Nahariya registers at about ₪17,087 per square metre (median of 1,152 apartment sales in the city centre, Jan 2023–Aug 2026 (pooled)), which is number 43 of the fifty cities in this series. At that rate a 70 sqm three-room costs about ₪1.20m and a 100 sqm four-room about ₪1.71m. A three-room asks about ₪4,050 a month and a four-room about ₪4,650, against Tel Aviv averages of ₪10,123 and ₪13,824.
Nahariya in six numbers
Nahariya offers seafront living at about 17,000 ₪/sqm in the centre, with resale 4-room flats around ₪1.4-1.7M, and the Dirobot series has risen every year since 2023 despite the war. It suits buyers who accept the security exposure, insist on a mamad and negotiate hard in a market where listings far outnumber sales.
Renting is cheap by coastal standards (roughly ₪3,200-4,700 a month for most family flats) and has softened since evacuee demand faded. It is a sensible way for olim to test life in the North, and Go North support, before committing capital.
What Nahariya is
Nahariya is Israel's northernmost coastal city and the regional centre of the Western Galilee. It was founded in 1934 by German Jews (per Nefesh B'Nefesh) and has a long seafront promenade, the Galilee Medical Center and the northern terminus of the coastal railway. The city sits within rocket range of Hezbollah and was hit repeatedly in 2023-2024 and again in a six-week round in March-April 2026. It was never on the official evacuation list, and it took in about 1,500 displaced families from border communities (per Jerusalem Post). Prices are well below the central coast, and a large pipeline of seafront and eastern neighbourhood construction is planned.
Boundaries and parts
Northern Mediterranean coastal city in the Western Galilee, about 5 km south of the Lebanese border (per Jerusalem Post) and roughly 30 km north of Haifa (per Nefesh B'Nefesh). Bounded by the sea to the west, the Achziv beach and nature reserve to the north, Moshav Regba/Shavei Zion farmland to the south and Route 89 / Ma'alot road corridor to the east. Dirobot's largest statistical pool is the central area ('מרכז העיר'), with 41 streets including Herzl, Weizmann, Jabotinsky, Lohamei HaGetaot and Ramez.

Getting around
Northern terminus of Israel Railways' coastal line, with direct trains via Akko and Haifa to Tel Aviv and Ben Gurion Airport. Road access is via Route 4 south to Akko/Haifa and Route 89 east to Ma'alot and the Upper Galilee. The Galilee Medical Center, the region's main hospital and a major employer, is in the city.
Schools, parks and families
Full municipal state and state-religious school system plus kindergartens. Integration of olim children is run by the municipal absorption department, and the Absorption Ministry ranked Nahariya 8th nationally for absorbing new immigrants in 2021 (Colbo). In 2023-2024 and in March-April 2026 schools worked under Home Front Command restrictions, with periods of remote learning; many homes in older central blocks have no in-flat mamad.
English speakers
Nefesh B'Nefesh lists Nahariya as a featured community and describes a 'warm, friendly, yet small' English-speaking community that is a relatively easy place to integrate into. The main olim streams are from the former USSR and France: Q3 2021 arrivals were 153 FSU, 59 French, 14 South American and 8 English (Colbo), and the city has a twinning link with Issy-les-Moulineaux. NBN's Go North programme, expanded with KKL-JNF in Nov 2017 as 'Go Beyond', offers eligible olim moving to the North grants of up to $20,000, pilot-trip support, job mentoring and community guidance; check current terms with NBN before relying on them.

Reg. 12A runs from one year before aliyah to seven years after, is used once, and applies only to a residence under the single-apartment test. At Nahariya's four-room price it is worth ₪0 against the resident rate and ₪136,696 against the non-resident rate. Spending it on a small interim flat means buying the family home at full rate.
Renting in Nahariya
In 2024 rents rose about 7-10% because displaced families from border communities moved into Nahariya on state housing grants (Mako). Once the subsidies ended and evacuees went home, rents eased: Madadirot shows the average down 7.2% year on year, and October 2026 listing medians (Realta ₪3,225) sit below the 2024 per-room ranges. Gross yields are about 2.7-3.1%, which is thin.

Netanya, Kfar Saba, Shoham, Neve Daniel, Pardes Hanna, Yavne, Har Adar, Tzur Hadassah and Karnei Shomron are left out: no reliable three-room rent is published for them. On a three-room at ₪4,050 a month. Security is capped at the lesser of three months' rent or a third of the total rent, and must be returned within 60 days of the end of the lease.
Rent against buying
At 4.1% gross — before the building committee, maintenance, empty months, management and tax — Nahariya is bought to live in or to hold, not for income. Net is typically a full point lower.
For a family arriving, renting for the first year here is rarely wasted money: it tests the streets, the schools and the commute before the largest purchase of the move, and keeps the oleh relief unspent.
The buildings, and what is happening to them
Very active. TAMA 38 and demolish-rebuild projects are concentrated in the centre: Sokolov 4 (TAMA 38) and Ramez 13 resales passed ₪2.3-2.4M in 2024 (Bizportal Apr 2024); Aura's Herzl Street scheme (72 to 400-450 units); a 27-storey tower at Ben Zvi/Levi Eshkol; and Ahuzat Tziona on Agnon St. The city plans about 30,000 new units over the long term (Bizportal), which could weigh on resale prices as supply arrives.
Specific to Nahariya
Rocket exposure is real
Nahariya is about 5 km from the Lebanese border and was hit repeatedly in 2023-2024, then again in a six-week Hezbollah round that ended with a ceasefire on 16-17 April 2026, which included a fatal strike on 26 March 2026. Make a building mamad or in-flat safe room a must-have, not a nice-to-have.
Not an evacuated town
Nahariya was never on the official evacuation list, so residents did not receive the state relocation grants that confrontation-line communities got. Owners should not expect evacuation compensation, and war-damage claims go through the Property Tax Compensation Fund.
Wartime rent bump has unwound
Evacuees on state subsidies pushed 2024 rents up 7-10%. With subsidies ended and families back home, average rents are down about 7% year on year (Madadirot). Don't underwrite an investment on 2024 rent levels.
Supply wave ahead
Thousands of units are in the pipeline: Achziv phases, Saar (about 1,786), Ariel Towers, Herzl renewal and the 30,000-unit long-term plan. Madadirot shows listings sharply up and 12-month deal volume down 34%, so resale buyers have room to negotiate and investors face competition.
Seafront premium vs city median
Achziv new-build trades around 18,500-21,000 ₪/sqm against roughly 14,000-15,000 in Neve Yitzhak Rabin or Givat Katznelson. Check you are paying for a real sea view and a finished neighbourhood, not just the postcode.
Dirty data in older areas
Givat Katznelson and Trumpeldor include 25 sqm records at ₪545,000-750,000, which are almost certainly partial-share or unit-split registrations. Yearly medians there swing wildly (12,900 to 19,800 ₪/sqm), so rely on comparable whole-unit deals.
ILA leasehold and registration
Most Nahariya land is Israel Land Authority leasehold. Confirm the lease is capitalised (mehuvan), and for new projects check whether the unit is registered in the Tabu or only with the developer or a housing company, because this affects mortgage terms and resale timing. Off-plan deals like HaPereg 3 (completion 2030) need a Sale Law bank guarantee.
When buying anywhere in Israel
The register, not the listing
Pull the Tabu extract yourself. Mortgages, caveats, inheritance orders, attachments and undivided co-ownership are common and are solved before the contract, not after it.
Built area against the permit
Enclosed balconies, roof rooms and subdivided units are often unpermitted. The bank's valuer will exclude them and the municipality can enforce against them.
Parking and storage "with the apartment"
Check they are registered attachments in the condominium order. An unregistered space can be lost on resale or in a renewal deal.
Mortgage before contract
A signed contract does not depend on the mortgage. Sole-home loans are capped at 75% of value. Get approval in principle first, and start source-of-funds paperwork for money from abroad weeks ahead.
Off-plan: guarantees and linkage
Every payment to a developer must be secured under the Sale (Apartments) (Assurance of Investments) Law. Payments are linked to the construction inputs index, capped by Amendment 9 at half the rise.
Your own lawyer, a licensed broker
The seller's or developer's lawyer acts for them. A broker must be licensed and hold your signed written order under s.9 of the Real Estate Brokers Law, or no fee is due.
When renting anywhere in Israel
Check who owns it
Ask for the Tabu extract or a power of attorney. Rental scams take deposits for flats the "landlord" does not own. Pay nothing before a viewing and a signed lease.
The security is capped
The lesser of three months' rent or a third of the total rent, returned within 60 days. Get the cap written into the lease.
Who pays the broker
Whoever hired the broker. If the landlord listed through an agent, the tenant cannot be made to pay that agent's fee.
Repairs and notice
Listed faults are the landlord's to fix within 30 days, 3 if urgent. A landlord not renewing gives 90 days' notice; a tenant gives 60. These rules fall away above ₪20,000 a month.
Mamad, lift, parking, air conditioning
In much of Israel's older stock none of them can be assumed. Confirm each in the lease, with which air-conditioning units work.
Oleh arnona discount
Commonly 90% on up to 100 sqm for 12 months within the first 24 after aliyah. It is not automatic: register with the municipality on the day you move in.

Is Nahariya a good place to buy?
Nahariya offers seafront living at about 17,000 ₪/sqm in the centre, with resale 4-room flats around ₪1.4-1.7M, and the Dirobot series has risen every year since 2023 despite the war. It suits buyers who accept the security exposure, insist on a mamad and negotiate hard in a market where listings far outnumber sales.
Is Nahariya a good place to rent?
Renting is cheap by coastal standards (roughly ₪3,200-4,700 a month for most family flats) and has softened since evacuee demand faded. It is a sensible way for olim to test life in the North, and Go North support, before committing capital.
Where do these figures come from?
Sold prices are completed sales reported to the Israel Tax Authority, read through nadlan.gov.il, Madlan and Dirobot. Asking prices and rents come from live listings. Purchase tax follows the bands frozen to 15 January 2028. Nothing here is a valuation or legal advice.
Six checks on every apartment in Nahariya
- The registered sales in that building, not the city figure. The spread in section two is the reason.
- Tabu extract and permits: who owns it, what is registered against it, and whether the area offered is the area permitted.
- Mamad, lift, parking and storage confirmed in writing, and parking checked as a registered attachment.
- Renewal status of the building and the street: any TAMA 38 or pinui-binui agreement, its stage and the level of owner consent.
- Running costs in writing: arnona for the exact address, the building committee, and any management company charge.
- For olim, the 12A relief confirmed before contract: the window, that it is unused, and that the purchase is a residence.

Limits of the data. Dirobot publishes no city-wide Nahariya page (the city-prices URL returned 404). The headline median is Dirobot's pooled figure for its central 'מרכז העיר' area (1,152 deals), which is the biggest pool but excludes Achziv (18,523), Givat Ussishkin, Neve Yitzhak Rabin (14,335), Neve Alon, Ein Sarah, Givat Katznelson (15,052), Trumpeldor and others. A true city-wide median is probably a little lower; Madadirot's city average is 15,234 ₪/sqm for the trailing 12 months. The by-rooms figures come from Madadirot (second-hand, trailing 12 months, unclear whether median or average), not Dirobot, and have no sqm. No reliable per-room rent series for 2025-2026 was found. r3 and r4 are midpoints of an August 2024 broker estimate made during evacuee-driven demand, and current rents are probably slightly lower. r2 and r5 are null. No reliable typical asking ₪/sqm was found; only a 12,000-20,000 ₪/sqm range (Bizportal) and the Achziv project average of about 21,000 ₪/sqm (Madlan).
