Kfar Saba offers Ra'anana-adjacent family living at about ₪31,700/sqm. Realistic budgets are about ₪2.3–2.8m for a 4-room flat in the centre or older areas and ₪3.5–4.0m in the Green neighbourhood or Kfar Saba HaTzeira. CBS shows prices up about 5% year on year in H1 2026, so buy for schools, parks and long-term metro upside, and verify every quote against registered deals.

Renting here

Renting is a sensible first step: expect about ₪6,500–7,000 for a standard 4-room flat and about ₪6,900 as the median asking rent across all sizes. It is among the three most expensive cities for rent in Israel. Rents are rising about 5% a year, so lock in a longer lease with a capped increase where you can.

01The area

What Kfar Saba is

Kfar Saba is a mid-size, established Sharon city that grew fast after gaining city status in 1962. It is mostly Hebrew-speaking middle-class and family-oriented, and prices sit just below neighbouring Ra'anana. Registered resale deals run at a median of about ₪2.8m and ₪31,700/sqm (2023–Aug 2026). CBS ranked it the third most expensive city for rent in Israel in 2026, after Tel Aviv and Herzliya.

Boundaries and parts

Kfar Saba is in the southern Sharon, about 20 km north-east of Tel Aviv. It borders Ra'anana to the west and north-west, Hod HaSharon to the south (the Kfar Saba–Nordau railway station sits on that border), and the Tzur Yigal / Kochav Yair area and Route 6 to the east. The Green Line and Qalqilya lie just beyond the eastern edge. Main roads are Route 4 to the west, Route 55 through the city east to Route 6 and west to Ra'anana, and Route 531 along the Hod HaSharon side. The main internal spines are Weizmann St and Tchernichovsky St.

  • Merkaz (city centre, Weizmann / Ben Gurion / Geula / Harma): largest resale market (449 registered deals 2023–Jul 2026), mostly older walk-ups and 1980s–90s blocks. Median about ₪30,800/sqm (Dirobot).
  • HaYeruka / 'Kfar Saba 80' (the Green neighbourhood, e.g. Weinberg, Skibin): newer high-rise family stock. Median about ₪33,300/sqm overall and ₪35,637/sqm in 2025. Typical 4–5 room flats sell for ₪3.5–4.0m (Dirobot).
  • Kfar Saba HaTzeira (Young Kfar Saba, e.g. Zamir, Ait, Chasida): 1990s–2000s family area of 5-room flats and cottages. Median about ₪32,000/sqm (Dirobot); 4-room flats about ₪3.35m (Bizportal, Sept 2026).
  • Hadarim / Hadarim HaHadasha (Emek Harod, Emek Dotan, Beit Hadad): mixed 1990s–2010s stock. Median about ₪31,300/sqm (Dirobot).
  • Rishonim / Tkuma (near Kfar Saba Park and the Nordau station): new towers and small units push the median to about ₪38,800/sqm, but the neighbourhood data mixes new-build sales (see beware).
  • Kaplan / Bnei Beitcha / Givat Ashkol (HaNevi'im, Yechezkel): 1960s–70s stock, the cheapest part of the city. Median about ₪26,600/sqm on thin data; 4-room flats sell for ₪2.2–2.5m (Dirobot; Bizportal).
  • Yoseftal: older, smaller units with a median price of about ₪1.66m. Its ₪/sqm (about ₪34,600) is inflated by small sizes (Dirobot).
  • Kfar Saba North / Kiryat HaTzeirim: new greenfield neighbourhood in the north, including a 748-unit price-target (mechir matara) tender (ynet, May 2024).

Getting around

Kfar Saba–Nordau station on the Sharon railway sits on the Hod HaSharon border and connects to Herzliya, Tel Aviv, Ben Gurion Airport and south to Ashkelon and Be'er Sheva. It is walkable from Rishonim and the Enav 360 towers but not from most neighbourhoods. The planned M1 metro will run underground west–east with five Kfar Saba stations: Tchernichovsky/Six Day War near Meir Hospital, near the Arim Mall on Weizmann, the municipality/centre, and two in the industrial zone, the eastern one linking to the planned Eastern Railway. Opening is now expected around 2037–2040, and no light-rail line is planned within the city (Sharon Online, Jun 2025). By car, Route 4, Route 55 and Route 6 give access to Tel Aviv and the centre. Rush-hour traffic toward Tel Aviv is heavy.

Schools, parks and families

Madlan's education rating for Kfar Saba is 76/100 against a national average of 65 (Madlan, Sept 2026). The city is family-oriented, with large parks (Kfar Saba Park) and Meir Medical Center, a major regional hospital, inside the city. The municipality runs a five-month Ulpan Aleph (subject to enrolment) and gives olim a 90% arnona discount on flats up to 100 sqm in their first year (Nefesh B'Nefesh community guide).

English speakers

Kfar Saba has no single Anglo enclave. Nefesh B'Nefesh says olim are spread across the city and lists a volunteer Anglo coordinator, a municipal absorption coordinator and a 'Friend on the Way' Hebrew-practice volunteer programme. Most Anglo community life (English-speaking synagogues, clubs, services) is centred in neighbouring Ra'anana, a short drive or bus ride away. Kfar Saba suits families who want Ra'anana access at slightly lower prices and are comfortable in a mainly Hebrew-speaking city.

No year-by-year series is published for Kfar Saba; the headline figure pools every registered sale since January 2023, which smooths out the 2025–26 softening.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Kfar Saba's four-room price it is worth ₪47,979 against the resident rate and ₪247,471 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Kfar Saba

CBS figures average all active leases, old and new, so they sit below what a newcomer will pay. The CBS all-sizes Kfar Saba average was ₪6,118 in H1 2026, up 5% year on year and third highest in Israel (ynet, 8 Sep 2026). New asking rents run higher: Bizportal (Sept 2026) gives ₪6,500–7,000 for a standard 4-room flat, and Realta's live listings show a median asking rent of ₪6,900 across 143 listings (27 Sep 2026).

On a four-room at ₪5,939 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

Without a reliable three-room rent there is no like-for-like yield figure for Kfar Saba.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Urban renewal is active and run by a municipal urban-renewal directorate. The 'City Heart' plan covers about 678 dunams and aims to add about 3,900 units. The flagship Tapuz complex on Weizmann St would replace 12 buildings (161 flats) with 465 units in towers up to 24 storeys, integrated with the future M1 station; it had its first district-committee reading in Feb 2025. Next to it, Natzva is planning two 16-storey residential towers and a 20-storey mixed-use tower on the old central bus station site (Calcalist, Feb 2025). Yanov and others are promoting further pinui-binui and TAMA 38 projects in the older centre and in Kaplan / Givat Ashkol.

07Things to beware of

Specific to Kfar Saba

Rishonim figures are skewed

Dirobot shows Rishonim jumping from about ₪30,250/sqm in 2024 to ₪44,632/sqm in 2026, with deals such as 43 sqm for ₪2.186m. That jump reflects new-tower and developer sales in the area, not a like-for-like rise. Compare resale flats with resale flats before using Rishonim numbers to value a second-hand unit.

Metro is 2037+, and works come first

The M1 metro is a genuine long-term plus for central Kfar Saba, but opening is now projected for about 2037–2040. Station construction along Weizmann St and in the centre will bring years of disruption first. Don't pay today for a station that isn't built yet.

Pinui-binui buildings take years

Many older central blocks are in renewal compounds such as Tapuz, which was only at first district-committee reading in Feb 2025. Buying a flat 'for the rights' means an uncertain wait of many years, a temporary move and developer risk. Check the compound's status with the municipal urban-renewal directorate before paying a premium.

Premium new-build prices have dropped

Bizportal (May 2025) reported a 207 sqm duplex selling for ₪6.03m, ₪1.3m below a similar unit in the same building sold in May 2023 for ₪7.3m. It also reported that developers avoid announcing price cuts publicly. Negotiate hard on large and luxury units, and check the Tax Authority register for what really sold.

Low rental yield

Bizportal puts gross yields at only about 2.5–2.8% a year. Rents are rising about 5% a year, but the buy-to-let numbers are thin. Buy here to live in, not for income.

Thin data for cheaper areas

Kaplan / Givat Ashkol looks cheap at a median of about ₪26,600/sqm, but Dirobot has only 21 registered deals there from 2023–2025, with ₪/sqm swinging between ₪22,900 and ₪31,600 by year. The stock is mostly 1960s–70s buildings that often lack a lift, parking or a mamad (safe room). Ask for a building-specific valuation.

Price-target units have strings attached

The Kfar Saba North mechir matara units (from about ₪1.78m for 3 rooms) are about 27% below market, but eligibility rules and resale or letting restrictions apply. Olim should confirm they qualify before counting on these prices. The same supply will also affect future resale values in the north of the city.

When buying anywhere in Israel

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Israel

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Israel's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

On a four-room at about ₪3.17m, an oleh using the regulation 12A relief pays about ₪5,945 in purchase tax, against ₪53,923 for an Israeli resident buying a sole home and ₪253,416 for a non-resident or anyone buying an additional home. The relief applies from one year before aliyah to seven years after, once.

Is Kfar Saba a good place to buy?

Kfar Saba offers Ra'anana-adjacent family living at about ₪31,700/sqm. Realistic budgets are about ₪2.3–2.8m for a 4-room flat in the centre or older areas and ₪3.5–4.0m in the Green neighbourhood or Kfar Saba HaTzeira. CBS shows prices up about 5% year on year in H1 2026, so buy for schools, parks and long-term metro upside, and verify every quote against registered deals.

Is Kfar Saba a good place to rent?

Renting is a sensible first step: expect about ₪6,500–7,000 for a standard 4-room flat and about ₪6,900 as the median asking rent across all sizes. It is among the three most expensive cities for rent in Israel. Rents are rising about 5% a year, so lock in a longer lease with a capped increase where you can.

Where do these figures come from?

Sold prices are completed sales reported to the Israel Tax Authority, read through nadlan.gov.il, Madlan and Dirobot. Asking prices and rents come from live listings. Purchase tax follows the bands frozen to 15 January 2028. Nothing here is a valuation or legal advice.

Six checks on every apartment in Kfar Saba

  1. The registered sales in that building, not the city figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. Trend is empty: no source reachable today gave city-wide yearly median ₪/sqm for 2022–2026. The Dirobot city page shows only the pooled 2023–Aug 2026 median, and a direct download was blocked. Neighbourhood yearly series exist (e.g. Merkaz ₪30,769 in 2023, ₪30,633 in 2024, ₪31,275 in 2025, ₪30,959 in 2026) but were not presented as city figures. yoy_pct (+4.9%) is the change in the CBS average transaction price, H1 2026 (about ₪2.935m) vs H1 2025 (about ₪2.798m), as reported by ynet. It is not a change in median ₪/sqm. by_rooms: only the 4-room figure is available, and it is a CBS-based average (Bizportal) with no median sqm. No reliable 2025–2026 3-room or 5-room city figure was found. Madadirot's per-room figures had an unclear data period and were not used. Rent: CBS breaks down Kfar Saba rent by room size only for 4-room flats (Q3 2025, ₪5,939). r2, r3 and r5 are null. Realta and Scoutr give asking ranges and an all-sizes median (₪6,900), not per-room averages.
