The Honest Guide from the Tel Aviv Property Index
Savyon is Israel's original garden suburb: large plots, mature trees and a reputation for old money. It is greener and more spacious than almost anywhere near Tel Aviv. It is also ageing, close to the country's main airport, and slowly changing its own rules.
Where it is
Savyon lies about 12 km east of central Tel Aviv. It is surrounded by Yehud, Kiryat Ono, Or Yehuda and Ganei Tikva. Ben Gurion Airport is a few kilometres to the south-east.
Route 461 and the Savyon junction connect it to Route 4 and the Ayalon corridor. Tel Aviv is 20 to 40 minutes by car. There is no railway station in Savyon itself; the nearest are in neighbouring towns.
The local council also covers Ganei Yehuda, a smaller neighbouring community, and together they form one municipality of around 5,300 residents.
A planned garden suburb
Savyon was established in the early 1950s by the Africa Israel company as a planned garden suburb. The idea was large private plots, abundant greenery and a country-club lifestyle. It is named after a common local flower.
The model worked. For decades Savyon was a byword for wealth, and its villas housed industrialists, senior officials and public figures. Its traditional plot size was around one dunam, or 1,000 m².
That heritage still defines the place. It also creates the tension at the heart of Savyon today: how to renew a suburb designed for another era.
What it is actually like today
Savyon is quiet, green and very spacious. Streets are lined with mature trees, and many homes sit well back behind large gardens. The country club, with its pool and sports facilities, is a social anchor.
The housing stock is mixed. Some houses are recent and architect-designed. Others date from the 1960s to the 1980s and need substantial renovation or rebuilding. A few large homes have stood empty for years, a fact the Israeli press has reported on.
Daily shopping and most services mean driving to neighbouring towns. The surrounding areas are denser, busier and less affluent, and the contrast at Savyon's edges is noticeable.
Plot rules and a suburb in renewal
Savyon's planning has long protected large plots and low density. That keeps it green, but it also locks out younger buyers who cannot afford a dunam of land.
In 2021 the Central District planning committee approved a plan that changed this. For the first time, homes could be built on plots of around a third of a dunam. The plan covered about 52 dunams, including 25 townhouses on small plots and around 250 discounted homes for older residents.
It also allowed offices, commercial space and buildings of up to eight storeys. For villa owners that is a real change in the suburb's make-up. For buyers, it means Savyon now contains apartments, which distorts the registered price data.
Age, airports and the question of renewal
Savyon's population is older than most. The subsidised housing in the 2021 plan was explicitly designed to meet the needs of ageing residents. Many villas are owned by people who bought decades ago.
That creates opportunity: older homes come to market as owners downsize or estates are settled. It also means inheritance issues, multiple heirs and part-share sales are common.
Ben Gurion Airport is close. Aircraft noise depends on which runway is in use and on the wind, and it varies across the suburb. The Israel Airports Authority publishes monthly noise-monitoring reports; check them, and visit at different times of day before buying.
Who lives here
Residents are affluent and largely Israeli-born or long-established. Savyon ranks among the highest socio-economic localities in Israel.
There is no large Anglo community of the kind found in Ra'anana or Modi'in. English is widely spoken, and some international families live here, but newcomers should not expect an English-speaking social network.
Younger families are arriving, often buying older homes to rebuild. Schools are shared with the wider area, so check school options and transport before choosing a house.
Prices and what you get
Savyon's public data needs careful reading, because the register mixes villas with new apartments.

Registered sales, Jan 2023 – Apr 2026
All 22 of those sales, dated April 2024 to April 2026, are flats, several on upper floors. They appear to come from newer apartment buildings of the kind the 2021 plan allowed. Either way, they tell you nothing about villa prices.
A second index, which includes houses, shows an average of about ₪13.1 million and ₪33,057/m² on just five sales in the latest 12 months. That is an average, not a median, and the sample is tiny.
The same index lists villa sales in 2023 that give a sense of range:
- HaMagal Street: ₪25,800,000.
- HaGderot Street: ₪21,500,000.
- HaGvi'a Street: ₪14,180,000.
- HaGdil Street: ₪12,750,000.
At ₪12 million to ₪15 million, buyers can typically find an older villa on a large plot, often needing renovation. Newer, rebuilt homes on a full dunam cost substantially more. The same index puts average rents at about ₪23,000 a month.
The honest risk is that you are buying in a thin, private market where the good houses often sell before they are advertised. Many sales run through brokers and personal networks. Without them, you may see only the stock others have passed over.
For purchase tax at an illustrative ₪15 million, a single-home buyer pays about ₪914,000. An oleh under Regulation 12A pays about ₪736,000. A foreign resident or additional-home buyer pays about ₪1.38 million.
Buying here: what to check before you sign
Heirs and co-owners.Many older homes are owned by estates or several relatives. Confirm that every registered owner is signing, and that any inheritance or probate order is final and registered.
Title and plot boundaries.Obtain the Land Registry extract and a surveyor's plan. Older plots sometimes have boundary discrepancies, easements or unregistered subdivisions.
Building rights.Check the approved plans with the local planning committee, including what the 2021 plan allows nearby. Confirm what you can rebuild, and whether any unused rights can be added.
Permits against reality.Older villas often have additions without permits. Enforcement under the Planning and Building Law 1965 can follow the property, not the seller.
Betterment levy.Where a plan has raised the plot's value, a levy under the Third Schedule to the Planning and Building Law may fall due on sale or on a building permit. Establish what is assessed, paid or pending.
Noise and neighbours.Review airport noise-monitoring data and planned changes nearby. A new commercial building or apartment block can alter a street.
Financing and tax.Directive 329 caps loan-to-value at 75% for a single dwelling, 70% for a replacement home and 50% for an additional home. On exit, capital gains tax is 25%, and the single-home exemption stops at ₪5,008,000, frozen until 15 January 2028.

The verdict
Savyon still offers a lifestyle almost impossible to find elsewhere near Tel Aviv. Its plots, trees and quiet are real, and prices per square metre are well below the prime coastal villa markets.
It is also a suburb at a turning point. The population is ageing, the housing stock is uneven, and planning is loosening at the margins. The public data mixes flats with villas and is too thin to guide a purchase.
For a patient buyer willing to renovate and to work through local networks, it can be excellent value. Savyon rewards those who see past its reputation to the house in front of them.
