Lev Ha'ir registers at about ₪65,560 per square metre (median of 11 registered sales, Jul–Aug 2026, several off-plan), which is number 7 of the thirty-nine neighbourhoods in this series. At that rate a 70 sqm three-room costs about ₪4.59m and a 100 sqm four-room about ₪6.56m. A three-room asks about ₪9,800 a month and a four-room about ₪12,500, against Tel Aviv averages of ₪10,123 and ₪13,824.

This area suits buyers who want Bauhaus character, walk-everywhere living and strong rental demand: singles, couples, investors and pied-à-terre owners. Expect about ₪3.3–4M for a 2-room and ₪3.5–5.5M for a 3-room resale walk-up, and ₪6M+ for a renovated or new-build unit with a lift and mamad. Families needing 4+ rooms, parking and a safe room will usually get more for their money in the Old North or further out.

This is Tel Aviv's classic rental district for young olim, students and professionals who want to be near work, nightlife, the beach and the Red Line. Expect about ₪7,500–8,500 for a 2-room and ₪9,000–10,500 for a typical 3-room asking rent. Tenants should check for a mamad, a lift and street noise before signing.

01The area

What Lev Ha'ir is

Tel Aviv's original 1920s–1940s city: eclectic and International Style (Bauhaus) walk-ups of 3–4 storeys, most within the UNESCO-listed White City. Hundreds of them are listed for conservation under plan TA/2650B, with a few modern towers along the Rothschild/Yehuda HaLevi business spine and on Carlebach. Flats are mostly small (2–3 rooms, often 50–80 sqm), with many pre-1970 buildings that lack lifts, parking or a mamad. Residents are mostly young professionals, singles and couples, and there are many investors, foreign owners and short-term let units; Madlan rates the socioeconomic index 9/10. It is dense, walkable, café- and nightlife-heavy and noisy, and families are fewer than in the Old North.

Boundaries and parts

Roughly Gordon St / Bograshov (north) to Allenby's southern end, Kerem HaTeimanim and the Neve Tzedek edge (south); the sea (west) to the Carlebach–Begin–Yehuda HaLevi axis (east). Municipally this is Rova 5, whose eastern edge the city defines as the Carlebach–Begin–Yehuda HaLevi axis (tlvonline, Aug 2026). The streets between Gordon and Bograshov, including Dizengoff Square, fall administratively in Rova 3 (Yarkon to Bograshov/Ben Zion/Marmorek per Globes, Jul 2026). Madlan splits the area into 'Lev Tel Aviv' (east/south: Rothschild, Sheinkin, Allenby, Montefiore) and 'Lev Tel Aviv – western part' (Bialik, Trumpeldor, Bograshov, Ben Yehuda to the sea).

Getting around

Best-connected area in the city. The Red Line light rail (in service since Aug 2023) has underground stations at Allenby (Allenby/Rothschild) and Carlebach on the eastern edge. The Purple Line is under construction along Ben Yehuda and Allenby, then on to Levinsky, and is expected around 2028. The Green Line will run from Levinsky up Ibn Gabirol just east of the area, with its southern section expected in 2028. The nearest train stations are HaShalom and HaHagana. The area has dense bus corridors on Allenby, King George, Ibn Gabirol and Dizengoff and the Rothschild bike path. Car access is poor: blue-white street parking is scarce and Madlan residents rate parking 1.7–2.5/5.

Schools, parks and families

Madlan lists public primary schools including the Arts School (בית הספר לאמנויות) and Balfour School (~85 pupils per grade), plus Beit Yaakov (Haredi girls). Secondary schools include Bar-Ilan yeshiva high school (grades 7–12) and Anakori (9–12). There are about six municipal kindergartens in each Madlan sub-area, e.g. on Hoz Dav St and Tchernichovsky. Madlan's education index is 83/100 against a national 65. Green space is limited to Meir Garden (Gan Meir) and the tree-lined boulevards of Rothschild, Ben Zion and Chen. Madlan residents rate parks 3.8–4.2/5. Gordon, Frishman, Bograshov and Trumpeldor beaches are a 5–15 minute walk. We found no English-language school inside the area. Most flats are small walk-ups without a lift or mamad, which is a real constraint for families with small children.

English speakers

Many young Anglo olim and English-speaking internationals live here, though they are mostly singles and couples rather than families; Anglo families cluster more in the Old North. English-friendly communities in or at the edge of the area include JTLV (Allenby 22, English-speaking olim aged 20–45) and Chabad on the Coast, the first English-speaking Chabad House in central Tel Aviv (Hevron 16 / Bar Kokhva 18). Others are the Tel Aviv International Synagogue (Frishman 23 at Ben Yehuda, American rabbi, English/Hebrew services), Ichud Shivat Zion (Ben Yehuda 86), the Great Synagogue (Allenby 110), Kehilat Sinai (Masorti, Bograshov 88) and Rosh Yehudi (French olim, Bar Kokhva 54).

Every sale below is a completed transaction reported to the Israel Tax Authority, not an asking price or an agent's estimate. Across the 11 sales in this brief the price per square metre runs from ₪47,260 to ₪79,167. Floor, condition, a mamad, a lift, parking and whether the unit is new explain almost all of that spread.

03Asking prices and new build

What is for sale, and what is being built

Asking prices are what sellers hope for. Set them against section two, not in place of it. Median asking ₪/sqm we calculated from 7 resale listings on Madlan's Lev Tel Aviv for-sale page (Sep 2026). The range was ~₪47,000–77,000/sqm. Madlan shows 663 listings in the wider search and a ₪5.23M average asking price on the area page. Madlan's page shows floor and size run together (e.g. '385' = floor 3, 85 sqm) and we separated them on that reading.

A "from" price is the cheapest unit, on the lowest floor, in the smallest configuration. Ask every developer for the price list by floor and the schedule of areas in writing, and ask what the price is on the ordinary payment schedule rather than a deferred one.

04Purchase tax and costs

What buying here actually costs

At Lev Ha'ir's rate a 70 sqm three-room is about ₪4.59m and a 100 sqm four-room about ₪6.56m. On the four-room an oleh pays ₪60,456 in purchase tax; an Israeli resident buying a sole home pays ₪238,366; a non-resident or anyone buying a second home pays ₪534,499.

Lawyer 0.5% + VAT; broker 2% + VAT where one is used; ₪15,000 for surveys, the bank and registration. Buying direct from a developer removes the broker line, worth ₪154,722 on the four-room.

The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Lev Ha'ir's four-room price it is worth ₪177,910 against the resident rate and ₪474,043 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Lev Ha'ir

All figures are asking rents, not signed leases. Neighbourhood-level signed-rent data was not found. For the city as a whole, Scoutr (25 Sep 2026, 58k listings) puts Tel Aviv asking rent at ₪10,123 for 3 rooms and ₪13,824 for 4 rooms. Scoutr (Apr 2026) calls Lev Ha'ir/Rothschild the most expensive rental area, with 3-bedroom asking rents of ₪9,000–13,000. Sea-front towers on HaYarkon ask far more (e.g. 3 rooms, 120 sqm, ₪18,500).

On a three-room at ₪9,800 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

At 2.6% gross — before the building committee, maintenance, empty months, management and tax — Lev Ha'ir is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

Stock is governed by conservation plan TA/2650B (hundreds of listed buildings, some under 'strict' conservation) and by UNESCO White City buffer rules. The draft Rova 5 plan would replace TAMA 38 in the district. It allows up to 6 storeys plus a partial roof floor on the main commercial streets (Allenby, Ben Yehuda, Carlebach, HaYarkon). Density would be 325–390% for buildings needing seismic strengthening and 250–300% otherwise. Rooftop additions would be capped at 65% of a typical floor with 3 m setbacks, and balconies at 14 sqm with limited projection in UNESCO zones. The plan excludes buildings listed for conservation. As of 27 May 2026 it was still in committee, with the city engineer opposing some regional-committee changes (tlvonline, Aug 2026). Current renewal projects include TAMA 38 jobs such as Sheinkin 54 (strengthening + addition, 12 units) and T7 Tchernichovsky 7 (Ben Tzur Group). Several off-plan projects are recording sales on Allenby, Balfour and Karlibach with completion years of 2027–2031. There is no large-scale pinui-binui here because conservation and small plots rule it out.

07Things to beware of

Specific to Lev Ha'ir

Conservation-listed buildings

Many White City buildings are listed under plan TA/2650B. Owners cannot freely alter façades, windows, balconies or roofs, and renovations need conservation-department approval, which adds cost and months of delay. Check whether the building is listed, and whether it is 'strict' conservation, before you offer.

No mamad in most pre-1970 walk-ups

Most 1930s–1960s buildings have no in-flat safe room and often only a basement or stairwell shelter. Some have no lift. During rocket alerts that matters, and it also limits resale to families. New TAMA 38 or off-plan units with a mamad sell at a clear premium.

Noise, nightlife and short-term lets

Rothschild, Allenby, Lilienblum and Dizengoff host bars and events late into the night, plus street works for the Purple Line until about 2028. Many buildings contain Airbnb-style units, which bring turnover and wear. Some building bylaws (takanon) restrict short-term letting, so check the takanon before buying to let.

Parking is close to impossible

Almost no older building has off-street parking. Residents rate parking 1.7–2.5/5 on Madlan, and blue-white resident permits do not guarantee a space. A deeded parking spot is rare and adds significant value.

Small, expensive-per-sqm units and off-plan skew

Typical flats are 50–80 sqm, so ₪/sqm is high even where the headline price looks moderate. Recent deal data is mixed with off-plan sales (completions 2027–2031), which inflate averages. Compare like with like: resale walk-up vs new build.

Protected tenants and complex title

Some older central buildings still have dayar mugan (key-money protected tenancies), shared-title arrangements or unregistered rooftop additions. These can reduce value or block renovations. Get a lawyer to check the Tabu extract, the house order and any protected-tenancy history.

Softer resale market

A Globes-reported study (Jul 2026) found second-hand median ₪/sqm in Rova 3, which covers the northern strip of this area up to Bograshov, down 23.3% since early 2023 on 180 deals. Madlan data also showed Lev Ha'ir lagging the city average over five years. Negotiate hard on older resale stock.

When buying anywhere in Tel Aviv

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Tel Aviv

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Tel Aviv's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

How much is rent in Lev Ha'ir?

Asking rent for a three-room apartment in Lev Ha'ir is about ₪9,800 a month, and about ₪12,500 for a four-room. Twelve months' rent against a 70 sqm three-room at the registered rate gives a gross yield of about 2.6%.

How much purchase tax does a new oleh pay in Lev Ha'ir?

On a four-room at about ₪6.56m, an oleh using the regulation 12A relief pays about ₪60,456 in purchase tax, against ₪238,366 for an Israeli resident buying a sole home and ₪534,499 for a non-resident or anyone buying an additional home. The relief applies from one year before aliyah to seven years after, once.

Is Lev Ha'ir a good place to buy?

This area suits buyers who want Bauhaus character, walk-everywhere living and strong rental demand: singles, couples, investors and pied-à-terre owners. Expect about ₪3.3–4M for a 2-room and ₪3.5–5.5M for a 3-room resale walk-up, and ₪6M+ for a renovated or new-build unit with a lift and mamad. Families needing 4+ rooms, parking and a safe room will usually get more for their money in the Old North or further out.

Is Lev Ha'ir a good place to rent?

This is Tel Aviv's classic rental district for young olim, students and professionals who want to be near work, nightlife, the beach and the Red Line. Expect about ₪7,500–8,500 for a 2-room and ₪9,000–10,500 for a typical 3-room asking rent. Tenants should check for a mamad, a lift and street noise before signing.

Six checks on every apartment in Lev Ha'ir

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. No official 2025–2026 median ₪/sqm or deal count for Lev Ha'ir. Madlan's area pages and nadlan.gov.il render their charts in JavaScript and could not be read. The headline ₪62,000/sqm is Madlan's early-2025 average as quoted by ice.co.il. No multi-year yearly ₪/sqm series. There are only two points (~₪51,000 c.2020 and ~₪62,000 early 2025), so yoy_pct is null. The Globes/Gastfreund decline figures cover Rova 3 (Yarkon to Bograshov), which includes only the northern strip of this area. No equivalent study for Rova 5 (Lev Ha'ir proper) was found. The by-rooms medians are derived from very small samples (1–4 deals) of Madlan-listed Jul–Aug 2026 deals, several of them off-plan.
