At that rate a 70 sqm three-room costs about ₪3.75m and a 100 sqm four-room about ₪5.35m. A three-room asks about ₪7,500 a month and a four-room about ₪14,000, against Jerusalem averages of ₪6,603 and ₪8,595.

Talbiyeh is a trophy location with very limited supply: the median registered price is about ₪53,500/sqm in 2025–26 and top deals run far higher. It suits long-term, cash-rich buyers who want walkability to the centre and the Old City. Before you pay the premium, do full due diligence on the Patriarchate/JNF leasehold, building preservation status and any pending TAMA plans.

Renting here

Renting is a sensible way to try Talbiyeh before buying. 3-room flats typically ask ₪6,000–9,000 and 4-room flats ₪14,000–15,000 (all sizes average about ₪10,400 on Madlan), well above the Jerusalem average. Stock is thin (about 20 listings), so move fast and check the shelter (mamad/miklat), lift and parking, which many older buildings lack.

01The area

What Talbiyeh is

Built in the 1920s–30s by affluent Christian Arab families on land bought from the Greek Orthodox Patriarchate, Talbiyeh is known for Mandate-era villas with Renaissance, Moorish and Arab motifs, many of them listed for preservation. The official Hebrew name, Komemiyut, never caught on. The neighbourhood has the President's residence (Beit HaNassi), the Jerusalem Theatre, the Van Leer Institute, the Israel Academy of Sciences, the Museum for Islamic Art and Hansen House, and had about 3,010 residents in 2017. It is Israel's top-end residential market: Israel's most expensive home deal in both 2024 and 2025 was signed here.

Boundaries and parts

Central-south Jerusalem, between Rehavia to the north, Yemin Moshe to the east, the German Colony (Moshava Germanit) to the south and Old Katamon to the west. Keren Hayesod Street runs along its eastern edge (Times of Israel blog, Wikipedia).

Getting around

No rail station inside the neighbourhood. Keren Hayesod Street, on its edge, carries dozens of bus lines. It is a walk to the city centre (Ben Yehuda / King George), Emek Refaim, Mamilla and the Old City. Light-rail Blue Line works are under way on the Keren Hayesod–King George–Strauss axis (from Dec 2024, lasting several years, with sections closed to private cars). That means years of disruption but a future tram stop on the neighbourhood's doorstep.

Schools, parks and families

Madlan lists one high school inside the boundary (Lycée des Arts, grades 7–12, public) and 6 kindergartens (a mix of municipal and Haredi-supervised). Families generally use schools in adjacent Rehavia, the German Colony and Katamon. Madlan rates the socioeconomic index 7/10. The ageing, often part-time or overseas-owner population means fewer young families than in Baka or Katamon.

English speakers

A long-established English-speaking area that is popular with retired olim, overseas owners and holiday-home buyers. Sources describe it as a place where you can live speaking only English. Anglo-heavy congregations nearby include the Great Synagogue, Hovevei Zion and Beit Knesset HaNassi. Ulpan Mitchell operates locally (Times of Israel blog; Teperberg).

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Talbiyeh's four-room price it is worth ₪146,376 against the resident rate and ₪411,466 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Talbiyeh

Madlan puts the average rent across all Talbiyeh listings at ₪10,400/month. Large 4.5–5-room flats on Washington and Jabotinsky ask ₪15,000–25,000. Across Jerusalem, Scoutr gives an average 3-room asking rent of ₪4,500 (April 2026, +3% on 2025), and CBS gives an all-sizes average of ₪5,164 for 2025 (ynet). No source gave a city-wide 4-room figure.

On a three-room at ₪7,500 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

At 2.4% gross — before the building committee, maintenance, empty months, management and tax — Talbiyeh is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Many Mandate-era buildings are listed for preservation, which limits demolition and rebuilding and makes new supply scarce and very expensive. Current new supply is luxury boutique projects (Talbiya Residences, Theatron Residence), plus some TAMA 38 upgrades: Janglo shows a Lincoln St flat marketed as a 'future TAMA project apartment'. No large Pinui-Binui scheme was found.

07Things to beware of

Specific to Talbiyeh

Church-land leasehold

Much of Talbiyeh stands on land the Greek Orthodox Patriarchate sold in 2016 to Nayot Komemiyut. That land was resold to Gary Barnett's group in 2023 for ₪750M (500 dunams covering Talbiyeh, Rehavia and Nayot). The JNF head leases from 1950–52 expire around 2050–52. Owners have been told full ownership could cost about ₪1M per unit, and the proposed legislative cap has not been settled. Check the Tabu and the lease chain before you bid.

Mortgage and resale impact of short lease

A lease with about 25 years left can limit mortgage terms and weigh on resale value compared with freehold or ILA land. Ask your lawyer and your bank early whether the building sits on Patriarchate land, and what term the bank will lend against.

Headline medians hide two markets

Registered deals run from ₪586k to ₪32M. Small older flats trade at about ₪40–55k/sqm, while new-build and trophy units clear ₪80–150k/sqm. Price your target flat against like-for-like streets and building ages, not the neighbourhood median.

Asking prices well above deals

The median asking price on Yad2 is about ₪64k/sqm, against a median registered 2026 deal price of about ₪53k/sqm. Many listings are aspirational or pitched at overseas buyers, so use Tax Authority deal data (Dirobot, Madlan, nadlan.gov.il) when you negotiate.

Preservation constraints

Many Mandate villas and buildings are listed for preservation. Façade, window, extension and TAMA 38 plans need extra approvals and cost more. Budget for longer permitting before you buy a 'renovation opportunity'.

Blue Line construction

Light-rail works along Keren Hayesod and King George are planned to last several years, with closures to private traffic. Expect noise, detours and parking pressure on the eastern side of the neighbourhood.

Security and VIP zone

The Prime Minister's residence (Balfour/Smolenskin) and the President's residence are here. Nearby streets see road closures, demonstrations and heavy security. Visit at several times of day before committing to a flat on these blocks.

When buying anywhere in Jerusalem

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Jerusalem

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Jerusalem's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

08Before any offer or lease

Six checks on every apartment in Talbiyeh

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. Dirobot's 2026 figure covers deals only up to 14 Jul 2026, and the 2025 vs 2024 jump (+35%) comes from a small sample (39 vs 46 deals) mixed with trophy and new-build sales, so treat the trend as noisy. Dirobot and Madlan disagree on the details of some shared deals (Sokolov 6: 92 vs 154 sqm; the ₪1.85M deal: Mendele 5 vs Jabotinsky 12; Jabotinsky 21 floor). The source used is noted per example. Excluded as likely partial-share or anomalous: Alkalai 11 ₪1.55M (a same-day twin of a ₪3.1M sale of the same 45 sqm unit), Alkalai 11 ₪3.1M (paired with the probable half-share), Shalom Aleichem 4 ₪3.0M for 134 sqm (about ₪22k/sqm, far below the market), and Sokolov 6 ₪13.25M (Apr 2026, recorded as a 6-room unit of the same 92 sqm). Room-level medians rest on very small samples (3-room n=3; 4-room n=1). No clean 2025 room breakdown was available.
