Harish registers at about ₪14,344 per square metre (median of 2,439 registered sales, Jan 2023–Aug 2026 (pooled), including price-capped first sales), which is number 49 of the fifty-one cities in this series. At that rate a 70 sqm three-room costs about ₪1.00m and a 100 sqm four-room about ₪1.43m. A three-room asks about ₪3,570 a month and a four-room about ₪4,510, against Tel Aviv averages of ₪10,123 and ₪13,824.
Harish in six numbers
Harish gives you a new 4–5 room flat with a mamad for about ₪1.3–1.7m, roughly ₪13,000–14,500/sqm, which is hard to match anywhere within reach of the Sharon. Buy it as a long-term family home rather than an investment: prices fell for three years, supply keeps coming, and you should check the title and registration status of every unit carefully.
Renting is cheap and low-risk here, with 4-room flats at about ₪3,800–4,500 and plenty of choice. That makes it a sensible way for olim to try the city, and its commute and community mix, before buying into a market where buyers currently hold the upper hand.
What Harish is
Harish is a planned city that went from a few hundred residents to roughly 45,000 in about a decade, almost entirely through new building marketed in large part under Mehir LaMishtaken and purchasing-group schemes. Housing stock is overwhelmingly 4- and 5-room flats in 6–10 storey blocks completed since about 2016, with 4-room units averaging about 104 sqm and 5-room about 123 sqm. The population is mixed: young secular families, a large dati-leumi community and a sizeable Haredi presence (including a Toldot Aharon group), which has produced periodic Shabbat-related friction. Prices rose about 40% in 2021–22, then fell for three years and stabilised in 2026 at roughly ₪13,000–14,500/sqm, among the cheapest new-build stock within commuting range of the Sharon and Haifa.
Boundaries and parts
Planned new city in northern Wadi Ara (Menashe region), Haifa District, on the slopes east of Route 6 by the Iron interchange, about 15 minutes' drive from Pardes Hanna-Karkur and Hadera. Bordered by Kibbutz Barkai/Kfar Kara area to the north-west and the Green Line villages (Barta'a, Umm al-Fahm hills) to the east. The built city is five residential neighbourhoods plus the Trapeze entrance quarter; the Harish South quarter is being tendered.

Getting around
No railway yet. The nearest stations are Pardes Hanna-Karkur and Hadera (Hadera East on the Eastern Railway is scheduled to open first), each about 15–20 minutes' drive away. The city sits by Route 6's Iron interchange, about 50 minutes to Tel Aviv without traffic, and a central bus terminal by the mall opened in May 2024 with intercity and internal lines. The Menashe railway line (50 km, running along Route 6 and joining the Eastern Line to the Jezreel Valley line, with a Harish station on an eastern alignment tunnelled through the city) was approved for deposit by the National Planning Council in August 2026. There is no budgeted opening date, so treat rail as a 2030s prospect.
Schools, parks and families
The city is built for young families. Madlan lists 8 primary and 6 secondary schools and gives an education index of 68/100 against a national 65. There are separate state, state-religious and Haredi school streams, and many kindergartens in each neighbourhood. Parks and walking and cycle paths run through the city. Services have historically lagged population growth, and there is no hospital; the nearest is Hillel Yaffe in Hadera.
English speakers
No organised Anglo community and no Nefesh B'Nefesh community-guide entry for Harish were found; English-speaking olim are scattered individuals rather than a critical mass. The religious mix (about half religious per Times of Israel 2023, with a large dati-leumi community and roughly 20% Haredi) suits observant families on a budget, but Anglo buyers should not expect English-language shuls, schools or services. The nearest established Anglo hubs are Pardes Hanna-Karkur, Zichron Ya'akov and Hadera/Givat Olga.

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Harish's four-room price it is worth ₪0 against the resident rate and ₪114,752 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.
Renting in Harish
Harish City (2026) gives tighter, lower ranges: 4-room ₪3,800–4,200 and 5-room ₪4,300–4,800 a month, flat for three years since mid-2023. Realta's 82 live listings on 2 Oct 2026 had a median ask of ₪4,500 and a cheapest of ₪3,200, with 3-room ads at ₪3,300–3,990. Gross yields run around 3.5–3.9%, so the rental pool is small and oversupplied stock keeps rents capped.

Gross yield = twelve months' three-room asking rent against a 70 sqm three-room at each city's price per sqm. Netanya, Kfar Saba, Shoham, Neve Daniel, Pardes Hanna, Yavne, Har Adar, Tzur Hadassah and Karnei Shomron are left out: no reliable three-room rent is published for them. Rent against buying
At 4.3% gross — before the building committee, maintenance, empty months, management and tax — Harish is bought to live in or to hold, not for income. Net is typically a full point lower.
For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.
The buildings, and what is happening to them
Not applicable: the stock dates from the mid-2010s or later and there is no TAMA 38 or pinui-binui. Growth comes from greenfield expansion instead: the Trapeze entrance quarter (high-rise, Mehir Matara), Harish South (~1,650 units, being tendered), and a longer-term Harish North plan aimed at a city of about 100,000 people.
Specific to Harish
Prices have fallen, not just paused
Neighbourhood medians in HaHorsh fell from ₪16,237/sqm in 2023 to ₪13,875 in 2026 (to August), and Harish City puts the Q1 2026 city average 16% below the 2022 peak. Buyers who paid 2022 prices are sitting on losses. Don't assume any recovery; price your offer off 2026 deals.
Structural oversupply
ILA keeps marketing land: Trapeze, Harish South, and Harish North in planning. Madadirot showed about 877 units for sale against about 613 sales a year at the 2023 low. New supply caps resale prices, so a resale flat competes with developer stock that comes with payment plans and incentives.
Price-capped stock distorts the data
Thousands of Harish flats were first sold under Mehir LaMishtaken at around ₪1.0–1.1m (for example, Hitchadshut 4 in 2019–20). Tax Authority medians include price-capped and Mehir Matara first sales. When you value a resale unit, use resale comparables in the same street.
Resale lock-ins on subsidised flats
Mehir LaMishtaken, Dira BeHanacha and Mehir Matara winners are barred from selling or letting for a set period, and some flats carry ILA lease conditions. Check the ILA/developer file for any remaining restriction before you sign, and confirm the seller is entitled to sell.
Title often not yet in the Tabu
Land is ILA leasehold, and in many recent buildings the condominium (bayit meshutaf) is not yet registered. Rights then sit in the ILA or developer's books rather than the Tabu, so you need a developer or ILA rights confirmation, and mortgage lenders require a pledge registration (mashkanta via the developer or ILA) instead of a Tabu charge. Ask your lawyer to check registration status on the Housing Ministry tracker.
Commute reality
There is no train. The Menashe line only reached deposit stage in August 2026 and has no funded timeline, so for now Tel Aviv means Route 6 tolls and congestion, roughly 50 minutes at best. Don't pay a premium today for a station that may arrive in the 2030s.
Community fit and religious tensions
Harish mixes secular, dati-leumi and Haredi residents. There have been public clashes over Shabbat (the 2023 play-centre protests involving Toldot Aharon), and individual streets vary a lot in character. Visit on Shabbat and talk to neighbours before you buy, especially in the eastern neighbourhoods and the Haredi-leaning blocks.
When buying anywhere in Israel
The register, not the listing
Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.
Built area against the permit
Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.
Parking and storage "with the apartment"
Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.
Mortgage before contract
A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.
Off-plan: guarantees and linkage
Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.
Your own lawyer, a licensed broker
The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.
When renting anywhere in Israel
Check who owns it
Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.
The security is capped
The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.
Who pays the broker
Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.
Repairs and notice
Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.
Mamad, lift, parking, air conditioning
In much of Israel's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.
Oleh arnona discount
Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

How much purchase tax does a new oleh pay in Harish?
On a four-room at about ₪1.43m, an oleh using the regulation 12A relief pays about ₪0 in purchase tax, against ₪0 for an Israeli resident buying a sole home and ₪114,752 for a non-resident or anyone buying an additional home. The relief applies from one year before aliyah to seven years after, once.
Is Harish a good place to buy?
Harish gives you a new 4–5 room flat with a mamad for about ₪1.3–1.7m, roughly ₪13,000–14,500/sqm, which is hard to match anywhere within reach of the Sharon. Buy it as a long-term family home rather than an investment: prices fell for three years, supply keeps coming, and you should check the title and registration status of every unit carefully.
Is Harish a good place to rent?
Renting is cheap and low-risk here, with 4-room flats at about ₪3,800–4,500 and plenty of choice. That makes it a sensible way for olim to try the city, and its commute and community mix, before buying into a market where buyers currently hold the upper hand.
Where do these figures come from?
Sold prices are completed sales reported to the Israel Tax Authority, read through nadlan.gov.il, Madlan and Dirobot. Asking prices and rents come from live listings. Purchase tax follows the bands frozen to 15 January 2028. Nothing here is a valuation or legal advice.
Six checks on every apartment in Harish
- The registered sales in that building, not the city figure. The spread in section two is the reason.
- Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
- Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
- Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
- Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
- For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. Dirobot's Harish locality page gives no city-level yearly medians or room medians. The trend uses Dirobot's yearly medians for the three largest neighbourhoods (HaHorsh, Avnei Chen, HaPrachim: 1,762 of 2,439 deals) plus Harish City's Q1 2026 city average. Because of that, yoy_pct is null. Neighbourhood 2026-vs-2025 changes: HaHorsh -8.2%, Avnei Chen -2.3%, HaPrachim -0.7%. The Dirobot pooled median (₪14,344) includes first-hand developer sales, including Mehir LaMishtaken / Dira BeHanacha and Mehir Matara sales; Dirobot does not flag them. I found no separate open-market resale ₪/sqm figure. Harish City's Q1 2026 city average of ₪13,150/sqm is the closest proxy, but it does not say whether it excludes price-capped sales. by_rooms prices are Madadirot second-hand averages over a 12-month window whose date the page does not show clearly (likely 2023-era), so treat them as indicative only. No 2-room or 3-room median sqm was found. I couldn't confirm the price-capped or off-plan status of individual 2025–26 example deals. Tnufa 6–8 (three 4-room sales at ₪12.5–13.7k/sqm within two weeks in a 10-storey block) may be first-hand developer sales.
