The Honest Guide from the Tel Aviv Property Index

Shoham is the planned, green, well-schooled town that Israeli professionals aspire to. It is also one of the most expensive places in the centre outside the big cities, it sits next to Israel's main airport, and very little changes hands. Here is what that means for an Anglo family.

Where it is

Shoham sits on the edge of the Shephelah foothills, a few kilometres east of Ben Gurion Airport. Lod and Modi'in are its nearest larger neighbours. Tel Aviv lies roughly 20 km to the west.

The road position is the main draw. Route 444 runs along the town, Route 1 (Tel Aviv–Jerusalem) is a short drive south and Route 6 is close to the east. Route 40 links north towards Petah Tikva and Kfar Saba.

There is no railway station in the town itself. Residents drive to nearby stations or rely on buses. By car, Tel Aviv is typically 30 to 60 minutes depending on the hour; peak mornings are the honest benchmark.

Route 1 also puts Jerusalem within reasonable driving range, which suits couples with split commutes.

A town built to a plan

Proposals for a town on this site go back to the 1960s. They were revived in the 1970s and finally pushed through by the Housing Ministry in the early 1990s. The first 300 homes went up in 1993.

Growth was fast. Around 3,100 people lived there by 1995 and about 20,000 by 2014. The 2024 figure was 23,592.

Shoham was designed as a whole, and it shows. Neighbourhoods carry botanical names, parks and gardens cover more than 400 dunams, and the grid is quiet and legible. It remains a local council, not a city, which keeps the governance close and the scale small.

What it is actually like today

Shoham is a suburb in the full sense. Streets are clean, traffic inside the town is light and children cycle to school. Most homes are garden flats, low-rise apartment buildings, semi-detached cottages and detached villas.

Education is the town's identity. The council has reported spending roughly half of its budget on education. Matriculation has been exceptionally high, with a reported 98% of high school pupils matriculating in 2020–21.

The trade-off is that life runs by car. Shopping, culture and nightlife are modest, and older teenagers often find it quiet. Families who want a café street and walkable city life will find it elsewhere.

Renting first is sensible, but the rental stock is small. Well-kept family homes are often let by word of mouth and go quickly. Start looking early and be ready to commit to a longer lease.

Day-to-day services are good for a town of this size. There are neighbourhood shopping centres, a performing arts centre, a public library and sports facilities. Shoham Forest Park borders the town to the east and is a genuine weekend asset.

The airport question

Shoham's closeness to Ben Gurion is both an asset and a cost. For frequent flyers the terminal is minutes away, which matters to families with parents working abroad.

Aircraft noise is a real, recurring issue in the airport's surrounding towns. Exposure depends on which runways are in use, the wind and the time of night. It varies street by street, and Israel's Airports Authority publishes monthly noise-monitoring reports.

Residents in communities near Ben Gurion have long campaigned over noise, and compensation cases have been fought in the past. We cannot tell you which Shoham streets are worst affected. Visit at different times, including late evening, and ask neighbours directly before committing.

Scarcity and the new neighbourhoods

The price level reflects scarcity. Only 250 sales were registered between January 2023 and June 2026. For a town of this size, that is a thin market.

Expansion has been planned for years. Reports have described a southern neighbourhood of about 1,600 homes, and the Israel Land Authority has tendered land for a new neighbourhood in the town. We could not confirm current delivery dates, so treat any timetable a seller or developer gives you as a claim to verify.

Business press coverage has also questioned whether Shoham still works for investors. Rental yields at these prices are modest. Shoham is a place to live, not a trade.

Who lives here

Shoham draws established Israeli professionals: high-tech, the professions and the public sector. Household incomes are well above the national average.

The town mixes secular and religious families, with synagogues across the neighbourhoods. Religious families will find a community here; those seeking a single-stream enclave will find the mix more pronounced than in, say, Modi'in's religious quarters.

There is an English-speaking presence, and Nefesh B'Nefesh has profiled Shoham in its community webinars. It is not a large Anglo hub like Ra'anana or Beit Shemesh. Expect to integrate in Hebrew, with a small English-speaking network alongside.

Shoham is priced as a premium suburb, and the numbers bear that out across almost every neighbourhood.

Recent registered deals give a feel for the market. A five-room, 138 m² home on Tirosh sold for ₪5.3m in June 2026.

A four-room, 111 m² flat on Ha-Etrog went for ₪3.38m in April 2026. A five-room, 143 m² home on Tamar fetched ₪3.76m in May 2026.

At the ₪3.55m median, you are typically buying a four- or five-room apartment of 100–140 m², often with a balcony or garden and parking. Villas and cottages sit well above that, and small-sample rows such as Giv'olim and Hadasim should be read with caution.

Purchase tax at the median differs sharply by status. A single-home buyer pays about ₪73,000. An oleh within the Reg 12A window pays about ₪7,900, and a foreign resident or additional-home buyer about ₪284,000.

The honest risk is liquidity. With few sales a year, pricing is hard to benchmark and selling can take time. CBS data showed Centre district prices down 3.2% year on year in April–May 2026, so do not assume Shoham is immune.

Buying here: what to check before you sign

Registration and title.Obtain the Land Registry extract, or the ILA or company-registry record if the home is not yet registered. As in most planned towns, land is typically leased from the Israel Land Authority, so confirm the lease terms and whether consent is needed for transfer. Register a caution note (he'arat azhara) under s.126 of the Land Law 5729-1969 at signing.

Permits and additions.Villas and garden flats often have enclosed pergolas, basements or extensions. Compare the property with the approved plans in the local planning file. Unpermitted work can block a mortgage and carries enforcement risk under the Planning and Building Law 5725-1965.

Aircraft noise.Check the property against published noise information for Ben Gurion and visit at night. Ask whether windows are acoustic. This is a factor in resale value as well as quality of life.

Off-plan protections.If buying new, insist that every payment above 7% is secured under s.2 of the Sale (Apartments) (Assurance of Investments) Law 5735-1974. For contracts from 7.7.2022, delay compensation runs under s.5A of the Sale (Apartments) Law 5733-1973. The first 20% of the price is unlinked, and at most 50% of each later payment can be index-linked.

Purchase tax status.Confirm your Reg 12A eligibility window before you set a completion date. The window runs from one year before to seven years after aliyah, and missing it can cost tens of thousands of shekels at Shoham prices.

Mortgage and LTV.Under Directive 329, a single dwelling can be financed up to 75%, a replacement home 70% and an additional home 50%. The 50% often quoted to non-residents is bank policy, not law. With the Bank of Israel rate at 3.5% and prime at 5%, model repayments carefully.

Renewal potential.TAMA 38 has expired in most of the country as of 18.5.2026, so do not pay a premium for it. Future densification would run through the Shaked Alternative or pinui-binui. In a town this young, renewal value is limited.

Works well for

  • Families who put schools and a calm, green suburb first

Harder to recommend for

  • Buyers on a tight budget or relying on a high loan-to-value
  • Anyone sensitive to aircraft noise who cannot vet the street
  • Families wanting a large English-speaking community on the doorstep
  • Investors looking for rental yield or quick resale

The verdict

Shoham delivers what it promises: safety, space, excellent schools and a well-run small town. Israelis pay a premium for that, and so will you.

Its weaknesses are just as clear. It is car-dependent, it lives beside a major airport, and its thin market makes buying and selling slower than the headlines suggest. The Anglo network is real but small.

If your budget stretches and the school years are ahead of you, Shoham is one of the most reliable family choices in the centre. Just check the flight paths before you check the kitchen.
