Jaffa registers at about ₪49,600 per square metre (median of registered sales, flea market and north Jaffa, 12 months to Aug 2026), which is number 19 of the thirty-nine neighbourhoods in this series. At that rate a 70 sqm three-room costs about ₪3.47m and a 100 sqm four-room about ₪4.96m. Asking rents run from about ₪8,200 a month in central Jaffa to ₪13,775 in Old Jaffa, averaged across all sizes.

Jaffa suits buyers who want sea-adjacent, characterful or new-build Tel Aviv at a discount to the centre. Realistic budgets are about ₪2.2–3M for a 2–3 room flat in Central Jaffa or Jaffa A, about ₪3.3–5.5M for a 3–4 room in Ajami or the flea market, and ₪6M+ for Andromeda Hill, Old Jaffa or seafront villas. Buy only with a lawyer experienced in Jaffa leasehold, Amidar and conservation issues, and allow for a thin resale market.

Renting here

Renting is a good way to try Jaffa before committing. It suits singles and couples who want the flea-market/port lifestyle, and families who want space near Ajami beach and parks rather than an Anglo community. Asking rents average about ₪8,200 in Central Jaffa to ₪13,800 in Old Jaffa, which is at or below central Tel Aviv levels for more space.

01The area

What Jaffa is

Jaffa has the widest range of housing in Tel Aviv. There are Ottoman and Mandate-era stone houses with arched windows in Old Jaffa, Ajami and around the flea market, many of them conservation-listed. There are 1950s–70s public-housing (shikun) blocks in Ajami's inner streets, Jaffa C/D and Tzahalon. And there are gated luxury seafront projects such as Andromeda Hill (built 2002, with a pool, gym and 24/7 security) and new boutique buildings along Kedem Street and Yefet Street. The population is mixed Arab (Muslim and Christian) and Jewish. Long-standing Arab families, some of them Amidar public-housing or protected tenants, live next door to affluent Israeli and foreign buyers who have come since the 2000s. Madlan rates Ajami and Central Jaffa 6/10 on the socio-economic index and Old Jaffa 5/10. The feel changes block by block: tourist-heavy Old Jaffa and the port, the café and nightlife scene around the flea market, quiet seaside villas in Ajami and Givat Aliya, and busy commercial Jerusalem Boulevard.

Boundaries and parts

Roughly the southern third of Tel Aviv-Yafo: the Mediterranean seafront to the west; Charles Clore Park, the Manshiya/Etzel Museum area and the Neve Tzedek/Florentin edge (Eilat Street–Kibbutz Galuyot Street) to the north; the Ayalon/Kibbutz Galuyot and Holon/Heil HaShiryon side to the east; and the Bat Yam city line to the south. Jerusalem Boulevard (Sderot Yerushalayim) is the north–south spine, and the Red Line light rail runs along it.

Getting around

Red Line light rail (open since Aug 2023) runs at street level along Jerusalem Boulevard. Its Jaffa stations run south from Elifelet: Salameh, Bloomfield Stadium, Ehrlich, Isakov, HaBesht and Mahrozet, then on into Bat Yam. That gives direct links to Carlebach, Arlozorov/Savidor Central, Petah Tikva and Bat Yam, but Old Jaffa, the port and Ajami's seafront streets are a 10–20 minute walk west of the line. No Purple or Green Line station serves Jaffa. The nearest Israel Railways stops are Tel Aviv HaHagana and Holon Junction stations, to the east. Main roads: Jerusalem Blvd, Yefet Street (the Ajami/Old Jaffa spine), Kedem Street along the seafront, Eilat Street/Salameh Road towards the Ayalon highway, and the coastal promenade/bike path to central Tel Aviv. Madlan residents rate parking in Ajami highly (4.6/5), but Old Jaffa and the flea market are heavily congested.

Schools, parks and families

Madlan lists mainly Arabic-language state primaries in Ajami (Hasan Arafa, Al-Alawiya). There are church schools: the Greek Orthodox Patriarchate School in Old Jaffa and Terra Santa (primary and secondary) in Central Jaffa. Secondary options include Urban School 12, Jaffa Education Center, Yaffa Al-Mostaqbal and the Muzot arts high school. Hand in Hand's bilingual Hebrew–Arabic school (Kulna Yachad) opened in Jaffa in 2013 and now runs pre-K to 6th grade. Most Jewish Anglo families in Jaffa use Hebrew state schools in Jaffa A/central Jaffa or in neighbouring Florentin/Neve Tzedek. There is no English-medium school in Jaffa itself. Outdoor space is strong: Givat Aliya (Ajami) beach, Midron Yafo (Jaffa Slope) Park and Charles Clore Park along the sea, the promenade to central Tel Aviv, and Madlan residents rate green space in Ajami 4.6/5. On the downside, cleanliness scores low in Central Jaffa (2.8/5 on Madlan).

English speakers

Jaffa has a visible but small and scattered English-speaking presence. It is mainly foreign and oleh buyers in the luxury seafront projects (Andromeda Hill, Ajami villas, flea-market boutique buildings) and young renters around the flea market and Jaffa A. It is not an organised Anglo hub like the Old North. The only olim-friendly congregation found in Jaffa is Mishkenot Ruth Daniel (Progressive/Reform, part of the Beit Daniel network, 47 Jerusalem Blvd). There are also local Jewish congregations such as the historic Libyan Synagogue. Orthodox Anglo families usually base themselves elsewhere in Tel Aviv.

A "from" price is the cheapest unit, on the lowest floor, in the smallest configuration. Ask every developer for the price list by floor and the schedule of areas in writing, and ask what the price is on the ordinary payment schedule rather than a deferred one.

04Purchase tax and costs

What buying here actually costs

At Jaffa's rate a 70 sqm three-room is about ₪3.47m and a 100 sqm four-room about ₪4.96m. On the four-room an oleh pays ₪14,906 in purchase tax; an Israeli resident buying a sole home pays ₪143,538; a non-resident or anyone buying a second home pays ₪396,800.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Jaffa's four-room price it is worth ₪128,632 against the resident rate and ₪381,894 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Jaffa

No rent broken down by room count could be found for Jaffa itself. The Madlan all-size average asking rents are: Old Jaffa ₪13,775, Ajami ₪10,750 (Bizportal Sep 2026 gives the same figure), Flea market/North Jaffa ₪9,350 (Bizportal Sep 2026, giving about a 2.9% gross yield), and Central Jaffa ₪8,200. Harova (Aug 2026) puts renovated, spacious units in Ajami and central Jaffa at ₪10,000–11,000 a month. For comparison, Scoutr's Tel Aviv-wide asking averages are ₪10,123 for 3 rooms and ₪13,824 for 4 rooms. All figures are ASKING rents, not signed leases. Asking rents on current listings vary very widely, from ₪4,850 (3 rooms, Yefet 222) to ₪33,000 (5-room villa, HaOgen Street).

On a rent of ₪10,519 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

Without a reliable three-room rent there is no like-for-like yield figure for Jaffa. Bizportal puts the flea-market quarter at about 2.9% gross.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Much of Old Jaffa, Ajami and the flea-market quarter falls under conservation and heritage controls. Many buildings cannot add storeys, change façades or be demolished, and renovations need heritage sign-off. National TAMA 38 expired in 2024 (per Harova), so strengthening now goes through municipal urban-renewal plans. Heavy renewal is under way in Jaffa A: the Nadlan Center (Mar 2026) counts about 2,007 homes under construction or in planning by 13 developers, and expects the area to grow from 1,575 to 4,500 homes by 2040. Along Jerusalem Blvd, new projects such as Sderot Yerushalayim 94 and Hatzer Angelo are replacing low-rise stock. In Jaffa C, the Aplaton–Isaac Harif pinui-binui (240 homes) was approved in Mar 2024 (Magdilim). In Jaffa D, a pinui-binui on Jerusalem Blvd (Kehilat Canada) will replace 7 buildings with 7 of 10–15 storeys (approved 2021). 07Things to beware of

Specific to Jaffa

Amidar and protected tenants

Many Ajami and Old Jaffa buildings are former Arab-owned properties that the state took over after 1948. They were split into flats and let through Amidar to protected tenants. Amidar has been selling units (about 800 in Jaffa, per the Times of Israel in 2021), so a flat or its neighbours may have a protected tenant or a pending eviction. Have your lawyer check the Tabu extract, the Amidar history and occupancy before you sign.

Leasehold, not freehold

A large share of Jaffa land is held by the Israel Land Authority (including former absentee property). Much of Old Jaffa is managed by the state- and municipality-owned Old Jaffa Development Company, which leases homes, studios and shops, historically to artists. Expect a leasehold registration with possible consent fees, use restrictions or capitalisation costs, and check that the lease terms allow residential use and resale.

Conservation limits and antiquities

Old Jaffa is an active archaeological site, and many Ajami and flea-market buildings are conservation-listed. Adding rooms, a mamad or a lift can be refused. Any digging can trigger an Israel Antiquities Authority salvage excavation, which can add months and cost.

No mamad in older stock

Ottoman and Mandate houses and 1950s–70s shikunim generally have no safe room. Rents for homes with a mamad have risen since the war (ynet). Newer projects (Andromeda Hill, post-2010 Ajami buildings, the new towers on Jerusalem Blvd) do have one, and this is a large part of their premium.

Very thin, uneven market

Bizportal counted only 13 registered sales in Ajami in the last year against about 100 listings. Recorded ₪/sqm in Ajami ran from about ₪10,000 to ₪60,000 in 2025–26 deals. Street-by-street gaps are among the largest in Israel, so asking prices are a weak guide to value. Get an independent appraisal and expect a slow resale.

Community tensions and security

Jaffa is a mixed Arab–Jewish city with real frictions over gentrification, evictions and Jewish religious-nationalist buyers. It saw serious unrest in May 2021. Most daily life is calm, but newcomers should understand the local politics and visit at different times of day before buying.

Tourist and nightlife noise

Old Jaffa, the port and the flea market draw heavy weekend and evening crowds, bars and events, and parking is scarce. Seafront homes in Ajami and Givat Aliya are more exposed to sea salt and wind, and in some places to cliff and coastal erosion, which raises maintenance costs.

When buying anywhere in Tel Aviv

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Tel Aviv

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Tel Aviv's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Registered sales put Jaffa at about ₪49,600 per square metre (median of registered sales, flea market and north Jaffa, 12 months to Aug 2026). Individual sales in this brief range from about ₪25,200 to ₪67,593 per square metre, depending on the building, floor and condition.

How much does an apartment cost in Jaffa?

At the registered rate a 70 sqm three-room apartment costs about ₪3.47m and a 100 sqm four-room about ₪4.96m. New-build and renovated apartments sell above that; older walk-ups without a lift or safe room sell below it.

How much is rent in Jaffa?

No reliable rent by room count is published for Jaffa. No rent broken down by room count could be found for Jaffa itself. The Madlan all-size average asking rents are: Old Jaffa ₪13,775, Ajami ₪10,750 (Bizportal Sep 2026 gives the same figure), Flea market/North Jaffa ₪9,350 (Bizportal Sep 2026, giving about a 2.9% gross yield), and Central Jaffa ₪8,200. Harova (Aug 2026) puts renovated, spacious units in Ajami and central Jaffa at ₪10,000–11,000 a month. For comparison, Scoutr's Tel Aviv-wide asking averages are ₪10,123 for 3 rooms and ₪13,824 for 4 rooms. All figures are ASKING rents, not signed leases. Asking rents on current listings vary very widely, from ₪4,850 (3 rooms, Yefet 222) to ₪33,000 (5-room villa, HaOgen Street).

How much purchase tax does a new oleh pay in Jaffa?

On a four-room at about ₪4.96m, an oleh using the regulation 12A relief pays about ₪14,906 in purchase tax, against ₪143,538 for an Israeli resident buying a sole home and ₪396,800 for a non-resident or anyone buying an additional home. The relief applies from one year before aliyah to seven years after, once.

Is Jaffa a good place to buy?

Jaffa suits buyers who want sea-adjacent, characterful or new-build Tel Aviv at a discount to the centre. Realistic budgets are about ₪2.2–3M for a 2–3 room flat in Central Jaffa or Jaffa A, about ₪3.3–5.5M for a 3–4 room in Ajami or the flea market, and ₪6M+ for Andromeda Hill, Old Jaffa or seafront villas. Buy only with a lawyer experienced in Jaffa leasehold, Amidar and conservation issues, and allow for a thin resale market.

Is Jaffa a good place to rent?

Renting is a good way to try Jaffa before committing. It suits singles and couples who want the flea-market/port lifestyle, and families who want space near Ajami beach and parks rather than an Anglo community. Asking rents average about ₪8,200 in Central Jaffa to ₪13,800 in Old Jaffa, which is at or below central Tel Aviv levels for more space.

Six checks on every apartment in Jaffa

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. There is no Jaffa-wide median ₪/sqm. The headline ₪49,600 is the Flea market & North Jaffa sub-area only. Madlan-based figures from ynet (mid-2025, 3-room focus) are: Central Jaffa ₪46,267, Flea market/North Jaffa ₪45,560, Jaffa D ₪36,658, Daker ₪34,156. The JPost (Feb 2026) says about ₪40,000/sqm for Jaffa A. Harova says Ajami is above ₪40,000 and second-hand Central Jaffa is ₪32,000–38,000. No median ₪/sqm or year-on-year change could be found for Ajami, Old Jaffa or Givat Aliya separately. The yoy of +3.5% is the Flea market/North Jaffa figure (₪47,900 to ₪49,600). No multi-year ₪/sqm series earlier than the 3-year Bizportal comparison. Madlan's yearly averages could not be fetched (robots-blocked). Price by room count is available only as 2024–25 averages for Jaffa A (Nadlan Center), not as medians or sqm for the core Jaffa sub-areas.
