Armon HaNatziv registers at about ₪29,917 per square metre (median of registered sales, 2025 (Tax Authority data via Dirobot)), which is number 28 of the thirty neighbourhoods in this series. At that rate a 70 sqm three-room costs about ₪2.09m and a 100 sqm four-room about ₪2.99m. A three-room asks about ₪4,950 a month and a four-room about ₪6,900, against Jerusalem averages of ₪6,603 and ₪8,595.

At about ₪30,000/sqm in 2025, Armon HaNatziv is one of the cheapest established Jewish neighbourhoods in south Jerusalem, with prices up about 5.5% in 2025 and a large pinui-binui pipeline. It suits value buyers and long-horizon investors who accept the Green Line, security-edge and construction-disruption trade-offs.

Renting here

Asking rents of about ₪4,950 for a 3-room and ₪6,900 for a 4-room are well below Arnona and Baka, and flats are relatively spacious. It is a sensible first base for olim who want views and space at a lower rent, provided they are comfortable with bus commuting and the neighbourhood's location.

01The area

What Armon HaNatziv is

Founded in 1973 on land annexed after 1967, Armon HaNatziv is a large, largely secular neighbourhood of 1970s–1990s walk-up and mid-rise blocks on a ridge with views over the Old City and the Judean Desert. It sits immediately beside the Arab neighbourhoods of Jabel Mukaber and Sur Baher, and the promenade above it is one of Jerusalem's best-known viewpoints. Prices sit well below neighbouring Arnona and Talpiot, which has made it a value entry point for young families and some olim. It is now one of Jerusalem's biggest pinui-binui (demolish-and-rebuild) zones, with several plans for 30+ storey towers in the approval pipeline.

Boundaries and parts

South-east Jerusalem ridge beyond the 1949 armistice (Green) line. Bounded to the north by the Armon HaNatziv promenades (Haas, Sherover, Goldman) and the former British High Commissioner's palace (Government House / UN HQ); to the west by the Hebron Road/Talpiot and Arnona; to the east and south by the Arab neighbourhoods of Jabel Mukaber, Sawahra and Sur Baher.

Getting around

Bus-dependent today, with routes down to Talpiot and the Hebron Road; no light rail runs into the neighbourhood yet. The planned Purple Line (Kiryat HaYovel – Malha – Talpiot – Armon HaNatziv) was rerouted through the neighbourhood after residents campaigned, and was advanced by the District Committee in April 2020, but there is no opening date. The ridge is a short drive to Talpiot's commercial area and the Begin/Hebron Road corridors.

Schools, parks and families

A mainstream Israeli family neighbourhood with a mix of state-secular and state-religious schools and kindergartens, a large community centre (Shaltiel) and many parks, including Gan Beit Tzuri and Gershon Avner Park. Madlan rates its socio-economic cluster at 6/10. Most Anglo families commute to schools in Arnona, Baka or Talpiot, or use local Hebrew-language schools.

English speakers

There is a modest but real Anglo presence, smaller than in Baka, Arnona or Katamon. The Jewish Link describes it as a choice for olim who want some English-speaking support without an Anglo bubble, citing larger flats, easier parking and lower prices than neighbouring areas. There is no dedicated Nefesh B'Nefesh community profile for the neighbourhood.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Armon HaNatziv's four-room price it is worth ₪40,059 against the resident rate and ₪234,271 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Armon HaNatziv

Older 3-room flats in the Ben Yosef / Dov Gruner core list at about ₪4,850–5,500, while units on the newer Gershon Avner edge ask ₪7,200–8,000. RE/MAX Jerusalem's listings ranged ₪6,900–9,000 at the upper end. The r5 figure is a single listing; no 2-room rental listings were found.

On a three-room at ₪4,950 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

At 2.8% gross — before the building committee, maintenance, empty months, management and tax — Armon HaNatziv is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Armon HaNatziv is one of Jerusalem's largest pinui-binui zones. Meidar's 'Six Towers' plan (c.880 units, up to 39 storeys) and the Beit Yerushalmi / Dunietz-Elad / Golden City Matcham 11 plan (773 units, up to 33 storeys) were both approved for deposit in 2026. Matcham 19 (c.2,300 units) has its owner majority signed, and earlier tenders on Yitzhak Remba (54 units to 216) and Olei HaGardom (51 units to c.204) put developers in place. Construction timelines run into the 2030s.

07Things to beware of

Specific to Armon HaNatziv

Beyond the Green Line

The neighbourhood was built after 1967 on land annexed to Jerusalem, partly expropriated from Sur Baher and Jabel Mukaber. Much of the international community regards it as occupied territory. This can matter for some foreign lenders, for some employers' and governments' travel guidance, and for buyers with ethical or political concerns.

Security edge with Jabel Mukaber

The neighbourhood borders Arab villages, and tensions have flared at times. Incidents include the January 2017 truck-ramming attack on the promenade and periods of stone- and firework-throwing at edge streets in 2014. Check the specific street, and how close it is to the village boundary.

Decade-long building sites

The renewal plans involve towers of 30–39 storeys, with construction forecast from 2028 to 2034 and beyond. If you buy near Alkahi, Drezner, Raziel, Grinshpan or Kashani, expect years of demolition, cranes and road disruption.

Pinui-binui premium is speculative

Flats inside declared renewal blocks may be priced on the promise of a new unit, but deposit-stage approval is far from a permit. Developer timelines in Jerusalem routinely slip, so check the plan stage, the signed majority and the developer before paying a premium.

Old stock, no lifts

Much of the housing is 1970s walk-ups of four storeys or more, with no lift and no mamad (safe room). The asking-price gap between old stock (around ₪25k/sqm) and newer Gershon Avner / Beit Tzuri buildings (₪30k+/sqm) reflects this.

Wide price spread

Registered deals run from about ₪15k to ₪34k/sqm, and some outliers, such as a 60 sqm flat sold for ₪930k in July 2026, are probably partial shares or non-market transfers. Don't benchmark against the neighbourhood median without comparing the same street and building age.

Transport is a promise

The Purple Line through Armon HaNatziv is approved in outline only and has no opening date. Today the neighbourhood depends on buses and cars, and the ridge-top access roads become congested at peak hours.

When buying anywhere in Jerusalem

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Jerusalem

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Jerusalem's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Six checks on every apartment in Armon HaNatziv

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.

All examples are from 2026. Dirobot's deal counts are for deals with a reported floor area. Its 2023–2026 total is 340, but the 2025 total including deals without an area is not shown. The by-room medians come from a tiny Dirobot sample (4 three-room and 3 four-room deals) and are indicative only. No Tax Authority room-level medians were available.
