Kochav HaTzafon registers at about ₪50,000 per square metre (average of recent resales, Jul 2026), which is number 18 of the thirty-nine neighbourhoods in this series. At that rate a 70 sqm three-room costs about ₪3.50m and a 100 sqm four-room about ₪5.00m. A four-room asks about ₪13,500 a month, against a Tel Aviv average of ₪13,824.
Kochav HaTzafon in six numbers
The neighbourhood suits established families who want a quiet, safe, green north Tel Aviv home with a good local primary school and space (100-130 sqm 4-5 room flats). Budget about 5-6M NIS for a standard 4-room resale flat and 9-10M+ NIS for a high-floor tower unit. Buyers who want a brand-new build will find more choice across the road in Sde Dov, at roughly 70,000-100,000 NIS/sqm.
Renting works well for relocating English-speaking families or executives who want 4-5 rooms near Yarkon Park and the beach, at about 12,500-15,500 NIS a month. It is poor value for singles or couples, because 2-3 room flats are scarce and expensive, and there is little nightlife or Anglo communal infrastructure.
What Kochav HaTzafon is
The neighbourhood was built mostly in the 1990s as part of Tel Aviv's 'New North'. It has few land reserves left. Towers of 8 to 12 storeys (some newer ones over 20) ring its edge, with 6 to 8 storey buildings and some private houses inside. Most flats have a mamad (safe room), a balcony, parking and a lift. About 5,000 residents live in about 2,000 flats. They are mostly secular, academic, professional families and older owner-occupiers, and about 75% own their home (isra.land, 2019). The neighbourhood ranks in the top socio-economic decile (Madlan: 9/10). It is quiet, green and suburban in feel, with Kochav HaTzafon Park, Yarkon Park and the Reading/port area nearby. From about 2025 it has been turning into a building site on its western edge as Sde Dov rises.
Boundaries and parts
North-west Tel Aviv, north of the Yarkon. Roughly Yarkon Park and Rokach Blvd to the south, Namir Road to the east, Shai Agnon St and Ramat Aviv to the north, and the former Sde Dov airport (Levi Eshkol Blvd / the new Ashkol complex) to the west. Sources disagree on the western line: English and Hebrew Wikipedia-derived sources name Ibn Gabirol St, which does not match the street grid north of the Yarkon. Madlan's neighbourhood polygon also takes in Sde Dov's Ashkol-complex plots on Agnon, Levi Eshkol and Seminar HaKibbutzim streets.

Getting around
There is no light rail yet. The Green Line will cross the Yarkon and run north along the Levi Eshkol Blvd axis on the neighbourhood's western (Sde Dov) edge. Planned stations are Reading (south), Dov (Agnon/Einstein/Eshkol junction) and Einstein, where the line splits north and east (sdedov.co.il). Opening was pushed to end-2028, and in Oct 2024 the new NTA CEO said it would be later still, opening in stages with the tunnelled north section last (Globes, 14 Oct 2024). Treat it as about 2029-2030 or later. Tel Aviv University rail station is east across Namir Road. Main roads are Namir Road (Route 2), Rokach Blvd, Einstein St and Levi Eshkol Blvd. Dan and Metropoline buses run on Namir and Einstein, and Yarkon Park bike paths go into town.
Schools, parks and families
Kochav HaTzafon state elementary school (grades 1-6, opened 2015 in an eco-designed 'green' building with a sports hall) is inside the neighbourhood. Madlan links secondary pupils to Municipal School 24 / Amos Oz (grades 7-12). There are six municipal kindergartens (three on Abba Kovner St) and a WIZO daycare. Kochav HaTzafon Park (9 dunams, with playgrounds, a pond and a dog park opened in 2016) is at the centre. Yarkon Park, the Reading/Tel Aviv Port promenade and the northern beaches are a short walk or ride away. The G Kochav HaTzafon mall covers daily errands. We found no English-language school in the neighbourhood. English-speaking families usually rely on ulpan and on help inside Hebrew-language state schools.
English speakers
The neighbourhood has no established English-speaking religious community of its own. It is a secular, mostly Israeli-born, affluent area where Anglos are individual professional families rather than an organised community. Chabad Kochav HaTzafon (Meir Yaari 8, Rabbi Shmulik Lepkivker) is the local Jewish centre. We found no English-language minyan listed for the neighbourhood. Organised English-speaking communal life in north Tel Aviv sits mainly in neighbouring Ramat Aviv and the Old North.

Every sale below is a completed transaction reported to the Israel Tax Authority, not an asking price or an agent's estimate. Across the 14 sales in this brief the price per square metre runs from ₪48,544 to ₪103,200. Floor, condition, a mamad, a lift, parking and whether the unit is new explain almost all of that spread.

What is for sale, and what is being built

A "from" price is the cheapest unit, on the lowest floor, in the smallest configuration. Ask every developer for the price list by floor and the schedule of areas in writing, and ask what the price is on the ordinary payment schedule rather than a deferred one.

At Kochav HaTzafon's rate a 70 sqm three-room is about ₪3.50m and a 100 sqm four-room about ₪5.00m. On the four-room an oleh pays ₪15,106 in purchase tax; an Israeli resident buying a sole home pays ₪145,538; a non-resident or anyone buying a second home pays ₪400,000.

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Kochav HaTzafon's four-room price it is worth ₪130,432 against the resident rate and ₪384,894 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.
Renting in Kochav HaTzafon
These are asking rents. We found no signed-rent figures for the neighbourhood. For comparison, Bizportal (Jul 2026) puts the average rent at about 13,900 NIS a month with a gross yield of about 3%, and Madlan shows an average of 14,700 NIS. Rental stock is thin (26-36 listings) and mostly 4-5 room family flats of 100-125 sqm at 12,500-15,200 NIS. Tower and penthouse units ask 20,000-45,000 NIS, which pulls Realta's simple average up to 17,366 NIS. Small units are scarce: we saw only two 3-room listings (7,000 and 13,500 NIS) and one 2-room listing (7,000 NIS), too few for a figure.

Gross yield = twelve months' three-room asking rent against a 70 sqm three-room at each neighbourhood's price per sqm. On a four-room at ₪13,500 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.
Rent against buying
Without a reliable three-room rent there is no like-for-like yield figure for Kochav HaTzafon.
For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.
The buildings, and what is happening to them
There is almost no TAMA 38 or pinui-binui here, because the stock mostly dates from the 1990s and 2000s and is too new to qualify. We found no active renewal projects inside the core neighbourhood. The big change is next door. The Sde Dov (new Ramat Aviv sea-front) district is planned for about 16,000 homes, with about 4,844 in the Ashkol complex along Agnon and Levi Eshkol. Its towers of up to 40 storeys are now under construction for delivery in about 2029-2032. Madlan warns that open views east are expected to be blocked by future development. Bizportal and Calcalist have reported contamination found on Sde Dov land, a dispute over who pays to clean it, and falling land prices in some Sde Dov tenders.
Specific to Kochav HaTzafon
Sde Dov deals skew the data
Madlan's Kochav HaTzafon polygon includes off-plan Sde Dov Ashkol-complex sales on Agnon, Levi Eshkol 1 and Seminar HaKibbutzim at 73,000-103,000 NIS/sqm. The existing 1990s stock trades nearer 48,000-60,000 NIS/sqm. Always check the 'year built' column before using a comparable.
Years of construction next door
Thousands of Sde Dov homes, the Green Line works and new roads will be built on the western edge until at least the early 2030s. Expect noise, dust and traffic on Agnon, Levi Eshkol and Einstein. Flats facing west feel this most.
Views and light are not protected
Sea and open views from Kochav HaTzafon's western and northern towers face new 20-40 storey Sde Dov towers. A view you pay extra for today may be gone by 2030. Check the approved Sde Dov plans for the plot opposite before paying for a view.
New supply may cap resale prices
Sde Dov will add thousands of new flats with modern specs within a few hundred metres. Bizportal already describes prices here as having weakened, to an average of about 50,000 NIS/sqm. Resale 1990s flats will compete with new towers that have lobbies, pools and new mamads.
Light rail is later than advertised
Agents often sell the Green Line as nearly here. It was pushed past end-2028, and the tunnelled northern section opens last. Until then, getting around depends on cars, Namir Road traffic and buses.
Low rental yield
Gross yields are about 3% (Bizportal), with 4-room rents of about 13,500 NIS against prices of about 5-6M NIS. This area suits people buying a home to live in, not people buying for rental income.
Ageing 1990s buildings
Many buildings are now 25-35 years old, with lifts, pools and car-park systems and high va'ad bayit (building committee) fees. They are too new for TAMA 38 or pinui-binui, so there is no renewal upside. Ask for the building's maintenance fund balance and planned facade or lift works.
When buying anywhere in Tel Aviv
The register, not the listing
Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.
Built area against the permit
Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.
Parking and storage "with the apartment"
Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.
Mortgage before contract
A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.
Off-plan: guarantees and linkage
Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.
Your own lawyer, a licensed broker
The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.
When renting anywhere in Tel Aviv
Check who owns it
Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.
The security is capped
The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.
Who pays the broker
Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.
Repairs and notice
Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.
Mamad, lift, parking, air conditioning
In much of Tel Aviv's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.
Oleh arnona discount
Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Limits of the data. No true median NIS/sqm or deal count for the neighbourhood: Bizportal gives an average (49,000-51,000), and Madlan shows only 8 of about 1,000 transactions on its page. No year-on-year % change found. The 2019 and 2021 trend points come from secondary sources (isra.land, Globes), and a 2024 estimate on luah1.co.il (58,000-72,000 NIS/sqm) was left out as unreliable. Median prices by room count found only for 4 rooms (as an average). The dates of the six Bizportal sales are given collectively as February 2026 and could not be checked individually on nadlan.gov.il.
