A three-room asks about ₪5,180 a month and a four-room about ₪6,520, against Tel Aviv averages of ₪10,123 and ₪13,824.

Rishon offers Gush Dan access at about ₪27,100/sqm median, roughly a third below Givatayim, and falling 2026 resale prices give buyers real negotiating room. Best value is in established West Rishon family areas (Neot Shikma, Neve Yam, Nobel) or in newer resale stock in Nuriyot, rather than paying a large off-plan premium in Matcham HaElef.

Renting here

Renting is reasonable, with 3-room flats averaging about ₪5,200 and 4-room about ₪6,500, and supply is healthy at about 1,000 rental listings. New West Rishon and Nuriyot towers rent at a premium (₪8,000+), while the older centre is cheapest but often lacks a mamad.

01The area

What Rishon LeZion is

Rishon LeZion was founded in 1882 by First Aliyah pioneers and had about 259,000 residents in 2024 (Wikipedia). It is a large, mainstream, mostly secular middle-class city in socio-economic cluster 7 of 10 (Nadlan Center, Apr 2026). It is noticeably cheaper than the Tel Aviv inner ring, at a pooled median of about ₪27,100/sqm against about ₪42,000/sqm in Givatayim (Dirobot). Most new supply sits in West Rishon, where the Matcham HaElef business district, seafront towers and the Sha'ar HaYam and Nobel neighbourhoods are being built out. The older centre and east are dominated by 1960s–80s stock that is being targeted for urban renewal.

Boundaries and parts

Israel's fourth-largest city by population, covering about 61.9 km² on the central coastal plain roughly 8 km south of Tel Aviv. It borders Holon and Bat Yam to the north, Ness Ziona and Rehovot to the south-east, Be'er Ya'akov and the Tzrifin area to the east, and the Mediterranean to the west. Main roads are the Ayalon/Route 20 and Route 4 on the western side, Route 431 across the south and east, and Route 44/Road 42 towards Holon. The city splits into the historic centre around Rothschild/Herzl, the older eastern housing estates, the northern industrial zone and West Rishon, the newer neighbourhoods from the 1980s–90s onwards running towards the beach and the Moshe Dayan rail station.

  • Ramban (east/centre): the highest-volume neighbourhood, mainly older walk-ups. Median sale about ₪1.90m, about ₪25,000/sqm, 745 deals (Dirobot, Jan 2023 – Aug 2026).
  • Remez and Katznelson (centre): older mid-rise stock with urban-renewal targets. Remez median about ₪2.10m (₪26,230/sqm, 576 deals); Katznelson about ₪1.98m (₪25,966/sqm, 214 deals) (Dirobot, 2023–2026).
  • Abramowitz (centre): one of the cheapest areas, with many small 3-room flats and new boutique projects on Spinoza. Median about ₪1.88m, ₪26,128/sqm, 405 deals (Dirobot, 2023–2026).
  • Nachalat Yehuda and HaRishonim (east): family areas with larger flats and cottages near the HaRishonim station and Azrieli Rishonim mall. Nachalat Yehuda median about ₪3.11m (₪29,901/sqm); Rishonim about ₪2.78m (₪30,303/sqm) (Dirobot, 2023–2026).
  • Neve Hadarim (east): an established 1990s low-rise neighbourhood near HaRishonim station and Route 431. About ₪24,450/sqm, 4-room flats closing around ₪2.5m, and prices down about 10% in two years (Bizportal, Sep 2026).
  • Nuriyot (east, on the former Tzrifin base land): a new neighbourhood of about 3,500 flats in 10-storey blocks and towers up to 25 storeys. Recent 5-room resales about ₪2.95–3.3m (Madlan registered deals, Jul–Aug 2026).
  • Ramat Eliyahu (West Rishon): an older 1960s–70s estate that is now the city's main renewal zone, with about 2,250 extra units planned. Resale trades 20–30% below the city average (Nadlan Center, Apr 2026). Dirobot shows a median of ₪1.92m over 354 deals.
  • Neot Shikma and Neot Ashlim (West Rishon): 1990s–2000s family neighbourhoods. Median about ₪2.53m (₪30,023/sqm) and ₪2.30m (₪30,116/sqm) respectively (Dirobot, 2023–2026).
  • Neve Yam (West Rishon, by the beach): 3-room ₪2–2.4m, 4-room ₪2.5–3.2m, about ₪28,000–30,000/sqm, and only 19 deals in 12 months (Bizportal, Aug 2026).
  • Kiryat Hatnei Pras Nobel (Nobel Laureates, West Rishon): newer towers on Maagal HaShalom plus cottages. Median ₪3.02m and ₪31,842/sqm over 67 deals (Dirobot, Jan 2023 – Jun 2026).
  • Sha'ar HaYam (Sea Gate, West Rishon seafront): 21–22-storey towers and the priciest resale area. Median ₪3.71m and ₪34,331/sqm over 16 deals (Dirobot, Feb 2023 – Aug 2026).
  • Matcham HaElef (the '1000 Complex', West Rishon): a 1,700-dunam business district by Moshe Dayan station with about 5,000–5,500 planned homes. It is mostly off-plan towers selling at about ₪38,000–45,000/sqm (Madlan registered deals, Jun–Aug 2026).

Getting around

Rishon has two heavy-rail stations: HaRishonim in the east, on the Rishon–Modi'in/Jerusalem line, and Moshe Dayan in the west, beside Matcham HaElef, on the coastal line to Tel Aviv. The Green Line light rail will start in Rishon LeZion and run north through Holon to central Tel Aviv, with the southern section planned for 2028 and the whole line for 2030 (Wikipedia). A 2.5 km Red Line extension from Bat Yam to Moshe Dayan station, with four stations, is in detailed planning only, with no opening date (Calcalist, Dec 2022). The M1 metro line has a planned Rishon section (NTA), which is long-term. By road, West Rishon sits on the Ayalon/Route 20 and Route 4, and the east connects via Route 431 to Modi'in and Route 1. Madlan residents rate parking in the West Rishon business district at only 2.5/5.

Schools, parks and families

The city has about 23 elementary, 9 middle and 12 high schools, and about 60% of twelfth-graders earn a matriculation certificate (Wikipedia). Madlan's education index scores Rishon 75/100 against a national average of 65. The College of Management Academic Studies (about 10,000 students) is in the city. Family amenities include the beach promenade, Superland amusement park, the municipal zoo, Cinema City and malls including the Gold Mall and Azrieli Rishonim. The system is mainly secular state education in Hebrew. No English-language schools were identified.

English speakers

Rishon is not a traditional Anglo hub like Ra'anana or Modi'in. Nefesh B'Nefesh publishes a Rishon LeZion community-guide page, but it could not be fetched (rate-limited). ESRA, the English-speakers' volunteer organisation, has a Rishon LeZion branch. The SEA ONE seafront senior-living project explicitly markets to English speakers and olim, with an English-speaking members' club and Hebrew lessons (Jerusalem Post, Dec 2025). English speakers here generally integrate into a mainstream Hebrew-speaking city, and value-seekers compare it with neighbouring Ness Ziona and Rehovot.

Across the 12 sales in this brief the price per square metre runs from ₪24,394 to ₪38,300. Floor, condition, a mamad, a lift, parking and whether the unit is new explain almost all of that spread.

No year-by-year series is published for Rishon LeZion; the headline figure pools every registered sale since January 2023, which smooths out the 2025–26 softening.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Rishon LeZion's four-room price it is worth ₪27,526 against the resident rate and ₪213,384 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Rishon LeZion

Rents vary sharply by area. Realta averages run from about ₪5,600 in Ramban and ₪6,050 in Remez to about ₪8,300–8,500 in the new Nuriyot and Neve Hof neighbourhoods and about ₪16,500 for the Sha'ar HaYam seafront towers. In West Rishon's Neve Yam, 3-room flats rent for about ₪5,500–6,500 and 4-room for ₪7,000–8,200 (Bizportal, Aug 2026). Gross yields of about 3.1–3.4% (Neve Yam) and 3.25% (Neve Hadarim) are higher than in the Tel Aviv inner ring.

On a three-room at ₪5,180 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

At 3.3% gross — before the building committee, maintenance, empty months, management and tax — Rishon LeZion is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

A Municipal Urban Renewal Administration set up in 2022 runs dozens of projects, and strengthening existing buildings is projected to add about 15,000 homes in the centre and older neighbourhoods (Ramban, Ramat Eliyahu, Katznelson, Nachalat Yehuda, HaShomer, Remez, Abramowitz and others) under master plan RZ/2030 (S. Sarfati law firm blog, updated Apr 2026). Ramat Eliyahu in West Rishon is the flagship area, with pinui-binui plus TAMA 38 expected to add about 2,250 units and about 352 units under construction or planning by four developers. Transactions there rose 36% in 2024–25 while prices rose only 1%, against a city-wide 3% price rise and 12% fall in deals (Nadlan Center, Apr 2026). The municipality runs a dedicated Ramat Eliyahu pinui-binui administration.

07Things to beware of

Specific to Rishon LeZion

Resale prices are sliding

Bizportal (Aug 2026) puts city-wide second-hand prices down about 6.5–7% year on year. Neve Hadarim is down about 10% in two years (Sep 2026) and the older Shikun HaMizrach area was 10–20% below peak in 2025. Use recent like-for-like building deals, not 2024 comparables, when negotiating.

Off-plan premium in West Rishon

Registered off-plan deals in Matcham HaElef are at about ₪38,000–45,000/sqm, against a city median of about ₪27,100/sqm (Dirobot). Completion dates run to 2029–2030. Check that you are paying for location and a new build, not for years of construction risk and linkage to the construction index.

Rail is still years away

The Green Line's southern section is not due until 2028 and the full line until 2030. The Red Line extension to Moshe Dayan has only planning money, and the M1 metro is long-term. Do not pay today for a transport premium that depends on those dates.

Living in a construction zone

Matcham HaElef, Nuriyot and Ramat Eliyahu will be building sites for years, with about 5,500, 3,500 and 2,250 new homes respectively. Expect noise, dust and parking shortages; Madlan residents give the western business district just 2.5/5 for parking.

Older stock without a mamad

Much of Ramban, Remez, Katznelson and the eastern estates is 1960s–80s walk-ups without a safe room. These are the cheapest flats in the city, but also the hardest to resell and rent. Check shelter access and any renewal agreement before buying.

Portal area figures can be wrong

Several Madlan listings for Rishon show implausible sizes (for example 295–488 sqm for ₪1.8–1.95m flats), and some Madlan deal pages mislabel the city. Verify the registered area in the Tabu extract and the Arnona bill before relying on ₪/sqm comparisons.

Senior-living deposits are not ownership

Seafront projects such as SEA ONE sell a refundable membership deposit from about ₪3m, not an apartment you own. Have a lawyer review the deposit protection, indexation and refund terms before treating it like a property purchase.

When buying anywhere in Israel

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Israel

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Israel's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Is Rishon LeZion a good place to buy?

Rishon offers Gush Dan access at about ₪27,100/sqm median, roughly a third below Givatayim, and falling 2026 resale prices give buyers real negotiating room. Best value is in established West Rishon family areas (Neot Shikma, Neve Yam, Nobel) or in newer resale stock in Nuriyot, rather than paying a large off-plan premium in Matcham HaElef.

Is Rishon LeZion a good place to rent?

Renting is reasonable, with 3-room flats averaging about ₪5,200 and 4-room about ₪6,500, and supply is healthy at about 1,000 rental listings. New West Rishon and Nuriyot towers rent at a premium (₪8,000+), while the older centre is cheapest but often lacks a mamad.

Where do these figures come from?

Sold prices are completed sales reported to the Israel Tax Authority, read through nadlan.gov.il, Madlan and Dirobot. Asking prices and rents come from live listings. Purchase tax follows the bands frozen to 15 January 2028. Nothing here is a valuation or legal advice.

Six checks on every apartment in Rishon LeZion

  1. The registered sales in that building, not the city figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. No yearly ₪/sqm medians for 2023–2026 were found. Dirobot publishes only a pooled 1 Jan 2023 – 10 Aug 2026 median (₪27,132/sqm), and Yad2's Yadata page returned no data, so 'trend' is empty. yoy_pct is null because no like-for-like ₪/sqm year-on-year figure was found. Bizportal (16 Aug 2026) cites a city-wide second-hand fall of about 6.5–7% year on year. Nadlan Center (Apr 2026) cites a 3% city-wide price rise and a 12% fall in deal numbers for 2024–2025. Madadirot reports 1,132 sales in the last 12 months (−60.3%), which looks inconsistent with Dirobot's volumes and has not been used. Dirobot's pooled deal count differs between its page title (5,443) and its body (5,770). The body figure is used. by_rooms figures are madadirot second-hand AVERAGES with no stated period, not Tax Authority medians. median_sqm is unavailable.
