill to the south-west, and the Arab neighbourhoods of Shuafat and Beit Hanina to the west. To the east, Hizma, Anata and the separation barrier sit on the ridge edge. It is split into several quarters, commonly named West (Ma'arav), East (Mizrach), North (Tzafon) and Centre (Merkaz).

Getting around

The Red Line of the Jerusalem Light Rail runs through the neighbourhood along its main spine (including Heil HaAvir) and continues to the city centre and the Central Bus Station. Its northern extension to Neve Yaakov put more of the area within walking distance of a stop. By road, Road 1 / Bar-Lev runs south to the city centre, and Road 20 through Shuafat links to Begin Boulevard for the west of the city and Highway 1. Journey times were not verified this session.

Schools, parks and families

Pisgat Ze'ev has its own community administration (Minhal Kehilati Pisgat Ze'ev, pzeev.org.il), which runs community centres and activities in each quarter. There are state secular, state-religious and Haredi school options, plus a local shopping mall (Kanyon Pisgat Ze'ev) and commercial centres in each quarter. The housing stock suits families, with many 4–5 room flats selling well below Jerusalem's central-neighbourhood prices. School-level data (matriculation rates, supervision stream) could not be retrieved this session.

English speakers

The Jerusalem municipality lists Pisgat Ze'ev on its Anglo Communities pages, and Janglo carries regular Pisgat Zeev sale and rental listings in English, including sub-area posts for Merkaz and Tzafon. The Anglo presence is smaller and more spread out than in Ramot, Baka or Har Nof, and there is no single dominant English-speaking shul. What is for sale, and what is being built

Asking prices are what sellers hope for. Set them against section two, not in place of it. Could not be derived. Listing pages (Madlan, Yad2, Janglo) could not be read in this session because of rate limiting. Madlan's search result showed 139 for-sale listings in the neighbourhood (Sept 2026).

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Pisgat Ze'ev's four-room price it is worth ₪30,132 against the resident rate and ₪217,726 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Pisgat Ze'ev

Realta showed 70 active Pisgat Zeev rentals. Asking rents ranged ₪3,600–4,500 for 2 rooms, ₪4,200–6,000 for 3 rooms and ₪5,500–8,000 for 4 rooms, with 4.5–5 room units at ₪8,500–9,600. The 5-room figure rests on only two listings. Pisgat Ze'ev rents look well below the Jerusalem city averages seen in other briefs (Scoutr, Sept 2026: ₪6,603 for 3 rooms, ₪8,595 for 4 rooms).

Rent against buying

At 3.2% gross — before the building committee, maintenance, empty months, management and tax — Pisgat Ze'ev is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

For a long time Pisgat Ze'ev saw little urban renewal compared with the rest of the city (Nadlan Center headline). Activity is now picking up. Shikun & Binui won a residents' tender for about 256 units, the first 4 of 14 buildings in one cluster (Bizportal, Magdilim, Sept 2026). Gilat-Metzada has been selected for a pinui-binui scheme of about 550 units (Nadlan Center), ynet reports a four-building renewal, and Shatit holds a building permit for 155 new units. These schemes are at early stages, and delivery is likely to be years away.

07Things to beware of

Specific to Pisgat Ze'ev

Beyond the 1967 line

Pisgat Ze'ev lies over the Green Line in north-east Jerusalem. Domestic mortgages and Tabu registration work normally, but some overseas lenders, funds and institutional investors apply restrictions. Olim financing from abroad should confirm this with their lender before signing.

Edge location next to Arab neighbourhoods

The neighbourhood borders Shuafat, Beit Hanina, Anata and Hizma, and the separation barrier runs along its eastern side. Some edge streets have seen security incidents and friction over the years. Visit at different times of day and compare streets in the interior with those on the perimeter.

Quarter matters

West, East, North and Centre differ in age of stock, religious mix and distance from the light rail. A Haredi presence is growing in some parts. Check the specific street and its shuls and schools rather than relying on the neighbourhood name.

2026 prices softened

Dirobot's 2026 median to mid-August (₪26,805/sqm) is about 3% below the 2025 median (₪27,711/sqm), after only about 3% growth in 2025. This is a slow-moving market. Negotiate against registered deals, not asking prices.

Outlier deals in the register

Dirobot shows a 4-room, 86 sqm flat at Meir Gershon 3 sold for ₪1.4m (₪16,332/sqm) in July 2026, about 40% below the area median. That could be a partial-share, related-party or distressed sale. Remove outliers like this before you use comparables to justify a price.

1980s stock

Much of the housing dates from the 1980s–90s. Many buildings have no lift and many flats have no mamad (safe room). Check for building-wide shelters, the condition of the roof and pipes, and whether extensions are registered.

Renewal is early-stage

The Shikun & Binui, Gilat-Metzada and other schemes have only reached the developer-selection or permit stage. Do not pay a premium for pinui-binui potential unless the building is already signed with a developer and has an approved plan.

When buying anywhere in Jerusalem

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Jerusalem

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Jerusalem's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Six checks on every apartment in Pisgat Ze'ev

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.

WebFetch returned HTTP 429 (rate-limited) for Madlan area-info, Nadlan Center, mynet (Differnt rents), the Jerusalem municipality, Wikipedia, Realta, Bizportal, ice.co.il and Janglo, and direct access to ice.co.il was blocked by egress policy. Only Dirobot was read in full. All other items rely on search-result titles. The 2023 Dirobot figure uses only 166 deals because the series starts on 3 Jan 2023 and only deals with area data count. 2023 is under-counted against 2024 (346) and 2025 (339). yoy_pct (+3.2%) compares Dirobot 2025 with 2024. 2026 to 12 Aug is −3.3% against 2025. Only 9 example sales are given: Dirobot's 10 most recent deals, minus Meir Gershon 3 (4 rooms, 86 sqm, ₪1.4m, Jul 2026, ₪16,332/sqm), which was excluded as a likely partial-share or non-market deal. Dirobot does not flag partial shares or off-plan sales. Yifa Shmuel 1 (₪44,203/sqm) may be new-build or garden stock but this could not be confirmed. No 2025-dated individual deals could be retrieved because Madlan was rate-limited.
