At that rate a 70 sqm three-room costs about ₪3.18m and a 100 sqm four-room about ₪4.54m. A three-room asks about ₪9,000 a month and a four-room about ₪11,750, against Jerusalem averages of ₪6,603 and ₪8,595.

Kiryat Shmuel gives you an address next to Rehavia and Talbiyeh at a registered median of about ₪45,400/sqm in 2025, below both neighbours, but prices have barely moved since 2023 and fewer than 30 sales a year are registered. Buy for the building and the street, using same-building registered deals rather than asking prices, and treat off-plan units at ₪60,000/sqm and above as a separate, foreign-buyer market.

Expect asking rents of roughly ₪6,500-7,000 for a 2-room flat and about ₪9,000 for a 3-room, with larger or new flats at ₪11,000-16,000, well above the Jerusalem average. Supply is thin, with 6-16 listings per portal at any one time, so act fast and check stairs, heating and parking before you sign.

01The area

What Kiryat Shmuel is

Founded in 1926-29 by the Otzar HaChesed Keren Shmuel association and named after Rabbi Shmuel Salant, it was laid out as a garden suburb of 130 small plots with three main streets linked by pedestrian lanes and staircases. The housing is mainly 1930s-1960s stone walk-ups of 3-4 floors and a few original houses, plus a growing number of TAMA 38 rebuilds; landmarks include the Ohel Rivka synagogue (1929), Barluzzi's St Anthony monastery (1936) and Beit Kadima. Residents are mostly national-religious and secular, and Madlan gives it a socioeconomic index of 8/10. Deal volumes are very thin: Dirobot records only 64 registered sales from January 2023 to July 2026.

Boundaries and parts

Small garden suburb between Rehavia (north), Talbiyeh (east) and Old Katamon / Rassco (Givat Hordim) to the south and south-west. In Dirobot's Tax Authority coding the neighbourhood is the cluster of HaRav Berlin, Charlap (Harlap), HaPalmach (northern numbers), HaRav Brodie, Tchernichovsky (low and mid numbers), Itamar Ben Avi, HaRav Herzog (northern end) and HaRav Chen. Madlan draws it wider and lists Ha'Ari, Balfour and Bartenura (normally counted as Rehavia/Talbiyeh) under Kiryat Shmuel. Neither Dirobot nor Madlan groups Sha'arei Hesed with it, so Sha'arei Hesed is excluded here.

Getting around

Very central: it is a walk to Rehavia's Gaza (Aza) St, the Jerusalem Theatre, Talbiyeh and the German Colony's Emek Refaim, and a short ride to the Givat Ram campus, Israel Museum, Knesset and Supreme Court, where many residents work. Bus routes run along Gaza St, HaPalmach and Rav Berlin / Herzog. The historic core has pedestrian-only lanes and staircases, and most older buildings have no parking.

Schools, parks and families

Madlan lists several state and state-religious schools and kindergartens nearby but gives no pupils-per-grade figures for Kiryat Shmuel. Families also use the Rehavia and Katamon schools listed in our Rehavia and Old Katamon briefs. The community centres on synagogues: My Israel Home counts four main congregations, led by Ohel Rivka. Small flats and walk-ups suit couples, retirees and families with older children better than large young families.

English speakers

A well-established Anglo, mainly Modern Orthodox, presence that runs on into Rehavia, Talbiyeh and Old Katamon. Janglo carries a steady flow of Kiryat Shmuel listings (12 since Nov 2024, including penthouses at ₪11.99-12m), and Anglo agencies such as Century 21 Jerusalem, Anglo-Saxon and Prime Jerusalem market new units to overseas buyers. The top of the market, meaning new garden flats and penthouses at ₪7m-12m+ and Charlap 18 units at about ₪66,500/sqm, is aimed largely at foreign and second-home buyers. We found no Nefesh B'Nefesh count of olim for the neighbourhood.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Kiryat Shmuel's four-room price it is worth ₪109,917 against the resident rate and ₪350,701 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

Renting in Kiryat Shmuel

No survey of registered rents covers Kiryat Shmuel: the Differnt/mynet Aug 2025 survey omits it, and Madadirot's room-by-room rents look city-generic, so they are not used. The figures above come from very few listings and range widely, for example 3 rooms from ₪7,800 (HaRav Herzog 13, 65 sqm) to ₪16,000 (a mini-penthouse at HaRav Herzog 21). For an overall level, Realta's average asking rent is ₪7,297 across 13 listings (it includes 1-room units), Yad2's is ₪9,658 across 6 listings, and Madlan's average rent is ₪7,100.

Rent against buying

At 3.4% gross — before the building committee, maintenance, empty months, management and tax — Kiryat Shmuel is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Renewal is happening one building at a time through TAMA 38: HaRav Brodie 4 (strengthening plus extra floors, 10 units, completed), HaRav Berlin 5 (demolish-and-rebuild, 4 units) and HaRav Berlin 4 are on Madlan, and Kharlap 18 is a 12-unit luxury rebuild. Original 1920s-30s houses and stone buildings in central Jerusalem's garden suburbs are subject to the city's conservation rules and stone-cladding requirements, which limit extra floors and make projects slow. TAMA 38 is being phased out nationally in favour of municipal renewal plans, so check each building's status on the Jerusalem municipality's planning information system before paying for 'renewal upside'.

07Things to beware of

Specific to Kiryat Shmuel

Tiny sample sizes

Dirobot has only 16 registered 2025 deals with floor area, and 6 for 2026 to July. One or two unusual sales can move the median by thousands of shekels per sqm, so the flat 2023-2025 trend (about ₪44,100-45,650/sqm) is a rough guide only.

Partial-share sales in the data

HaRav Berlin 11 (70 sqm, ₪1.5m, Jul 2026), HaRav Berlin 27 (82 sqm, ₪1.58m, Feb 2026) and HaRav Berlin 25 (47 sqm, ₪1.175m, Sep 2025) record at ₪19,000-25,000/sqm, less than half the market rate. They are almost certainly partial-share or family transfers. They pull down Dirobot's 2026 figure, so do not read it as a price fall.

Boundary confusion

Dirobot, Madlan and agents each draw Kiryat Shmuel differently. Madlan includes Ha'Ari and Balfour, Dirobot splits Charlap and Tchernichovsky between Kiryat Shmuel, Rehavia and Rassco, and listings say 'border of Rehavia' to justify a higher price. Compare prices for the specific street and house number, not the neighbourhood label.

Asking prices well above deals

The median asking price in our Madlan sample is about ₪54,000/sqm, roughly 19% above the 2025 registered median of ₪45,441. Some listings ask ₪64,000-73,000/sqm. Use registered deals in the same building as your negotiating anchor.

Off-plan premium

Kharlap 18 units have registered at about ₪59,500-68,000/sqm, and Janglo has new 6-room garden flats at ₪7.2m-7.7m. That is a 30-50% premium over resale walk-ups. Before paying any deposit, check Sale Law bank guarantees, the permit status and the delivery date, which Kharlap 18 does not publish.

Old walk-ups, conservation limits

Much of the stock is 1930s-60s stone buildings with no lift, no mamad and no parking, and many are reached by stepped lanes. Conservation and stone-cladding rules make adding lifts, safe rooms or floors slow and dependent on the whole building, so do not price these in.

Foreign-buyer pricing and empty flats

The top end sells largely to overseas and second-home buyers, which pushes asking prices up and leaves some flats empty for much of the year. Olim buyers will compete against cash buyers paying in dollars, and renters will find few long-term listings, which are often furnished and let through agents.

When buying anywhere in Jerusalem

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Jerusalem

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Jerusalem's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Six checks on every apartment in Kiryat Shmuel

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. Dirobot's yearly counts are deals with floor area recorded (2023: 16, 2024: 26, 2025: 16, 2026 to 12 Jul: 6). It gives 64 deals in total for Jan 2023 - Jul 2026 but not a separate total for each year. The brief describes Kiryat Shmuel as the Ha'Ari / Ha'Ran / Alfasi area. Dirobot codes those streets as Rehavia, and its Kiryat Shmuel is the HaRav Berlin / Charlap / HaPalmach / Tchernichovsky / Itamar Ben Avi / Brodie / Herzog / HaRav Chen cluster. Our headline figures follow Dirobot. Madlan's wider area (which includes Ha'Ari and Balfour) is used only for asking prices. Sha'arei Hesed is not grouped with Kiryat Shmuel by either source. No published 4-room median: only two 4-room resale deals were found for 2025-26, so by_rooms gives null for 4 rooms. The 2- and 3-room medians are our own calculations from small samples. No survey of registered or achieved rents covers Kiryat Shmuel. The rent figures are medians of 1-3 live asking listings per room size (the 5-room figure is a single listing, Charlap 34, 150 sqm), so treat them as indicative.
