Buying here

Registered resale prices centre on about 1.16 million and 13,000 per sqm across 2023–26. Bizportal's 2026 medians are about 1.29 million for three rooms, 1.49 million for four and 1.68 million for five. New projects in HaMoshava, Nof Kinneret and the target-price tenders add supply at higher per-sqm levels than old stock.

Renting here

About 400 flats were advertised for rent in October 2026, with a median asking rent of 3,500 a month and four-room flats at about 4,000. Rents are highest near the lakefront colony and Nof Kinneret, and lowest in Upper Tiberias and Ben Gurion.

01 The area

What Tiberias is

Tiberias is a lakeside city on the western shore of the Sea of Galilee, one of Judaism's four holy cities and a regional tourism and commercial centre. Its population was about 52,000 in 2024. Housing ranges from 1960s blocks near the old centre to new towers in the upper neighbourhoods and the new HaMoshava district.

Bizportal (May 2026) reports that prices eased slightly over the past year after rising about 3–4% in the year to mid-2025 and about 40% over five years; median rents rose 4.27% over the year. Madlan counted 767 purchase deals in 2023 and 855 in 2024 (+11%); Bizportal reports that volume fell over the year to May 2026, and contractor sales of new flats fell 26% year on year in Q1 2025.

Getting around

Tiberias sits on the western shore of the Sea of Galilee on Route 90, with Route 77 running west towards Haifa and the coast. There is no railway station; intercity buses serve Tel Aviv, Jerusalem and Haifa. The city climbs steeply from the lakefront, so neighbourhoods are spread across the hillside.

Schools, parks and families

The city has state, state-religious and Haredi schools. Check the stream and the intake of individual schools before choosing a neighbourhood.

English speakers

Small. There is no large organised Anglo community, though some English-speaking retirees and religious families live in the city.

The oleh relief, in one paragraph

Under Regulation 12A, a new immigrant pays 0% purchase tax up to ₪1,978,745 and 0.5% from there to ₪6,055,070, on one residential property, once, bought from one year before aliyah to seven years after it. The oleh does not have to live in it. Above ₪20,183,565 the relief does not apply. Olim who arrived before 15 August 2024 may choose the older Regulation 12 instead.

Rent against buying

A 70 sqm three-room at the registered rate costs about ₪929k and rents for about ₪3,208 a month: a gross yield of 4.1% before arnona, vaad bayit, maintenance, void months and tax. Rents are among the lower ones in Israel, and there is a reasonable choice of three- and four-room flats. Quality varies widely and much older stock lacks a mamad, so check the building before signing.

06 Urban renewal and stock

The buildings, and what is happening to them

Bizportal (May 2026) counts 13 urban renewal complexes that would replace about 2,300 old flats with about 9,400 new ones, including the Aura project (206 to about 1,700 units). Madlan's planning data lists renewal in Shikun D, Weizmann Street, Shikun G, Kiryat Moshe and the city centre. New neighbourhoods include HaMoshava (about 2,000 units under construction, 3,900 more planned), Nof Kinneret and Wadi Rakkat, where 693 units were tendered in 2025.

07 Things to beware of

Things to beware of

Specific to Tiberias

Old stock dominates parts of the city
Registered sales of 1960s flats in the centre and Kiryat Moshe change hands at about 8,000–9,000 per sqm. These blocks often lack lifts and safe rooms (mamad).
Wide price spread
The gap between old stock and new-build stock is large enough that Bizportal uses medians rather than averages. A city-wide figure says little about a given building.
Thin rental yields
Bizportal puts gross yields at about 3–4%. Asking rents are well below the national median, while new-build prices are rising.
Slope and access
Many neighbourhoods are on steep terrain. Check walking routes, parking and lift access, especially for older buyers.
Tourism and seasonality
The lakefront and old city are tourism-driven. Expect noise and summer crowds near the promenade, and check short-term letting rules in the building.
Northern security context
Tiberias was not evacuated in 2023–24, but it lies within range of fire from Lebanon. Hostilities resumed in March–April 2026 before a US-brokered ceasefire on 16 April 2026.

When buying anywhere in Israel

The register, not the listing
Asking prices are what sellers hope for. Look up what the building and the street actually registered on nadlan.gov.il before you make an offer.
Built area against the permit
Compare the square metres in the listing with the building permit and the Tabu. Enclosed balconies and roof additions are often unpermitted, and a bank values only what is permitted.
Parking and storage "with the apartment"
Check that the parking space and storage room are registered to the flat in the Tabu or the condominium order, not simply in use by the seller.
Mortgage before contract
Get mortgage approval in principle before you sign. The contract fixes payment dates, and missing one is a breach.
Off-plan: guarantees and linkage
Every payment to a developer must be secured, usually by a bank guarantee under the Sale (Apartments) (Assurance of Investments) Law. Since Amendment 9, linkage to the construction-input index is capped at half of the rise; budget for it anyway.
Your own lawyer, a licensed broker
Your lawyer should act for you alone, not for the seller or the developer. Check any broker on the Ministry of Justice licence register before you sign an order form.

When renting anywhere in Israel

Check who owns it
Ask for a Tabu extract and make sure the name on it is the person signing the lease, or that they hold a power of attorney.
The security is capped
Under s.25י of the Rental and Borrowing Law, total security may not exceed the lower of three months' rent or a third of the rent for the whole term.
Who pays the broker
A broker engaged by the landlord is paid by the landlord (s.25ט). You pay only if you engaged the broker yourself.
Repairs and notice
The landlord must repair defects that prevent reasonable use within 30 days, or within three days if urgent. Read the early-termination clause and the notice it requires.
Mamad, lift, parking, air conditioning
Check each one physically and write it into the lease: what the flat has, what works, and who maintains it.
Oleh arnona discount
New olim can claim up to a 90% arnona (municipal tax) discount on up to 100 sqm for 12 months within their first 24 months. Apply to the municipality with your teudat oleh.

FAQ

Tiberias property: common questions

What is the average price per square metre in Tiberias?

About ₪13,265 per square metre. Median price per sqm of 2,578 registered apartment sales, 1 Jan 2023 to 3 Aug 2026, Dirobot (Tax Authority register data). Bizportal (May 2026) reports a 2026 range of about 8,000–9,000 per sqm for old stock and 15,000–16,000 for the best new stock.

How much does an apartment cost in Tiberias?

At the registered rate, a 70 sqm three-room costs about ₪929k and a 100 sqm four-room about ₪1.33m. The median recorded sale is ₪1,160,000.

How much is rent in Tiberias?

Asking rents run about ₪3,102 for 2 rooms, ₪3,208 for 3 rooms, ₪3,981 for 4 rooms, ₪5,674 for 5 rooms. Asking rents, rolling 30-day figures from 402 active listings, as of 13 Oct 2026, Realta (aggregating Yad2, Madlan and others). City median 3,500, average 3,918. Excludes arnona and vaad bayit.

How much purchase tax does a new oleh pay in Tiberias?

On a ₪929k three-room, an oleh pays about ₪0 under Regulation 12A, against ₪0 for an Israeli buying a sole home and ₪74,284 for an additional home or a non-resident.

Is Tiberias a good place to buy?

Tiberias offers lakeside living at well under half of central Israel's prices per sqm, with substantial planned new supply and urban renewal. Against that, volume has softened, yields are modest and the stock is very uneven, so building-level due diligence matters more than city averages.

Is Tiberias a good place to rent?

Rents are among the lower ones in Israel, and there is a reasonable choice of three- and four-room flats. Quality varies widely and much older stock lacks a mamad, so check the building before signing.

Where do these figures come from?

Registered sales and published market data from the sources listed at the foot of this page, read in October 2026. Asking prices and rents are what sellers and landlords ask, not what was agreed.

08 Before any offer or lease

Six checks on every apartment in Tiberias

  1. Pull the registered sales. Look up every registered sale in the building and on the street for the last twelve months on nadlan.gov.il, and compare like with like: floor, size, mamad, parking.
  2. Get the Tabu extract and the permit file. Check ownership, mortgages and cautions in the Tabu, and compare the flat with the permit plans in the municipal building file (tik binyan).
  3. Mamad, lift, parking, storage. Confirm each is there, works, and is registered to the flat rather than simply in use.
  4. Ask about renewal. Find out whether the building is in a pinui-binui or Tama 38 plan, how many owners have signed, and with which developer.
  5. Price the running costs. Ask the municipality for the arnona rate on the flat, and the vaad bayit for monthly fees and any planned works.
  6. Use the oleh relief, if it is yours. Regulation 12A is used once, on one property, within one year before to seven years after aliyah. Make sure your lawyer files it.
