HaArgazim is a small, long-neglected corner of south-east Tel Aviv being replaced almost entirely by towers. Registered sales are dominated by new high-rise flats at about 41% below the city's price per metre. The catch is years of construction, weak public transport and an unfinished neighbourhood.

The area

What you get

  • At the median of about ₪2.88m, a new three- or four-room tower flat with a lift, mamad and parking.
  • Recent registered sales run from ₪2.245m for a 45 m² two-room flat to ₪3.93m for a 117 m² five-room flat.
  • Remaining older homes are informal, low-rise and self-built, generally without a mamad.
  • New towers carry high maintenance charges that cut into any net return.

Who lives here

Long-time residents, many negotiating or contesting relocation terms, alongside younger couples and investors buying new high-rise flats on the southern edge.

Getting around

A 2023 planning review found no direct access to planned light rail or metro lines, so many residents depend on cars. HaHagana station and the future Purple Line on HaHagana Street are reachable but not on the doorstep.

Beware

  • Full build-out of the northern renewal plan was projected to take about fifteen years, with demolition and lorries well into the 2030s.
  • Relocation entitlement has been contested in court, and some residents have received nothing.
  • The registered figures describe new tower flats more than old homes, so the median is not a guide to older stock.
  • Tower maintenance charges can be substantial and directly reduce net yield.
  • The 2026 jump in price per metre partly reflects which new units happened to register that year.

Check before you make an offer

  1. Confirm whether the building sits in the approved northern plan, the existing southern towers or another compound.
  2. For new stock, see the building permit and, for completed units, the Form 4 occupancy certificate.
  3. Take specialist legal advice before buying any older house or relocation entitlement.
  4. Ask for current and projected va'ad bayit or management company charges.
  5. Find out which neighbouring plots are due for demolition or building next, and how close they are to your windows.

The verdict

Works well for

  • Buyers who want a new flat with a mamad and parking well below the city's price per metre.
  • Long-horizon investors betting on the finished Park Tel Aviv neighbourhood.
  • Drivers comfortable relying on a car.

Harder to recommend for

  • Families wanting established schools and parks now.
  • Commuters who need a station on the doorstep.
  • Buyers sensitive to noise and dust.

HaArgazim is less a neighbourhood than a project, with an approved plan, rising towers and a painful entitlement fight nearing resolution. New flats are cheap per metre for Tel Aviv, but everything around them is unfinished. Buy here for 2040, not for next year.
