At that rate a 70 sqm three-room costs about ₪2.59m and a 100 sqm four-room about ₪3.70m. A three-room asks about ₪6,900 a month and a four-room about ₪7,100, against Jerusalem averages of ₪6,603 and ₪8,595.

Talpiot is one of south Jerusalem's few real growth stories. The median rose from ₪34,076/sqm in 2024 to ₪37,046 in 2025 and ₪38,905 so far in 2026, driven by new towers and the master plan, yet it remains below Baka and the German Colony. Buy with a clear view of the building sites and light rail works around the specific plot, and favour completed or well-guaranteed projects over speculative off-plan units.

Rents are moderate for south Jerusalem, at about ₪6,900 for a 3-room and ₪7,100 for a 4-room flat asking in Sep 2026, below the ₪7,944 city-wide asking average. That makes Talpiot a practical base for olim who want to be near Baka and Arnona. Expect construction noise and traffic disruption to continue for several years.

01The area

What Talpiot is

Talpiot is a mixed district. North Talpiot is a quiet 1920s garden suburb of villas and small buildings. Around it are dense post-war housing blocks along Derech Beit Lechem and Derech Hevron, and one of Jerusalem's largest commercial and industrial zones, with Kanyon Lev Talpiot and the big-box retail strip. The Talpiot master plan (Jerusalem Development Authority) aims to turn the roughly 120-hectare industrial zone into a mixed-use high-rise district with more than 8,000 new homes. Blue Line light rail works have been under way on Pierre Koenig and HaTnufa since June 2025.

Boundaries and parts

South-east Jerusalem, on the ridge east of Baka and the German Colony. Derech Hevron (Hebron Road) is the main spine and Derech Beit Lechem runs parallel to it on the west. The area runs from North Talpiot (Kaspi, Albek, Klausner) south to Arnona, and west to the Talpiot industrial zone around Pierre Koenig, HaUman, Yad Harutzim and HaTnufa. East Talpiot (Armon HaNatziv) is a separate neighbourhood and is not covered here. Dirobot's Tax Authority area 'Talpiot' covers 14 streets and is dominated by Derech Hevron (146 of 294 deals) and Derech Beit Lechem (77). Madlan splits the district into North Talpiot, Shikunei Talpiot (the Talpiot housing blocks), the Talpiot industrial zone (A.T. Talpiot) and Arnona (Talpiot), which has its own brief.

  • North Talpiot (Tzafon Talpiot): the 1920s garden suburb, with villas and low-rise buildings on Mordechai Kaspi, Hanoch Albek, Shmuel Lopo and Joseph Klausner, plus newer blocks on Derech Hevron. Madlan gives it a socio-economic rating of 5/10
  • Shikunei Talpiot (Talpiot housing): 1950s–70s apartment blocks along Derech Beit Lechem, Derech Hevron, Rivka, Ein Gedi and Efrata. Realta describes the area as high-density and mixed-age
  • Derech Hevron / Derech Beit Lechem tower corridor: new high-rise and off-plan stock, including Talpiot HaChadasha (New Talpiot) phase A on Derech Beit Lechem 160 (built 2017), phase B (delivery 2028) and several Derech Hevron towers due for delivery in 2028
  • Talpiot industrial zone (A.T. Talpiot): the commercial and industrial district around Pierre Koenig, HaUman, Yad Harutzim and HaTnufa. It is being converted to mixed use under the Talpiot master plan, with residential towers such as Pardes Heights (Pierre Koenig 31) and state-led tower plans on Moshe Baram and Yaakov Ben Dov

Getting around

Derech Hevron and Derech Beit Lechem are the main bus corridors to the city centre, and the area is about 10 minutes by car to Route 60 and the tunnels road south. Blue Line light rail works started in Talpiot on 3 June 2025 on Pierre Koenig, HaTnufa, Pat and HaParsa, with five stations planned. Expect lane reductions, lost parking and banned left turns for a long period. Initial Blue Line service is projected for 2028 and full operation for 2030 (Wikipedia, citing project sources).

Schools, parks and families

Madlan lists six municipal kindergartens in A.T. Talpiot, including the Tatzpit and Talpiot branches, but the only elementary school it lists there is a small Haredi-supervised school. Most families use state and state-religious schools in neighbouring Baka, Arnona and the German Colony. The Moshe Baram and Ben Dov state plans reserve land for a primary school, kindergartens, daycare and a sports complex. North Talpiot is quieter and greener; the Derech Hevron / Beit Lechem blocks are dense and busy.

English speakers

Talpiot sits in Jerusalem's southern Anglo belt, next to Baka, the German Colony and Arnona, and English-language guides describe it as popular with Anglo olim. Community anchors include Beit Boyer, a well-known inclusive Orthodox synagogue in Talpiot (Haaretz). The Pardes Institute, a North American-linked yeshiva, is moving to a 5,500 sqm campus in Pardes Heights on Pierre Koenig. Calcalist has reported foreign residents buying and combining three apartments into one ₪15m unit in Talpiot. The Anglo presence is thinner in the Shikunei Talpiot blocks than in North Talpiot and Arnona.

Asking prices are what sellers hope for. Set them against section two, not in place of it. The oleh relief, in one paragraph

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Talpiot's four-room price it is worth ₪72,139 against the resident rate and ₪287,739 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.

05Renting

Renting in Talpiot

3-room asking rents run from ₪5,200 (industrial zone) to ₪7,400 (Hanoch Albek, North Talpiot), and 4–4.5 rooms from ₪5,500 to ₪9,200. Realta puts the average asking rent at ₪6,273 in Talpiot Housing, against ₪7,944 city-wide. The only credible 2-room listing was ₪4,200 (Derech Beit Lechem 125, 39 sqm), so we did not publish a 2-room median.

On a three-room at ₪6,900 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.

Rent against buying

At 3.2% gross — before the building committee, maintenance, empty months, management and tax — Talpiot is bought to live in or to hold, not for income. Net is typically a full point lower.

For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.

06Urban renewal and stock

The buildings, and what is happening to them

The main story is the Talpiot master plan: about 120 hectares of 1960s industrial zone rezoned for mixed use, with more than 8,000 homes plus offices, retail and public buildings. State plans on Moshe Baram (217 homes, 30 storeys) and Pierre Koenig/Ben Dov (42 homes plus 115 long-term rental units) were recommended to the District Committee in October 2024. Private towers are rising along Derech Hevron and Derech Beit Lechem (Talpiot HaChadasha, Pardes Heights and several 2028-delivery towers). The older Shikunei Talpiot blocks are candidates for TAMA 38 and pinui-binui, but we did not confirm any specific approved scheme.

07Things to beware of

Specific to Talpiot

Light rail construction

Blue Line works began on Pierre Koenig, HaTnufa and HaParsa in June 2025, and the municipality warns they will run for a long period. Lanes, parking and left turns have been cut, which affects both commuting and the resale appeal of flats on those streets until trains run (projected 2028 at the earliest).

Decade-long building site

The master plan adds more than 8,000 homes and many 30–40 storey towers to the industrial zone. Expect years of cranes, dust and road closures, and check which approved towers will overlook or shade any flat you buy.

Off-plan delivery risk

A large share of recent deals are off-plan units in towers due in 2028. Check the developer's bank guarantee (Sale Law), the linkage to the construction input index, and the penalty clauses for late delivery, and do not assume the 2028 date will hold.

Sub-area price spread

The Dirobot headline covers the Derech Hevron / Beit Lechem corridor, but prices vary widely. North Talpiot garden flats and villas trade at ₪48,000–₪52,000+/sqm, while older Shikunei Talpiot blocks are much cheaper. Price the exact street, not 'Talpiot'.

Mixed-use nuisance

Many homes border the industrial and retail zone, with night deliveries, garages, traffic and busy weekend shopping. Visit on a Friday morning and on a weekday evening before committing.

Misleading portal data

Portal 'nearby project' widgets list schemes that are not in Talpiot (Midtown Jerusalem is at the city entrance and Pastoral is in Kiryat HaYovel). Some records also show impossible floor areas (for example a 3-room flat at 48 sqm for ₪3.97m). Check the Tabu extract and the approved plans.

Thin 2023 base

The 2023 Dirobot median rests on only 25 deals, against about 100 in 2024 and 95 in 2025, so read the multi-year trend with care. The mix is shifting toward new towers, which pushes the median up even where existing flats have not gained value.

When buying anywhere in Jerusalem

The register, not the listing

Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.

Built area against the permit

Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.

Parking and storage "with the apartment"

Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.

Mortgage before contract

A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.

Off-plan: guarantees and linkage

Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.

Your own lawyer, a licensed broker

The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.

When renting anywhere in Jerusalem

Check who owns it

Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.

The security is capped

The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.

Who pays the broker

Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.

Repairs and notice

Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.

Mamad, lift, parking, air conditioning

In much of Jerusalem's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.

Oleh arnona discount

Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Buy with a clear view of the building sites and light rail works around the specific plot, and favour completed or well-guaranteed projects over speculative off-plan units.

Is Talpiot, Jerusalem a good place to rent?

Rents are moderate for south Jerusalem, at about ₪6,900 for a 3-room and ₪7,100 for a 4-room flat asking in Sep 2026, below the ₪7,944 city-wide asking average. That makes Talpiot a practical base for olim who want to be near Baka and Arnona. Expect construction noise and traffic disruption to continue for several years.

Where do these figures come from?

Sold prices are completed sales reported to the Israel Tax Authority, read through nadlan.gov.il, Madlan and Dirobot. Asking prices and rents come from live listings. Purchase tax follows the bands frozen to 15 January 2028. Nothing here is a valuation or legal advice.

Six checks on every apartment in Talpiot

  1. The registered sales in that building, not the neighbourhood figure. The spread in section two is the reason.
  2. Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
  3. Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
  4. Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
  5. Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
  6. For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. by_rooms is empty. Dirobot's Talpiot page has no room breakdown, and we did not use portal price-by-room figures because they may be city-generic. Dirobot's deal counts are for deals with a recorded floor area (95 in 2025). The total 2025 deal count was not shown. The 2023 figure rests on only 25 deals. We could not fetch Dirobot's separate 'North Talpiot' page (rate-limited), so North Talpiot is represented only through Madlan deals and listings. The North Talpiot median ₪/sqm is unknown. We could not read Madadirot (North Talpiot), the Madlan Talpiot HaChadasha phase B project page, the Yad2 Derech Hevron 160 (Manos Group) project page, the Israel Hayom Talpiot projects article, the Nadlan Center industrial-zone article, the Calcalist ₪15m record-deal article, Janglo sale listings, the Madlan Shikunei Talpiot area-info page and jerusalemnews.co.il (all HTTP 429).
