A three-room asks about ₪7,143 a month and a four-room about ₪8,350, against Jerusalem averages of ₪6,603 and ₪8,595.
Rehavia in six numbers
Rehavia is a prestige, low-supply market where registered resale prices climbed from about ₪47,000/sqm in 2023 to about ₪56,600/sqm in 2025, with renovated or new units well above that. Buy on the building, not the postcode: target lift-equipped or renewal-approved buildings and treat walk-ups without a mamad as a lifestyle rather than a value purchase.
Renting suits olim who want a walkable central base first, but budget roughly ₪7,000-9,000+ a month for a 3-4 room flat, well above the Jerusalem average. Check heating, stairs and noise from Gaza St or the PM's residence area before signing.
What Rehavia is
Garden-suburb neighbourhood founded in the 1920s next to the city centre, historically home to Jerusalem's academic, legal and political elite and still home to the Prime Minister's official residence area on Balfour/Smolenskin streets. Stock is mostly 1930s-1960s stone walk-up buildings of 3-4 floors on shaded streets, with some 1970s towers on Diskin and a growing number of TAMA 38 rebuilds. Gaza St is the local café and shopping spine. Madlan gives it an education index of 78/100 versus a city average of 64 and a socioeconomic index of 6/10.
Boundaries and parts
Approximate: King George St / Keren Hayesod St on the east (city centre side), Sha'arei Hesed and Ben Zvi Blvd / Sacher Park edge on the west, Nachlaot to the north-west, and Gaza (Aza) St / Kiryat Shmuel and Talbiyeh to the south. Data sources draw the line differently at the edges (e.g. Dirobot codes Charlap St and upper Gaza St numbers into Rehavia; the Charlap 18 developer calls it Kiryat Shmuel).

Walkable to the city centre (King George, Ben Yehuda, Jaffa Rd) and to the Knesset/government precinct via Sacher Park; bus corridors run along Ramban, Gaza, Keren Hayesod and King George. The light-rail Red Line runs along Jaffa Rd a short walk north, and the planned Blue Line route along King George / Keren Hayesod skirts the eastern edge (under construction; expect roadworks). Parking is scarce in the older stone buildings, which were mostly built without it.
Schools, parks and families
Madlan lists elementary schools Rehavia (83 pupils/grade), A.D. Rothschild (73/grade) and Sha'arei Hesed (26/grade), and secondary schools the Hebrew Gymnasium Rehavia (177/grade) and the municipal religious Rothschild school (50/grade), with an education index of 78/100 vs a city average of 64. The mix spans secular (Gymnasia) and state-religious streams. Sacher Park, the Valley of the Cross and Gaza St cafés are the main family amenities; small older flats and walk-ups make it better suited to couples, retirees and older-child families than to large young families.
English speakers
Rehavia has a long-established English-speaking population, especially retirees, academics and Modern Orthodox families, and listings circulate heavily on Janglo and Anglo agencies (RE/MAX Jerusalem, Jerusalem Post Real Estate). It sits next to Talbiyeh, Kiryat Shmuel and German Colony, the core Anglo belt of central Jerusalem. Madlan reports United Torah Judaism as the largest party locally, reflecting the mix with adjacent Sha'arei Hesed; the neighbourhood is mixed secular, national-religious and Haredi. Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Rehavia's four-room price it is worth ₪160,150 against the resident rate and ₪434,424 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.
Renting in Rehavia
Differnt put Rehavia's all-sizes average at ₪6,321 (+9% y/y) against a Jerusalem city-wide average of ₪5,513 (Aug 2025); 3-room rents rose 15% y/y while 4-room rents were flat. Current asking levels are higher: Realta shows a Rehavia average asking rent of ₪8,887 across 32 listings (27 Sep 2026) and Madlan an average of ₪8,500, and Scoutr (Apr 2026) quotes ₪6,000-9,000 for a 3-room in Rehavia/Talbiyeh. For comparison, Scoutr gives a Jerusalem city-wide 3-room average of about ₪4,500 (range ₪3,500-7,000, Apr 2026); we found no reliable city-wide 4-room average.

On a three-room at ₪7,143 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.
Rent against buying
At 2.2% gross — before the building committee, maintenance, empty months, management and tax — Rehavia is bought to live in or to hold, not for income. Net is typically a full point lower.
For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.
The buildings, and what is happening to them
Renewal is building-by-building TAMA 38 rather than large pinui-binui: e.g. Gaza 33 (BY Group, 21 to 40 units, approved Nov 2025), Abarbanel 27 (8 units) and Charlap 18 (12 luxury units, already selling off-plan). Many 1930s buildings fall under Rehavia's conservation rules, which limit additions and make demolition-rebuild slower and costlier than elsewhere. With TAMA 38 being phased out nationally in favour of municipal renewal plans, check each building's planning status on the Jerusalem municipality's planning information system.
Specific to Rehavia
Partial-share noise in the data
Diskin tower deals such as 4 rooms/102 sqm for ₪779,000 (Apr 2026) and ₪559,000 (Dec 2025) are almost certainly partial-share or family transfers. They drag headline medians down: Dirobot's H1 2026 figure of ₪45,706/sqm on 21 deals should not be read as a price fall.
Huge spread by building
2025 registered prices ran from under ₪40,000/sqm in Diskin towers and some Gaza St walk-ups to ₪80,000-90,000/sqm on upper Alfasi and new units on Binyamin MiTudela. A neighbourhood median tells you little; price the specific street, building age and condition.
Walk-ups without lifts or parking
Most of the stone stock is 3-4 storey 1930s-1950s buildings with no elevator, no mamad and no parking. Adding a lift or safe room depends on the whole building agreeing and on conservation approval, so do not price one in.
Conservation constraints
Many Rehavia buildings are on the municipal conservation list. Facade, window and extension works need approval, and TAMA 38 rights can be reduced, so a 'renewal upside' pitch from a seller or agent must be checked against the actual plan.
Off-plan and TAMA 38 premium
New units (Charlap 18 at about ₪66,500/sqm off-plan; Binyamin MiTudela 10 deals at ₪69,000-78,000/sqm) carry a large premium over resale. Delivery dates are often not published, so check bank guarantees (Sale Law) and the permit status before you pay deposits.
Security perimeter and roadworks
The Prime Minister's residence area on Balfour/Smolenskin brings road closures and demonstrations at times, and Blue Line light-rail works on King George / Keren Hayesod disrupt the eastern edge. Visit at different times of day before you buy or rent.
Rent jumps and tight supply
Differnt recorded 3-room rents up 15% in a year to Aug 2025, and current asking averages (₪8,500-8,900) sit well above that survey. Small, older flats get snapped up by students, diplomats and short-let investors, so expect to move fast and to pay agency fees.
When buying anywhere in Jerusalem
The register, not the listing
Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.
Built area against the permit
Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.
Parking and storage "with the apartment"
Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.
Mortgage before contract
A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.
Off-plan: guarantees and linkage
Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.
Your own lawyer, a licensed broker
The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.
When renting anywhere in Jerusalem
Check who owns it
Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.
The security is capped
The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.
Who pays the broker
Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.
Repairs and notice
Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.
Mamad, lift, parking, air conditioning
In much of Jerusalem's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.
Oleh arnona discount
Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.
