Rosh HaAyin registers at about ₪23,140 per square metre (median of 2,138 registered sales, Jan 2023–Aug 2026 (pooled), mostly Pisgot Afek towers), which is number 33 of the fifty cities in this series. At that rate a 70 sqm three-room costs about ₪1.62m and a 100 sqm four-room about ₪2.31m. A three-room asks about ₪5,500 a month and a four-room about ₪6,420, against Tel Aviv averages of ₪10,123 and ₪13,824.

Rosh HaAyin offers new-build 4–5 room tower flats at about ₪2.2–2.7m, roughly 15–25% below Petah Tikva, in a buyer's market where prices have been falling for more than a year. Buyers should target motivated Mechir LaMishtaken resellers in Pisgot Afek, check registration and ILA leasehold status, and price houses in Givat Tal and Neve Afek separately from the tower median.

Renting here

Renting is reasonable value, with 3-room flats around ₪5,500 and 4-room flats around ₪6,400 (madadirot), and the market is deep enough for a real choice. Renting first is a sensible way to test the Pisgot Afek commute before buying into a still-softening market.

01The area

What Rosh HaAyin is

Rosh HaAyin began as a 1949–50 transit camp (ma'abara) for Yemenite Jews flown in on Operation Magic Carpet, became a city in 1994, and had 79,023 residents in 2024 (Wikipedia). Its population has roughly doubled since the 2010s, driven by the Pisgot Afek mega-neighbourhood, much of it sold through Mechir LaMishtaken. The 2024 master plan targets about 135,000 residents and 46,000 homes by 2040, with 16,000 more units and big employment zones along Highways 5 and 6 (Nadlan Center, Mar 2024). It is a mainly secular-traditional, young-family commuter city whose prices sit 15–25% below neighbouring Petah Tikva (Bizportal, Mar 2026).

Boundaries and parts

A city of 24.4 sq km in the Central District (Petah Tikva subdistrict), at the interchange of Highway 6 (Trans-Israel) and Highway 5 (Trans-Samaria), about 20 km east of Tel Aviv (Wikipedia; Nadlan Center). Petah Tikva and the Afek/Yarkon springs lie to the west, and Kafr Qasem's industrial zone lies to the north. The eastern neighbourhoods run up to the Green Line, which forms the city's eastern edge and the boundary between the Central District and the West Bank (Wikipedia). The whole city lies inside the Green Line.

  • Pisgot Afek (פסגות אפק): the huge new eastern neighbourhood of high-rise towers (7–22 storeys), much of it built under Mechir LaMishtaken and Mechir Matara. It accounts for about three-quarters of all deals: median ₪2.55m and about ₪22,800/sqm (Dirobot, 1,609 deals, Jan 2023–Aug 2026). Its streets are named after prophets and laureates, for example Miriam HaNeviah, Amos HaNavi, Haim Herzog, Nadine Gordimer and Herbert Simon.
  • Givat Tal and Pisgat Tal: low-rise eastern areas dominated by private and semi-detached houses. Givat Tal's median is ₪5.7m and about ₪25,900/sqm (Dirobot, 13 deals, Feb 2023–Jan 2026, almost all houses). Pisgat Tal has too few deals for a figure.
  • Neve Afek (נווה אפק): a 1990s–2000s neighbourhood mixing cottages with 3–4 storey flats. Median ₪2.08m and about ₪25,200/sqm (Dirobot, 196 deals). Bizportal (Sep 2026) puts the 4-room average at ₪1.93m. Madlan shows cottage deals of ₪3.7–4.85m in 2026.
  • Mitzpe Afek, Givat HaSela'im and HaRakafot: newer family areas in the west and centre. Mitzpe Afek is about ₪23,800/sqm (36 deals) and Givat HaSela'im about ₪25,300/sqm (39 deals), while HaRakafot has thin data (Dirobot).
  • Old core (Shabazi, Tzahal, Aviv, Rambam, Geula): the original Yemenite settlement around HaRav Shalom Shabazi Street, now the planned town centre. It has 1950s–70s blocks next to later infill. Shabazi is about ₪18,450/sqm (5 deals), Aviv about ₪20,300 (37 deals), Rambam about ₪23,050 (71 deals) and Tzahal about ₪27,500 (25 deals, a mixed sample) (Dirobot). Bizportal (Dec 2024) puts the old centre about 20% below the new neighbourhoods.
  • North (צפון): a small area near Rosh HaAyin North station and the Afek industrial park. Median about ₪22,500/sqm (Dirobot, 65 deals).

Getting around

Road links are the main asset: the city sits at the Highway 6 / Highway 5 interchange, with Route 444 alongside (Wikipedia). Rosh HaAyin North station (near Kafr Qasem junction) is on the Tel Aviv–Kfar Saba/Hod HaSharon corridor. Since June 2026 it has also been the terminus of the new Eastern Railway to Hadera East: 42 km, about 32 minutes, two trains an hour Sunday to Friday, diesel until electrification in 2027 (Mako, 29 Jun 2026). Nadlan Center (May 2024) says Pisgot Afek is the farthest neighbourhood from the station and suffers traffic congestion and weak public transport, though a southern station is planned. The master plan adds interchanges on Highways 5 and 444 and a direct road to the station (Nadlan Center, Mar 2024).

Schools, parks and families

Wikipedia lists 24 schools: 18 primary schools with 5,043 pupils and 6 secondary schools with 3,245 students. 79.5% of 2021–22 twelfth-graders qualified for matriculation. Madlan rates secondary schools 74/100 against a national 65, and lists state, state-religious and Haredi streams, with Begin High School among the largest. The new neighbourhoods are built around kindergartens, schools and parks (Tidhar). Nadlan Center notes the forests and national parks nearby, including the Yarkon/Afek springs, and the cycle paths. There are no English-language school tracks.

English speakers

No organised Anglo community, NBN community profile or English-language synagogue could be found for Rosh HaAyin. English-speaking olim here are scattered across the new neighbourhoods. The city mainly suits Anglo buyers who want new-build space near Petah Tikva and Highway 6 at prices well below Gush Dan, and who are comfortable in a Hebrew-only, mainly Israeli-born environment. Shoham, Modi'in and Petah Tikva are the nearest places with more Anglo infrastructure.

By room count: 3-room ₪2.01m (₪26,968/sqm), 4-room ₪2.33m (₪22,062), 5-room ₪2.65m (₪21,689), 6+ rooms ₪3.91m (₪23,346). Madlan showed 369 homes for sale city-wide and 239 in Pisgot Afek.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Rosh HaAyin's four-room price it is worth ₪10,058 against the resident rate and ₪183,444 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Rosh HaAyin

Rents are moderate for the centre: a 4-room flat runs about ₪6,000–6,500 in Aviv and HaRakafot (Realta listings), and Realta's Pisgot Afek average is about ₪7,600. The old core is the cheapest, with 2-room flats in Shabazi at about ₪4,000. madadirot puts gross yields at about 3.1%, higher than in most of Gush Dan.

How these figures are based

Gross yield = twelve months' three-room asking rent against a 70 sqm three-room at each city's price per sqm. Netanya, Kfar Saba, Shoham, Neve Daniel, Pardes Hanna, Yavne, Har Adar, Tzur Hadassah and Karnei Shomron are left out: no reliable three-room rent is published for them. On a three-room at ₪5,500 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

At 4.1% gross — before the building committee, maintenance, empty months, management and tax — Rosh HaAyin is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Renewal is concentrated in the old core and Geula. Azorim is advancing a pinui-binui at David HaMelech and Kennedy streets to replace 240 units with about 1,000 (Bizportal, Mar 2022). The 2024 master plan makes HaRav Shalom Shabazi Street the historic town centre and connector between the old city and the new eastern neighbourhoods (Nadlan Center). The new eastern districts (Pisgot Afek, Givat Tal) are under 15 years old, so renewal does not apply there. Old-core flats from the 1950s–70s often lack a mamad and sell about 20% below new neighbourhoods (Bizportal, Dec 2024).

07Things to beware of

Specific to Rosh HaAyin

Mechir LaMishtaken resale overhang

Calcalist (Mar 2025) reported about 400 Pisgot Afek flats on the market as five-year Mechir LaMishtaken resale bans expired at once. Second-hand prices there fell about 19% from ₪3.1m (Dec 2022) to ₪2.5m and then stagnated. Sellers who have already bought elsewhere must sell, so negotiate hard.

Prices are still drifting down

Bizportal (30 Sep 2026) says prices have been falling for over a year, with 4-room flats down about 4% to ₪2.23m and 5-room flats down about 6%. Dirobot's Pisgot Afek median slipped from ₪23,251/sqm (2025) to ₪22,342 (2026). Developers' 80/20 payment schemes pull buyers away from resale stock (Calcalist).

Headline median is mostly towers

The ₪23,140/sqm figure is dominated by 1,600-plus Pisgot Afek tower flats. Houses in Givat Tal trade at a median ₪5.7m and cottages in Neve Afek at ₪3.7–4.85m. Do not price a house with a plot, or a 1960s Shabazi walk-up, off the city median.

Traffic and the train gap

Pisgot Afek is the farthest neighbourhood from Rosh HaAyin North station and suffers rush-hour congestion and weak buses (Nadlan Center, 2024). The new Eastern Railway runs only two diesel trains an hour, and Mako (Jun 2026) criticised poor station access. Most households here need a car.

Check duplicate and partial registrations

Dirobot shows the same Givat Tal deals registered two or three times (Dam HaMaccabim 5 at ₪7.3m twice; HaBik'a 8 at ₪6.0m three times). This suggests multi-share or multi-party transfers. Confirm the share and the plot in the Tabu or ILA extract before treating any 'sold' price as a comp.

Leasehold title and pending registration

The new eastern neighbourhoods were marketed through state land tenders (Mechir LaMishtaken and Mechir Matara), so title is generally Israel Land Authority leasehold. In the newest towers the condominium may not yet be registered, and title then sits with the developer or the ILA. Lawyers and mortgage banks need a developer or ILA rights confirmation, so allow extra time for the mortgage.

Edge-of-Green-Line location

The eastern neighbourhoods border the Green Line, with Kafr Qasem and the Samaria hills next door (Wikipedia). The city itself is inside the Green Line, with no Custodian/Amana land issues, and Israeli mortgages are available as normal. Some buyers do weigh the proximity, though, and nearby roads and industrial zones can bring noise. Visit at rush hour and at night.

When buying anywhere in Israel

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Israel

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Israel's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Registered sales put Rosh HaAyin at about ₪23,140 per square metre (median of 2,138 registered sales, Jan 2023–Aug 2026 (pooled), mostly Pisgot Afek towers). Individual sales in this brief range from about ₪14,729 to ₪30,696 per square metre, depending on the building, floor and condition.

How much does an apartment cost in Rosh HaAyin?

At the registered rate a 70 sqm three-room apartment costs about ₪1.62m and a 100 sqm four-room about ₪2.31m. New-build and renovated apartments sell above that; older walk-ups without a lift or safe room sell below it.

How much is rent in Rosh HaAyin?

Asking rent for a three-room apartment in Rosh HaAyin is about ₪5,500 a month, and about ₪6,420 for a four-room. Twelve months' rent against a 70 sqm three-room at the registered rate gives a gross yield of about 4.1%.

How much purchase tax does a new oleh pay in Rosh HaAyin?

On a four-room at about ₪2.31m, an oleh using the regulation 12A relief pays about ₪1,676 in purchase tax, against ₪11,734 for an Israeli resident buying a sole home and ₪185,120 for a non-resident or anyone buying an additional home. The relief applies from one year before aliyah to seven years after, once.

Is Rosh HaAyin a good place to buy?

Rosh HaAyin offers new-build 4–5 room tower flats at about ₪2.2–2.7m, roughly 15–25% below Petah Tikva, in a buyer's market where prices have been falling for more than a year. Buyers should target motivated Mechir LaMishtaken resellers in Pisgot Afek, check registration and ILA leasehold status, and price houses in Givat Tal and Neve Afek separately from the tower median.

Is Rosh HaAyin a good place to rent?

Renting is reasonable value, with 3-room flats around ₪5,500 and 4-room flats around ₪6,400 (madadirot), and the market is deep enough for a real choice. Renting first is a sensible way to test the Pisgot Afek commute before buying into a still-softening market.

Six checks on every apartment in Rosh HaAyin

  1. The registered sales in that building, not the city figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. Dirobot gives no city-level yearly medians, so 'trend' uses the Pisgot Afek neighbourhood series (about 75% of city deals). yoy_pct (−3.9%) compares Pisgot Afek 2026 year-to-date (₪22,342) with 2025 (₪23,251) and is not a city-wide figure. Bizportal (Sep 2026) independently reports 4-room flats down 4% and 5-room flats down 6% year on year. by_rooms uses Bizportal's AVERAGES (Sep 2026), not Tax Authority medians, and median_sqm is unavailable. madadirot's second-hand averages are higher (3-room ₪2.13m, 4-room ₪2.53m, 5-room ₪3.03m) and state no period. No separate registered-sale median for houses was found at city level. Givat Tal (median ₪5.7m, ₪25,887/sqm, 13 deals, mostly houses) is the best proxy, and Neve Afek cottage deals come from Madlan. Several Dirobot city-page deals were not used because they look anomalous or unclear. Ma'ayan 13 (5 rooms, 140 sqm, ₪2.29m, Aug 2026) may be a Mechir LaMishtaken or related-party transfer. A 'HaBa'ir/HaAliya 36' deal (4 rooms, 83 sqm, ₪2.43m) has a disputed street name between sources, and a Rambam deal had no house number.
